The Sustainable Groundwater Management Act (SGMA), passed in 2014, is changing the way California manages its groundwater resources. SGMA calls for the creation of local Groundwater Sustainability Agencies (GSAs) and tasks them with developing and implementing Groundwater Sustainability Plans (GSPs) to achieve sustainable groundwater management. SGMA offers GSAs a broad palette of tools to choose from and significant flexibility to tailor their management activities to local conditions and needs. Because it allows GSAs to assign groundwater extraction allocations to pumpers and to authorize transfers of these allocations under certain circumstances, SGMA potentially opens the door for the development of local …

The Eastern Illinois University Political Science Review

The author uses the punctuated equilibrium model to assess the growth and continued path of the Great Lakes Restoration Initiative. The author illustrates not only how the model helps to understand the initiative, but how the variables pertaining to the initiative also provide a greater understanding of the model, and how to change it. The author concludes by addressing how the model could change to be more responsive.

Using The Issue-Attention Cycle To Analyze The Marine Protection, Research, And Sanctuaries Act, Matthew Cain

The Eastern Illinois University Political Science Review

The author uses Anthony Downs' Issue Attention Cycle to analyze the rise and decline of attention to the dumping of sewage, sludge, and industrial waste into the ocean. Through the lens of the Marine Protection, Research, and Sanctuaries Act of 1972, the author finds that although Downs' model explains the rise and decline in policy attention in part, much greater emphasis should be put on public opinion.

Wolves (Canis lupus) and moose (Alces americanus) have been studied since 1958 on 540-squarekilometer Isle Royale National Park, in Lake Superior. Wolves arrived there across the ice around 1949, and the population once increased to about 50, averaging about 25 annually (Mech 1966, Jordan et al. 1967, Vucetich and Peterson 2009). However, for various reasons, wolf numbers there have now dwindled to 2 nonbreeders, and the US National Park Service has proposed reintroducing 20–30 wolves over 3 years (National Park Service 2016). This situation offers an unparalleled opportunity to promote science-based management of this unique national park. …

Marojejy National Park is known for its diversity. Though it is home to the silky sifaka, it has extensive populations of herpetofauna. Seventy-seven species of reptiles have been documented in Marojejy National Park. This study aimed to evaluate the reptile community diversity and habitat characteristics in the park through systematic searches of ten-by-ten-meter plots, and inventory of species as they were found throughout the park. Systematic searches yielded the finding of 19 of the total 25 species identified. Traditional medicine is an important aspect of the both the culture and health of communities worldwide. Ngezi Forest Reserve is a protected area on Pemba Island which is part of the Zanzibar Archipelago. This forest contains a wealth of botanical diversity which includes many species of medicinal plants. Traditional healers (waganga) use these medicinal plants to heal members of the community. Interviews and forest walks with these healers were supplemented by consultations with a botanist to determine medicinal value of the forest and the surrounding areas. The question of whether the job market can support future graduates of environmental health programs remains an important and difficult question for environmental health programs, current and prospective students, parents, and other stakeholders. Our previous report using 2014 data from the U.S. Bureau of Labor Statistics demonstrated anticipated growth and higher than average pay in the profession through at least 2022 for baccalaureate degree holders (Marion & Sinde, 2015). Growth in the profession does not necessarily translate into job availability if the market is saturated with job candidates. Food is often thought of as a commodity, when fundamentally it is our nourishment and foundation of life. This paper assesses whether air quality influences public transportation ridership in the city of Chicago. Urban air pollution is a serious health risk, and a priority of urban municipalities. Public transportation is an attractive option for governments attempting to curb urban air emissions. I use data from the Chicago Transit Authority (CTA) and the EPA’s Air Quality Index (AQI) to explore the relationship between a day’s air quality and CTA ridership. I employ three different model specifications, rail, bus and total ridership, to test whether high AQI values (poor air quality) result in increased public transportation ridership in the city …
