The Unemployment Compensation Amendments of 1993, Public Law 103-152, require each state employment security agency to implement a Worker Profiling and Reemployment Services (WPRS) system. WPRS systems are intended to identify unemployment insurance beneficiaries who are most likely to exhaust their regular benefits, and refer them quickly to reemployment services to speed the transition to new employment. This brief paper was prepared for a national colloquium on WPRS held June 11-14, 1996 in Atlanta. The paper summarizes work done by the W.E. This paper presents a systematic, baseline picture of workplace education programs in small and medium-sized businesses (less than 500 employees) in Michigan. Specifically, it addresses why some firms are offering and other firms are not offering workplace education programs, what are the characteristics of the programs being provided, and what are the impacts of these programs on firms and employees. The paper draws upon two data sources. Case studies of 28 Michigan businesses were undertaken between May 1991 and July 1992 and a combination mail/telephone survey of small businesses in Michigan was conducted in early 1992. Employer Resource Networks (ERNs) are self-funded private sector partnerships intended to facilitate the retention and productivity of employees. The partnerships employ or subcontract for a social service agency case manager who will help employees manage day-to-day emergency situations by referring them to appropriate agencies, by providing small amounts of emergency funding, by helping them traverse the public assistance system, or by other means. In some cases, ERNs provide general training. In this project, Upjohn Institute staff members interviewed employers who are participating in an ERN and developed and disseminated a Policy Brief intended mainly to inform other employers about the …

This 3-year collaborative research project was designed to provide empirical evidence to substantiate the impact of various employer policies and practices on the prevention and management of workplace disability. It studied a random sample of 220 Michigan establishments with more than 100 employees from seven different industries who responded to a mail survey in the first half of 1991. The study correlates differences in employer-reported levels of achievement on policy and practice dimensions with performance on disability outcome measures, while controlling for a set of establishment characteristics in a multivariate regression analysis.
