Delaying the transition to marriage and parenthood among young people has been a policy and program priority for several years in India. Several national-level policies formulated since 2000 have advocated special program attention to delay age at marriage and age at first birth. Despite these commitments, substantial proportions of girls continue to marry in adolescence in India. As recently as in 2005–06, more than two-fifths of women aged 20–24 were married by 18 years nationally. Premarital partnerships among youth, including those that do not involve sexual relations, are widely discouraged in India. There is a widespread perception that youth do not find opportunities to mix and form romantic relationships and that premarital sex is negligible. These kinds of perceptions are often cited to argue against the provision of sex or family life education and sexual and reproductive health services to unmarried young people. This case study from Ethiopia is one of four looking at data for social and economic development in sub-Saharan Africa. The case studies identified activities to enhance data demand, utilization, and quality in each of the focus countries. They involved interviews with key stakeholders to solicit their views on country-level data needs, utilization, access, and demand. Recent emphasis on programs for poverty reduction and improved development have highlighted the need for data to identify the specific problem areas and assess the progress of new initiatives. Demographic data provide an essential evidence base for the planning and evaluation of develop-ment policies. Accessible data function as a public good, benefiting citizens and the political system as a whole. Even though development data are increasingly being collected in developing countries, it is not clear whether they are being used to their fullest potential by the people who need them most—government officials and other policymakers. Rural girls in Ethiopia face significant challenges on a host of issues including health, education, civic participation, and access to services. Beyond traditional female roles of wife and mother, the livelihood options open to girls and women are narrow. The goal of the Ethiopia “Brain Trust” project is to expand and improve programs for rural girls in Ethiopia. In 2003, UNICEF estimated that nearly 250,000 children were infected with HIV in South Africa. While scale-up of prevention of mother-to-child transmission (PMTCT) programs has improved testing and care for perinatally infected infants, uptake of these services remains low in much of sub-Saharan Africa and few HIV infected children are diagnosed and receive services through PMTCT programs. With support from USAID/PEPFAR, the Horizons Program adapted a family-centered model for children and families in need of broader-reaching HIV diagnostic services in South Africa. In Africa, fertility rates in the 1990s declined less rapidly than had been projected, and in a few cases the fertility transition appears to have stalled. This development has serious implications for future population growth because projected population size is sensitive to minor variations in current fertility trends. The 16 countries with three DHS surveys in sub-Saharan Africa can be divided into three subgroups: stalled transitions, insignificant declines, and significant declines. Half of the 16 countries experienced a stall, and an additional two experienced insignificant declines. The Population Council prepared a series of demographic and policy analyses that drew from …

The project focused on the views of policymakers, the data they use, the data they want but do not receive, and what they might use but do not request. Egypt has undergone a number of economic reform measures since the early 1990s, with the aim of liberalizing the economy and moving toward a market economy. As a result, among other measures, the Egyptian government has introduced a new labor law (No. 12) with the goal of increasing flexibility in the labor market. Law 12, which came into effect in July 2003, provides comprehensive guidelines for the recruitment, hiring, compensation, and termination of employees. L’étude sur le mariage précoce s’est déroulée dans cinq régions du Burkina Faso. Elle avait pour objectif général d’étudier les connaissances, les attitudes, les pratiques et les perceptions du mariage précoce ainsi que le vécu des adolescentes mariées ou non en vue d’orienter les actions du projet. L’analyse des résultats de l’étude montre que la situation des adolescentes n’est pas reluisante. L’ampleur du mariage précoce dans la zone d’étude montre bien que le problème est toujours d’actualité. Reproductive health (RH) services remain a low priority for most developing country health programs and face continuing reductions in donor funding and competition from other priorities, such as HIV and malaria. Thus, it is important to understand the costs of interventions and to compare them with existing or alternative service-delivery strategies. FRONTIERS studies provide important lessons about measuring costs and effectiveness of public and nongovernmental programs, planning for costing during scale-up, and improving understanding of issues influencing financial sustainability.
