This dissertation studies the market for higher education and impacts of higher education policy on the market. In the first chapter, I estimate the short-run elasticity of supply of higher education using the rollout of state merit grant programs as plausibly exogenous variation in student demand for in-state higher education. I find that public and private not-for-profit four-year institutions have elastic supply responses to these programs. Public institutions have an estimated elasticity of 2.1 and private institutions have an estimated elasticity of 1.34. This dissertation consists of three essays understanding how the Child Tax Credit (CTC) affects maternal labor supply, maternal health, and children’s outcomes. The CTC was implemented in 1998 tax year and has been expanded multiple times throughout the past 20 years. Chapter 1 examines the effect of the CTC on the labor supply of single and married mothers using the numerous policy reforms in the credit generosity and eligibility criteria since its inception in 1997. The first two papers examine the impacts of the country’s Critical Illness Insurance program on health-related outcomes. The third paper studies the effects of maternal education on children’s early childhood health outcomes and cognitive skills.

The first chapter evaluates the impact of a recent social health insurance benefits expansion program on middle-aged and elderly individuals. This article examines the debate concerning the employment implications of the so-called ‘Fourth Industrial Revolution’ (FIR) or the increasing presence of artificial intelligence and robotics in workplaces. I analyze three ‘genres’ associated with this debate (academic studies including neo-classical and heterodox/post-human approaches, the ‘gray literature’, and popular media) and I argue that together they represent ‘futurological fodder’ or discourses and knowledges that ‘perform’ the FIR and its purported consequences. I contend further that these genres involve a complex mix of ethics and politics, and I conclude with a reflection on the political implications of the FIR debate.

My dissertation consists of three essays that study the economic consequences of China’s high-speed rail (HSR) expansion.

In the first essay, I use the college admission cutoff scores to reveal students’ college preferences under the enrollment quota. By exploiting the quasi-experimental variation in whether or not college cities are connected by the HSR network, I document a two-point increase in the cutoff scores following a HSR station opening in the college city using difference-in-difference (DD) approach. Colleges in the megacities experience a larger increase in cutoff scores after the station opening. These findings suggest that the HSR network stimulates “brain …

The South Asian country of Sri Lanka has a rapidly aging population, but little attention has been paid to individuals and families' financial preparedness for retirement. This study aims to overview the current system of retirement preparedness in Sri Lanka, and to examine financial and pension literacy's role on the retirement preparedness. Specifically, this study evaluated three domains of retirement preparedness: planning for retirement and perceived retirement income adequacy (subjective measures, n = 142), and wealth accumulation (objective measure, n = 115). Occupational choice at the margin depends on both the incentives for entry and barriers to entry. The primary entry barrier determined by regulation is an occupational license. These are government laws determining the minimum qualifications to enter an occupation including education, testing, fees, and background checks. These regulations are currently enforced on 25% of the US labor market. The laws are crafted to protect consumers from unsafe goods and services but also have important consequences in labor market outcomes. While the long run productivity of federal highway infrastructure spending has been well researched, their short run effects and effects on income inequality. This dissertation explores those under-researched unconventional effects.

In the first chapter, I investigate the effects of federal infrastructure grants on income inequality. I find that grants reduce inequality in both recipient and neighboring states. The reduction is driven by greater income among the bottom three income quintiles. I explore two mechanisms using person level data and find that the reduction in inequality is attributable to higher income for low-skilled workers and workers working in low-skilled industries.

It has been common practice in the economics literature to utilize data on observed outcomes and negate what individuals believe or expect will happen in the future. Using responses to a unique set of questions in the 1997 National Longitudinal Survey of Youth (NLSY97) I show that the literature could benefit in several ways by incorporating such data. The decline in private sector wages in the aftermath of the Great Recession reopened a longstanding debate about whether public sector employees make more than private sector employees. However, much of this debate has only focused on the difference in wages over the past few years. This paper uses the Current Population Survey from 1995-2013 to examine how the federal-private wage differential has evolved over time. Wage regressions are estimated by year for federal and private sector workers. I then use these estimates to calculate the federal-private wage differential. This dissertation adds to the literature that examines the effect of competition and school choice reform in elementary and secondary education. Specifically, we explore how three major forms of competition in U.S. schooling markets in Tiebout competition, charter competition, and private school competition affect the teaching profession by estimating a teacher wage equation and series of teacher characteristic equations. Evaluating Accountable Care Organizations is difficult because there is a great deal of heterogeneity in terms of their reimbursement incentives and other programmatic features. We examine how variation in reimbursement incentives and administration among two Medicaid managed care plans impacts utilization and spending. We use a quasi-experimental approach exploiting the timing and county-specific implementation of Medicaid managed care mandates in two contiguous regions of Kentucky. We find large differences in the relative success of each plan in reducing utilization and spending that are likely driven by important differences in plan design.
