Self-Policing: Dissemination And Adoption Of Police Eyewitness Policies In Virginia, Brandon L. Garrett

Professional policing organizations emphasize the importance of the adoption of sound police policies and procedures, but traditionally doing so has been left to individual agencies. State and local government typically does not closely regulate police, and neither federal constitutional rulings nor state law typically sets out in any detail the practices that police should follow. Thus, law enforcement agencies must themselves draft and disseminate policy. This paper presents the results of studies used to assess the adoption of eyewitness identification policies by law enforcement agencies in Virginia. In 1967, the President's Commission on Law Enforcement and Administration of Justice recommended team policing, which involves the decentralization of patrol officers and investigators to the same, defined geographical area, as a way to more effectively organize police officers and improve crime control. Despite initial enthusiasm from police officers and administrators, team policing quickly faded from use during the 1970s because its design was incompatible with the centralized model of policing prevalent at that time. Police departments strive to hire good officers. However, there is difficulty in defining what constitutes a good police officer. The literature is rife in defining what constitutes a good police officer and characteristics indicative of a good officer. Past research suggests that characteristics of a good police officer may be more than the characteristic itself and that officers' may form their perception of what characteristics good officers harbor based on socialization, the police subculture, and the official police organization.

The topic of police management and its effect on officer arrest rates is an important issue that has not received the level of attention it deserves. There is an abundance of available training and a push for better trained police executives. In the present study the relationship between police administrative factors and officer arrest rates are addressed using data from a national probability sample of police departments.
