In recent decades, government staff and local citizens have increasingly employed cooperative schemes of natural resource management, in lieu of more conventional, top-down approaches of addressing user conflicts as they relate to water resources. The focus of this project was on the Niobrara Council, a partnership of local, state, and federal representatives charged with cooperatively managing the reach of the Niobrara River that was federally designated under the Wild and Scenic Rivers Act in 1991. Executive Summary

The purpose of this report is to document the standards used by the Northern Great Plain Network (NGPN) for activities related to the collection, processing, storage, analysis, and publication of monitoring data as described in the Protocol implementation plan for stream channel monitoring in the Northern Great Plains Network: narrative version 1.0 (Thornbrugh et al. 2019). The plan also serves as a guide for all NGPN personnel who are involved in protocol/program activities and as a resource for identifying memoranda, publications, and other literature that describe associated techniques and requirements in more detail.

The Northern Great Plains Inventory and Monitoring Network includes thirteen park units located in five northern Great Plains states across six ecoregions. Two park units, Jewel Cave National Monument (JECA) and Wind Cave National Park (WICA), protect significant cave resources. These two caves are among the longest caves in the world and have an assortment of underground water resources ranging from drip sites to cave lakes. Metoposaurids are non-marine temnospondyls that are among the most common constituents of Late Triassic deposits, but despite their abundance, the evolutionary relationships of the group are poorly resolved and have not been fully addressed with modern phylogenetic methods. The genus Anaschisma is one of a number of poorly resolved metoposaurid taxa and was erected to describe two species from the Popo Agie Formation (Carnian) in Wyoming: Anaschisma browni and Anaschisma brachygnatha. Since being named, the genus has been repeatedly synonymized and separated with other taxa in the context of broader revisions of the Metoposauridae. At present, Anaschisma is considered …

Jewel Cave National Monument and Wind Cave National Park in South Dakota contain two of the six longest caves worldwide. These caves contain subterranean lakes that are important points of intersection between the water table of the Madison aquifer and the caves. During 2015 to 2017, several subterranean lakes were discovered in Jewel Cave, which previously was thought to be above the regional water table. Some Southwestern archaeologists continue to ascribe to the hypothesis that Chaco was agriculturally productive to the point that it could support at least a few thousand full-time residents. This paper suggests an alternative hypothesis; i.e., Chaco was marginally productive and could only support a few hundred permanent residents. Isotopic analysis of mammal teeth found in trenches cut through platform mounds fronting Pueblo Bonito indicate the possibility that much of the meat consumed by Chacoan residents and visitors came from higher elevation sites bordering the San Juan Basin. This document includes work-in-progress reports submitted to the Library of Congress as part of the Aida digital libraries research team's work on Digital Libraries, Intelligent Data Analytics, and Augmented Description: A Demonstration Project. These work-in-progress reports provide a snapshot glimpse, as well as underlying rationale and decision-making, at various points in the development of the project and its machine learning explorations. Reports cover explorations on historic newspapers, minimally-processed manuscript collections, materials digitized from physical originals and those digitized from microform surrogates, and investigate challenges related to image segmentation and document zoning, classification, document image quality analysis, metadata generation, and more.

The Cost Of Forest Preservation In The Brazilian Amazon: The “Arc Of Deforestation”, Felipe De Figueiredo Silva, Lilyan E. Fulginiti, Richard Perrin

We estimate the trade-off between agricultural production and forest preservation for the municipalities in Brazil’s agricultural frontier, the so-called “arc of deforestation,” using census and deforestation data for 2006. We use a nonparametric directional output distance function that allows us to identify the gradients of the production possibility frontier, which are the trade-offs of interest. We found that, on average, $979 is forgone in annual livestock, timber, and grain revenues to conserve 1 hectare of forest. This translates, ceteris paribus, to an average present value of costs to permanently sequester CO2 of $16.36/t, higher than most previous estimates.

Over the past three years, we have monitored the global organization of social media manipulation by governments and political parties. Our 2019 report analyses the trends of computational propaganda and the evolving tools, capacities, strategies, and resources.

1. Evidence of organized social media manipulation campaigns which have taken place in 70 countries, up from 48 countries in 2018 and 28 countries in 2017. In each country, there is at least one political party or government agency using social media to shape public attitudes domestically.

Pawnee Dam is one of the ten Salt Creek Dams designed and built in the 1960s to mitigate flooding in Lincoln, Nebraska. This short paper illustrates the update of the Pawnee Dam inflow design flood (IDF) through calibration to recent high flow events and the development of its stage-frequency or hydrologic loading curve with the U.S. Army Corps of Engineers’ Risk Management Center Reservoir Frequency Analysis (RMC-RFA) model. The IDF update follows Engineering Regulation 1110-8-2, Inflow Design Flood for Dams and Reservoirs, including unit hydrograph peaking and two antecedent pool elevations.
