In some states, rapidly growing college age cohorts will require academic institutions to hire large numbers of new faculty in the years ahead to fill positions created to meet the expanding demand for enrollments. [Excerpt] In July 1995, the first author of this paper was appointed vice president of academic programs, planning and budgeting at Cornell and, at his initiative, a joint faculty-administrative committee was subsequently established, with him as chair, to look into how the university should respond to the elimination of mandatory retirement. In this chapter, we discuss the environment in which the university found itself when the committee was established, the recommendations of the committee, faculty reactions to the recommendations, and the actions that the university ultimately decided to pursue.

[Excerpt] In public higher education, tuition increases in recent decades have barely offset a long-run decline in state appropriations per full-time equivalent student. State appropriations per full-time equivalent student at public higher educational institutions averaged $6,454 in fiscal year 2010; at its peak in fiscal year 1987, the comparable number (in constant dollars) was $7,993 (State Higher Education Executive Officers 2011, figure 3), translating into a decline of 19 percent over the period. [Excerpt] To say that part-time workers are less costly than full-time workers, however, is not an explanation for the trend in the use of part-time employees that has occurred. Rather, one must show that the relative cost advantage of part-time workers has increased over time and that variations in the relative cost advantage are associated with variations in the usage of part-time employment. Both are financed by a payroll tax that is imperfectly experience rated. Both provide insurance against an adverse consequence (work injury or unemployment) that leads to time away from work; the incidence and duration of these events are at least partially determined by both employer and employee behavior. [Excerpt] This chapter presents analyses of the compensation and mobility of school superintendents in New York State during the 1978-79 to 1982-83 period. The focus is on school superintendents because they are the chief operating officers of school districts, their salaries are determined through individual "negotiations" with school boards, and their salary data were made available to us. In contrast, school principals' salary data were not available to us. Especially in large districts, principals tend to be members of a union and their salary increases negotiated collectively, which limits the likelihood of observing individual principals' salaries being related to measures …

This paper provides a critical survey of the literature dealing with public sector labor markets. It discusses the research by economists on wage determination in the state and local sector (including the effects of. unions), on the estimation of compensating wage differentials for pecuniary and nonpecuniary job characteristics, on the effects of unions on productivity, on the estimation of public sector demand and for labor functions, on dispute resolution, on public/private pay differentials, and on gender and race discrimination in the public sector. Numerous suggestions for future research are offered.

[Excerpt] To help focus subsequent debate, this paper presents a nontechnical survey of the small but growing empirical literature by economists on the consequences of comparable worth. I discuss in turn studies of the consequences of comparable worth on the male-female earnings gap, of its potential to affect adversely the employment of women, of its effects on the labor supply and occupational mobility of women, and of its effects on women and their families as a group. The survey is critical in nature and points to areas in which research is needed.

Our paper estimates the extent to which employees are compensated for an unfavorable job characteristic, being required to accept mandatory assignment of overtime, by receiving higher straight—time wages. Our estimating equations are derived from a model in which wage rates and the existence of mandatory assignment of overtime are jointly determined in the market by the interaction of employee and employer preferences. While on average, we do not observe the existence of a compensating wage differential for mandatory overtime, we do observe the existence of such differentials for unionized workers and workers with only a few years experience at a …

In 1965 Congress established the Social Security Student Benefit Program which provided benefits for children of deceased, disabled or retired workers, who were enrolled in college full—time and were not married, up until the semester they turned age 22. The program grew to be a major financial aid program; at its peak in FY 81 it represented about 20% of all federal outlays on student assistance for higher education. The program was terminated for students newly entering college as of May 1, 1982. We first sketch an analytical framework that can be used to estimate these effects, focusing for expository purposes on municipal public libraries. We initially focus on libraries because considerable effort has been devoted to conceptualizing productivity measures for them and because of the availability of data to implement the framework. [Excerpt] While it is obvious that the costs of term life insurance vary directly with age, it is less obvious how employers' contributions to pension funds, which comprise a major share of nonwage compensation, vary. As such, we focus in this paper on the most common variant of pension plans and demonstrate how an employer's cost of fully funding a plan varies with the age and service characteristics of his work force.
