In the evolving Canadian landscape, permanent residency acquisition has undergone a transformative shift from land sales to educational credential procurement. Canadian higher education markets post-secondary qualifications to international students (IS) seeking migration routes, posing nuanced challenges. IS, despite holding higher education credentials, often find themselves relegated to non-field specific jobs due to existing disparities in the Canadian job market. To teach composition in this era means to engage students with technology; it is all but an unspoken requirement at the majority of universities. This dissertation theorizes, however, that the imbricated use of technology in first-year writing (FYW) classrooms places rural students at an inherent disadvantage, with issues of inadequate technological proficiency and inconsistent access causing a substantial learning disparity between this student population and their urban peers. Art exhibitions, with a focus on water safety and drowning prevention, are rarely seen as a medium to address social justice and public health, or water safety awareness and drowning prevention efforts in communities. Globally, data have shown drowning is considered a “neglected public health threat” (World Health Organization, 2021, CDC, 2023). This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data. The results of the analysis suggest that there is no “one-size-fits-all” approach when it comes to measuring accessibility and equity. …

Public parks provide cities with environmental benefits, positive health effects, recreational opportunities, community building, educational spaces, and public amenities. However, certain populations have been systematically denied their fair share of these benefits because of unjust practices in the creation and maintenance of urban parks. With a lens of environmental justice, the goal of this research was to assess park quality and accessibility of two Connecticut cities, Hartford and New Haven, by gathering publicly available information as well as using GIS tools.

LatCrit theory is a relatively recent genre of critical “outsider jurisprudence” – a category of contemporary scholarship including critical legal studies, feminist legal theory, critical race theory, critical race feminism, Asian American legal scholarship and queer theory. This paper overviews LatCrit’s foundational propositions, key contributions, and ongoing efforts to cultivate new generations of ethical advocates who can systemically analyze the sociolegal conditions that engender injustice and intervene strategically to help create enduring sociolegal, and cultural, change. Environmental Science and Management Faculty Publications and Presentations

The purpose of this report is to provide evidence for the need to further intentionally incorporate equity into Oregon’s 100 Year Water Vision. Four case studies contextualize this need and highlight the variety of water issues throughout the state, supported by linguistic analyses of local newspapers. As Oregon policy-makers are responsible for ensuring working water systems for all Oregonians, we also suggest implementable criteria for the evaluation of equity in water issues and decision-making. This student-led and interdisciplinary report comes from the Haeffner-Cowal Oregon Water Stories research lab at Portland State University.

Should legal rules be used to redistribute income? Or should income taxation be the exclusive means for reducing income inequality? This article reviews the legal scholarship on this question. First, it traces how the most widely cited argument in favor of using taxes exclusively--Kaplow & Shavell's (1994) double-distortion argument--evolved from previous debates about whether legal rules could even be redistributive and whether law and economics should be concerned exclusively with efficiency or with distribution as well. This single case study examined the perceptions of William L. “Bill” Phillis, the Executive Director of the Ohio Coalition for Equity and Adequacy of School Funding, concerning an unconstitutional funding model, subsequent sociopolitical barriers, and their impact on students and school districts from underprivileged socioeconomic background within the context of the DeRolph v. Gender discrimination is an ongoing topic, including discrimination that occurs in higher education. Previous studies have shown female faculty experience a variety of workplace discrimination including sexual harassment/bullying, salary disparities, and lack of worklife balance. This dissertation aimed to analyze equity issues for female faculty at a private university. The researcher utilized a narrative inquiry methodology, conducting interviews with five full-time female faculty. The purpose of this dissertation was to understand the participants’ everyday stories and lived experiences. New athletic stadiums have increasingly been constructed in low- and moderate- income areas with high minority populations, and results in the displacement of that community’s longstanding residents. Population ageing raises questions about the sustainability of the public pillars of the retirement income system and about inter-generational equity. In response to this, a number of countries have raised the normal retirement age in an attempt to reduce projected future expenditures on their state pension system. Based on the premises of "Equity Theory" (Adams, 1963), this study evaluated the Virginia Community College System compensation rates and compared the salaries of similarly ranked and similarly qualified male and female faculty members. A quantitative analysis was conducted of the reported salaries of all full-time instructional faculty members in the Virginia Community College System in the Fall of 2006. The specific areas examined included salary, rank, highest degree earned, and full- or parttime employment status. This article examines issues potentially raised under the Americans with Disabilities Act (ADA) by states' decisions whether and how to include disabled Medicaid recipients in the massive shift towards Medicaid managed care. Part II briefly examines the special issues that disabled Medicaid recipients pose with respect to managed care enrollment. These include issues of cost, quality, access, and program design and implementation.
