Universal education of all children in literacy has been a recent development, not occurring in many countries until after 1850 CE. Even today, in some parts of the world, literacy rates are below 60 per cent (for example, in Afghanistan, Pakistan, Bangladesh). Schools, colleges and universities have not been the only methods of formal education and training. Many professions have additional training requirements, and in Europe, from the Middle Ages until recent times, the skills of a trade were not generally learnt in a classroom, but rather by serving an apprenticeship. A Disarmingly Simple Idea? Practical Bottlenecks In Implementing A Universal Basic Income, Jurgen De Wispelaere, Lindsay Stirton

This article considers the implementation of a universal basic income, a neglected area in basic income research. We identify and examine three important practical bottlenecks that may prevent a basic income scheme from attaining the universal reach desired and proclaimed by its advocates: i) maintaining a population-wide cadaster of eligible claimants ensuring full takeup; ii) instituting robust modalities of payment that reach all intended beneficiaries; and iii) designing an effective oversight mechanism in a policy context that actively opposes client monitoring. We argue that the implementation of universal basic income faces unique challenges that its proponents must consider carefully.

Since 1982, each Alaskan has received an equal share of the returns to the Alaska Permanent Fund (APF), a publicly owned investment portfolio funded by the state’s oil revenue. These returns come in the form of a Permanent Fund Dividend (PFD) allocating an annual grant of roughly $1,200 to each man, woman, and child who meets the residency requirement. In this chapter we assess the pros and cons of the Alaska model from the perspective of contemporary republicanism, an approach in political theory most famously associated with the work of Quentin Skinner and Philip Pettit. This paper argues for a reconceptualization of Arendt's concept of action based on her account of and experience with totalitarianism. Using Origins of Totalitarianism as a guide to what Arendt sees as the breakdown of a functioning society, it reconstructs her conception of politics found inThe Human Condition and On Revolution to show that what Arendt aims for is a form of government that can prevent the spread of totalitarianism and its characteristics. Contemporary political theorists and philosophers of epistemology and religion have often drawn attention to the problem of reasonable disagreement. The idea that deliberators may reasonably persist in a disagreement even under ideal deliberative conditions and even over the long term poses a challenge to the common assumption that rationality should lead to consensus. This essay proposes a previously unrecognized source of reasonable disagreement, based on the notion that an individual's beliefs are rationally related to one another in a fabric of sentences or web of beliefs. Why is it that philosophy seems unable to obtain the kinds of agreement regularly achieved by mathematics and the natural sciences? The experimental philosophy movement emphasizes conflicting intuitions as a potential source of philosophical disagreement. This essay draws attention to another, complementary source: the logical imperfection of natural languages. Unlike logic as it is formalized in symbolic notation, the rules governing the correct use of terms in a natural language can be indeterminate, underdetermined, and inconsistent. Academically engaged African American college athletes are most susceptible to stereotype threat in the classroom when the context links their unique status as both scholar and athlete. After completing a measure of academic engagement, African American and White college athletes completed a test of verbal reasoning. To vary stereotype threat, they first indicated their status as a scholar-athlete, an athlete, or as a research participant on the cover page. Compared to the other groups, academically engaged African American college athletes performed poorly on the difficult test items when primed for their athletic identity, but they performed worse on both the …

This paper aims to get clear on the normative implications of the idea that race is a “social construction,” not just for political practice in non-ideal societies where racial oppression remains, but in “ideal” (presumably non-racist) societies as well. That is, I pursue the question of whether race and/or racial identity would have any legitimate place in an ideally just society, or to state it another way, whether the concept of race can be extricated from the history of racial oppression from which it arose.
