This panel will discuss the role of lawyers — particularly government lawyers — in addressing questions of legal policy. We will discuss fundamental questions such as: Should lawyers decide legal policy? Or, is that best left to the policymakers? Should lawyers give advice as to legal policy, or should they stick to providing answers as to what the law is? How should lawyers respond to what a policymaker thinks is the legal question, but is really a question of legal policy? Public policy has been a prisoner of the word ‘state’”. The state is re-configured by globalization. Through ‘global public-private partnerships’ and ‘transnational executive networks’ new forms of authority are emerging through global and regional policy processes that co-exist alongside nation-state policy processes. Accordingly, this paper asks what is ‘global public policy’? The first part of the paper identifies new public spaces where global policies occur. These spaces are multiple in character and variety and will be collectively referred to as the ‘global agora’. Thomas Hobbes has been hailed as a major intellectual precursor of realist theory among international relations scholars. Such veneration has brought about ample reactions from various scholars who aver that the use of Hobbes and his vision of anarchy as analogies for building greater theories of international relations is problematic at best. Yet while such critiques of the realist analogy have been abundant, they have devoted scant attention to important passages in the Leviathan (i.e., the tale of the fool in Chapter 15) that would produce greater clarity about Hobbes’ logic regarding the state of nature. The Arctic debate touches on a number of important international issues: national security, energy exploration and policy, environmental concerns, and maritime commerce are but a few. The North Pole, the Arctic more generally, is becoming increasingly important to a number of international actors as climate change causes ice to melt and the Arctic's waters become increasingly navigable. On The Cypriot States Of Exception, Costas M. Constantinou

This article explores the politics of exceptionality in Cyprus. It focuses
on the postcolonial constriction of Cypriot statehood—the framing of
the sovereign itself as an exception—and how the emerging discourse
of exceptionality unfolded a spiral of states of exception on the ground.
Looking in and across a variety of Cypriot sites and regimes (north,
south, sovereign base areas and buffer zone) the article examines what
claims of exceptionality legitimate in political and everyday life as well
as their ironic and paradoxical effects. Finally, it looks at how the
Cyprus case informs debates on current theorizations of exceptionalism.

This article analyses the interface between political globalization, citizenship and security threats in Africa. Political globalization is assumed to be capable of engendering inclusive citizenship; in the same way, citizenship is considered to be central to the national question in Africa. It is around citizenship that most issues of human rights revolve, both at individual and group levels. The article argues that political globalization in Africa tends to limit the meaning, essence and substance of citizenship, even if the latter is defined from a minimalist perspective of duties-rights relationships. This article explores the dynamics of regional economic integration in the Americas. Economic globalisation, or an increased volume of trade and investment and increased mobility of capital, presents developing countries with new opportunities and challenges. In particular, the emergence of south-east Asia as a major site for the production and export of manufactured goods has generated intense competition among developing countries for foreign investment and export-market shares. The Soft Power And Persuasion Of Translations In The War On Terror: Words And Wisdom In The Transformation Of Legal Systems, Donald J. Kochan

The power of words is the power of persuasion. The exportation of the foundational legal principles that helped form the American republic can serve as instrumental "soft power" tools in the war on terror. Efforts promoting projects like the Arabic Book Program are important vehicles to cross-cultural and cross-lingual international relations. This Article argues that an arsenal of words can be as, or more, powerful than an arsenal of artillery. The West has much to offer, but the rest of the world needs to be able to read it without getting lost in translation. Providing linguistic access to the documents …
