Toward A Code Of Ethics For Cataloging, Sheila A. Bair

Cataloging is the foundation of librarianship, and catalogers are professionals with special skills that set them apart from the profession in general and give them unique ethical responsibilities. They have power to help or harm on an increasingly global scale, yet very little has been written about the ethical issues faced by catalogers. This paper explores the ethics of cataloging, including encoding, subject analysis, authority control, and copy-cataloging, and examines descriptive and normative aspects in view of James Moor’s just-consequentialist theory and J.J. Britz’s ideas on ethical issues relating to intellectual freedom. A code of ethics for cataloging is offered.

Many librarians question the usefulness of the traditional cataloging of difficult historic sets in a time when more and more information moves either to the Internet or is digitized outright. One of the most challenging sets to catalog is the United States Congressional Serial Set, a 14,000+ (and growing) mega serial comprised of five monographic sub-series. The Congressional Serial Set is an anomaly since it is both monographic and serial in nature. Thermal-transfer printing, a technology borrowed from the manufacturing sector, offers libraries a flexible method for printing durable, accurate, legible, and attractive labels that reliably adhere to most book surfaces. When guided by an electronic program customized to meet a library’s particular needs, a thermal-transfer printing system offers virtually limitless variations in font, format, and functionality. It can print labels directly from the online catalog, thereby guaranteeing that call numbers on labels match what patrons see in the catalog. The design of library catalogs and the maintenance of their contents equals catalog governance, that is, professional responsibility for the catalog. The design of library catalogs and their contents are an example of the standards that are the hallmark of modern librarianship. This paper discusses the career of Henry Evelyn Bliss, founder of the Bibliographic Classification, which is currently being revised. Dissatisfied with the current classification systems, Bliss devised his own, which was based on a main class order that provided for collocation of related classes. Although not currently used in the United States, the Bibliographic Classification continues to be utilized by approximately 50 libraries in the United Kingdom. Until recently it could have been argued with much justification that the cataloging of medieval and Renaissance manuscripts in the United States began and ended with Seymour De Ricci's Census of Medieval and Renaissance Manuscripts in the United States and Canada (New York: H. W. Wilson, 1935-40) and Supplement (New York: Bibliographical Society of America, 1962). Of course, many excellent catalogs were produced before the Census and have been produced since (although most are of a specialized nature), yet the Census and its Supplement must be regarded as the one great landmark in cataloging in this country.
