Forwarding research analyzing the Environmental Protection Agency’s (EPA) Environmental Justice Small Grant (EJSG) program. According to the EPA, Environmental Justice is built around “the meaningful involvement of all people… with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies (EPA, 2014)”. The former research of Abel and Stephan analyzed grants years 1996-2002 and Sarver’s 2003-2011 analysis. Their analysis confirmed EPA’s EJSG program capacities have been granting civic capacity the least, which contradicts the EPA’s mission to EJSG program. This article examines the transformation in Mexican politics from a neoliberal state to a one lead by a left wing populist leader and its impacts on environmental policy in the country. Specifically, looking at the election of AMLO in 2018 and prior neoliberal environmental policies (NAFTA and Pena Nieto's energy reform). This article looks at the motivations and outcomes of these policies to better understand environmental impact.
