Equity In Transportation Planning: An Analysis Of The Boston Region Metropolitan Planning Organization, Marcos Luna

This article presents an analysis of representational equity within the Boston Region Metropolitan Planning Organization (MPO). MPOs are regional transportation organizations that exert significant influence over state transportation planning and the allocation of funding. The analysis shows that under almost any voting or membership configuration, population representation is correlated with racial and ethnic composition. This outcome is not just a function of the system of representation but also the geography of residential segregation. The results of this analysis highlight the problem of creating systems of equitable representation within the context of preexisting and persistent social inequalities.

Scientific planning for conserving water and while minimizing the financial resources requirement for its implementation could be done through application of advanced technological programs developed by the author. Three state-of-art geo-spatial programs - Multi-Algorithm Automation Program (MAAP), Water Analysis Program (WAP) and Check Dam Optimization Program (CDOP) - would be used. MAAP produces land use land cover (lulc) map primarily by undertaking Digital Image Processing (DIP) of satellite data in an automated fashion using Artificial Intelligence (AI). Wildfire is a growing threat to suburban and exurban communities, in part because fires have grown more severe and frequent as a result of land use and climatic influences and in part because more people are living in fire prone areas. The so-called Healthy Forest Restoration Act (HFRA), the federal government’s response to this crisis, is a deeply flawed statute that will likely exacerbate wildfire risks at the same time it makes real ecological restoration even harder.
