Community Norms And Organizational Practices: The Legitimization Of Wage Arrears In Russia, 1992-1999, John S. Earle, Andrew Spicer, Klara Sabirianova Peter

What role do community norms play in the diffusion and persistence of new organizational practices? We explore this question through an examination of the widespread practice of wage arrears, the late and non-payment of wages, in Russia during the 1990s. Existing research on wage arrears most often examines this practice as a means of flexible wage adjustment under difficult economic conditions. We develop an alternative theory that explains wage arrears through their acceptance as a legitimate form of organizational behavior within local communities. Our empirical analysis finds some support for the neoclassical position that wage arrears reflect adjustment to negative …

A Meta-Analysis Of Government-Sponsored Training Programs, David H. Greenberg, Charles Michalopoulos, Philip K. Robins

This study uses meta-analysis to synthesize findings from 31 evaluations of 15 voluntary government-funded training programs for the disadvantaged that operated between 1964 and 1998. On average, the earnings effects of the evaluated programs seem to have been largest for women, quite modest for men, and negligible for youths. For men and women, the earnings effects of training appear to have persisted for at least several years after the training was complete. Classroom skills training was apparently effective in increasing earnings, but basic education was not. There is no evidence that more expensive training programs performed better than less expensive …

Over the last three decades, the transition from full-time education to full-time work has been characterised as problematic for a significant proportion of young adults. It is often argued that a high proportion of young people continually move between unemployment, part-time work, low status full-time work and withdrawal from the labour force. Young people are viewed as ‘significant losers’ from changes in the labour force that have occurred over recent decades (Spierings, 1999).

Targeting reemployment bonus offers to unemployment insurance (UI) claimants identified as most likely to exhaust benefits is estimated to reduce benefit payments. We show that targeting bonus offers with profiling models similar to those in state Worker Profiling and Reemployment Services systems can improve cost effectiveness. Since estimated average benefit payments do not steadily decline as the eligibility screen is gradually tightened, we find that narrow targeting is not optimal. The best candidate is a low bonus amount with a long qualification period, targeted to the half of profiled claimants most likely to exhaust their UI benefit entitlement.

Social Security provides retirement income to eligible elderly individuals who reach age 62 and apply for benefits. Beyond this age, some recipients continue to work on a full- or part-time basis. The Social Security Administration reduces the annual level of benefits for those recipients who have earnings above a specified amount known as the earnings test threshold. Effective in 1990, the earnings test penalty for a person aged 65 to 69 was reduced from 50 cents to 33 cents for every dollar earned in excess of the annually adjusted threshold. In this paper I look at unions' future using a historical perspective and focusing on the period of union ascendancy as well as the past few decades when unions have been in decline. We know trends currently in place are unfavorable to unions. What conditions would be favorable? The rise of unions from the 1930s through the early 1950s was due to the convergence of a number of events - an economic policy that attempted to restrict competition beginning in the 1930s, the twin beliefs that labor markets were inherently noncompetitive and/or that individual workplaces were exploitative, and low union …

This paper explores both observable and unobservable variables that would affect employed workers’ decisions on job change. A survey was conducted through one-to-one interviews, and the sample consists of 965 full-time employed workers. The logistic regression models are employed to analyze the two binary measures of job-to-job mobility: i) whether an individual is considering a job change, and ii) whether an individual is actively looking for another job. We find that age, job satisfaction, satisfaction with working environment or job security, and firm size are among the major factors determining workers’ job-to-job mobility. We show how catch-up growth can result when immigrant ties of talented people to their home countries facilitate technology diffusion from world technological leaders to developing countries. The aspect of immigrant link we focus on is knowledge spillover through various programs of international exchange to draw upon the expertise of the individuals who have migrated—a type of externality effect on the home country. In our model, we distinguish between public technology and private technology, both of which differ across countries. There are currently many upbeat analyses of the best and highest paying “hot new jobs” available to women workers in the first decade of the 21st century. Presumably, these career choices will offer such desirable things as good wages, decent benefits, creative and interesting work, and opportunities for advancement. However, while many individual women may benefit from such career advice, the sad fact is that the largest occupations available to women workers in Maine will continue to be pathways primarily to low wages, disappearing benefits, and dismal economic security. Union membership in the United States has been in a state of decline over the last two decades and international trade has been cited as one of the reasons. As such, U.S. labor unions perceived the 1994 implementation of the North American Free Trade Agreement (NAFTA) as an assault on organized labor. This perspective is based on the belief U.S. capital and jobs would move jobs south in an effort to take advantage of Mexico's low-wage differentials. The Worker Profiling and Reemployment Services (WPRS) system was established nationwide following the 1993 enactment of Public Law 103-152. The law requires state employment security agencies to profile new claimants for regular unemployment insurance (UI) benefits to identify those most likely to exhaust their regular benefits, and refer them to reemployment services to promote a faster transition to new employment. In November 1994, the Michigan Employment Security Commission (MESC) began profiling new UI claimants with technical assistance from the W. E. Profit-maximizing bidding in uniform price auction markets involves bidding above marginal cost. It therefore is not surprising that such behavior is observed in electricity markets. Common bidding behavior such as “hockey stick” bids easily are explained by suppliers determining their supply offers to maximize profits. This incentive to bid above marginal cost is not the result of coordinated action among the bidders. Rather, each bidder is independently selecting its bid to maximize profits based on its estimate of the residual demand curve it faces. Profit-maximizing bidding does not mean that “the sky’s the limit.” Typically, bidders are limited in how …

In 1991-92, the Research and Training Center on Rural Rehabilitation (RTC: Rural) evaluated 45 state Vocational Rehabilitation (VR) agencies’ policies and procedures regarding self-employment for people with disabilities. Based on this analysis, researchers developed and broadly disseminated a model VR self-employment policy (Arnold & Seekins, 1994) and were successful in their efforts to have self-employment included as an employment outcome in the 1998 Reauthorization of the Rehabilitation Act. In 2002, RTC: Rural investigated state policies again to see how they had changed and what trends had developed over the intervening decade. In our general equilibrium model, the variety of specialized service links affects international production fragmentation in manufacturing. Decreases in cost of education or fixed cost of service links raise the relative supply of skilled workers, increase service specialization, and decrease the price of aggregate services. Consequently, the market for service- and skill-intensive component manufacturing enlarges, raising relative demand for skilled workers. Empirically, endogenous change in international outsourcing rather than skill-biased technological progress is the main reason for a modest decline in wage gap despite the rapid rise in relative supply of skilled workers in Singapore from 1978 to 2000.
