The Enclosure And Alienation Of Academic Publishing: Lessons For The Professoriate, Wilhelm Peekhaus
The Enclosure And Alienation Of Academic Publishing: Lessons For The Professoriate, Wilhelm Peekhaus
Wilhelm Peekhaus
This paper interrogates and situates theoretically from a Marxist perspective various aspects and tensions that inhere in the contemporary academic publishing environment. The focus of the article is on journal publishing. The paper examines both the expanding capitalist control of the academic publishing industry and some of the efforts being made by those seeking to resist and subvert the capitalist model of academic publishing. The paper employs the concepts of primitive accumulation and alienation as a theoretical register for apprehending contemporary erosions of the knowledge commons through the enclosure effects that follow in the wake of capitalist control of academic …

USF St. Petersburg campus Faculty Publications
Libraries in North America have been leading the way in the establishment of digital archives, often called institutional repositories, for their universities or the institutions they serve. Many such repositories have had difficulty getting buy-in from faculty and others within their institutions because they have focused on one type of content only: peer-reviewed faculty content. At the University of South Florida St. Petersburg (USFSP), a model of inclusion of all members of the campus community and all types of content, coupled with a high level of service from a small group of librarians, led to quick and early adoption of …

Paper Tigers: Rethinking The Relationship Between Copyright And Scholarly Publishing, Alissa Centivany
FIMS Publications
Discontent is growing in academia over the practices of the proprietary scholarly publishing industry. Scholars and universities criticize the expensive subscription fees, restrictive access policies, and copyright assignment requirements of many journals. These practices seem fundamentally unfair given that the industries’ two main inputs - articles and peer-review - are provided to it free of charge. Furthermore, while many publishers continue to enjoy substantial profit margins, many elite university libraries have been forced to triage their collections, choosing between purchasing monographs or subscribing to journals, or in some cases, doing away with “non-essential” materials altogether. The situation is even more …
Can Open Access Save Us?, Mark Y. Herring
Can Open Access Save Us?, Mark Y. Herring

Just about every time I open a journal or read a blog online, I see something about e-books saving newspapers and magazines. Both magazines and newspapers–and really all scholalry communication–are going the way of all flesh, we’re told, but e-book reading may provide a stay of execution, however short that may be. It got me to thinking if there might be something else that would provide a similarDies Irae proroguement for scholarly communication in general. That’s when it occurred to me it could well be open access (OA), or at least as I envision it here.

Scholarly Papers and Articles
To examine the open access availability of Library and Information Science (LIS) research, a study was conducted using Google Scholar to search for articles from 20 top LIS journals. The study examined whether Google Scholar was able to find any links to full text, if open access versions of the articles were available and where these articles were being hosted. The results showed the archiving of articles is not a regular practice in the field, articles are not being deposited in institutional or subject repositories at a high rate and the overall the percentage of available open access articles in …

Towards Voluntary Interoperable Open Access Licenses For The Global Earth Observation System Of Systems (Geoss), Harlan J. Onsrud, Bastian Van Loenen
Spatial Information Science and Engineering Faculty Scholarship
Access to earth observation data has become critically important for the wellbeing of society. A major impediment to achieving widespread sharing of earth observation data is lack of an operational web-wide system that is transparent and consistent in allowing users to legally access and use the earth observations of others without seeking permission from data contributors or investigating terms of usage on a case-by-case basis. This article explores approaches to supplying a license-based system to overcome this impediment in the context of the Global Earth Observation System of Systems. It discusses the benefits and drawbacks of the explored approaches and …

Collaborative Librarianship
While the open access movement is a global movement, University of Northern Colorado librarians acted locally and collaboratively to make changes to their scholarly communication system. Authors of this article describe how global advocacy affected their local, institutional open access activities that resulted in a library faculty open access resolution at University of Northern Colorado Libraries. This article is based on the “Advocating for Open Access on Your Campus” presentation at the Colorado Academic Library Consortium Summit on May 21, 2010.
Legal Interoperability In Support Of Spatially Enabling Society, Harlan J. Onsrud
Legal Interoperability In Support Of Spatially Enabling Society, Harlan J. Onsrud
Harlan J Onsrud
Spatial data is critically important for the wellbeing of society. Yet appropriate spatial data is often very difficult to find and, when found, the legal ability to use it is often in question. Lack of an operational web-wide capability allowing users to legally access and use the geospatial data of others without seeking permission on a case-by-case basis remains as an entrenched major impediment to general spatial enablement for all sectors in society. This chapter presents a legal inter-operability vision for offering, acquiring, and using spatial data and proposes an operational environment for gaining much greater legal clarity and efficiency …

Library Staff Publications and Research
Academic libraries of all sizes can and must strategically position themselves to be a campus publisher. A means of doing this is to implement an IR, providing institutions an opportunity to showcase senior theses, and student and faculty peer-reviewed journals. Presentation includes representatives from a small college, a consortium of small colleges, and a university with a university press.

Open access, or the idea anyway, came to life nearly a decade and a half ago. Now almost fifteen years later, we’re still talking about it, still paying exorbitant amounts for periodicals, or their still relatively new counterparts, electronic aggregate databases. Experts tell me that fifteen years is not enough time for a good idea to catch on. I guess that’s the way it is with Murphy’s Law: bad ideas catch on instantly while good ideas come and go, most never seeing the light of day.

Advocacy Begins At Home: Methods Of Promoting Faculty Awareness Of Open Access Publishing At The Brooklyn Campus Of Long Island University, Edward P. Keane
Publications and Research
This paper reports on efforts of the Periodicals Librarian at Long Island University’s Brooklyn Campus, a mid-sized urban institution, to measure the awareness of open access (OA) publishing among faculty and document methods that proved effective in raising awareness of the advent of, and debate over, OA publishing. The author reports his survey findings; interprets their implications; reports on the means available at LIU to promote OA and those that proved worthwhile; notes the departmental and committee relationships integral to the process; proposes ideas for future initiatives at LIU/Brooklyn. The findings in the paper will add to the body of …
Digital Dilemmas: The Transformation Of Scholarly Discourse In The Humanities, Anna H. Perrault
Digital Dilemmas: The Transformation Of Scholarly Discourse In The Humanities, Anna H. Perrault
Anna H. Perrault
The last two decades of the 20th century brought rapid and cataclysmic change to the industrialized world with the introduction and then invasion of computer technology into every aspect of life. Dissemination of scholarly research in many disciplines had migrated from journals and books produced by scholarly societies and university presses to the for-profit sector. As the corporate publishers began reaping profits from the scholarly enterprise, electronic publication and “taking back” the publication of research were solutions proposed to make the dissemination of research affordable for academe. The research library and scholarly publishing communities are collaborating in the establishment of …

Himmelfarb Library Faculty Posters and Presentations
Himmelfarb Health Sciences Library librarians initiated an effort to increase awareness of alternative publishing venues which exist outside the commercial arena; to encourage faculty to investigate electronic publishing alternatives; and to provide a connection to open access initiatives. George Washington University now participates in four open access initiatives and interest is growing among GWU faculty.
