The resolution of multiple use conflicts through place-based (national forest-specific) legislation has recently received increased interest. Most of these proposals combine wilderness designation, restoration objectives, economic development, funding arrangements, and other provisions, in a conservation package to be considered by Congress. Interest in the place-based legislative approach is precipitated by numerous factors, including perceptions of agency gridlock, problems related to forest planning, unresolved roadless and wilderness issues, and the embrace of collaboration. Though the national forests have a more unified governing framework than other federal land systems, the U.S. Forest Service has implemented place-based legislation in a few cases. This …

In the fall of 2010, the Piscataqua Region Estuaries Partnership (PREP) completed an 18-month effort to understand current and future environmental issues affecting the Region’s estuaries, to establish realistic goals and objectives for the next 10 years, and to create effective action plans to systematically achieve the shared environmental goals of a broad base of Regional stakeholders.

With input from more than 150 individuals, representing 82 organizations, PREP compiled the 2010 Piscataqua Region Comprehensive Conservation and Management Plan (CCMP) that lays the foundation for work over the next decade to protect and restore the Region’s estuaries and associated watersheds

The author of this commentary, who served as a commissioner on the Maine Land Use Planning Commission (LURC) discusses the ground-breaking 400,000-acre concept plan by Plum Creek Corporation for development of the Moosehead Lake region in Maine. The highly-contested plan approved by LURC involves rezoning for hundreds of acres to allow for single family homes and resorts, and sets aside significant acreage in conservation.

This article focuses on the extent to which unenforceable voluntary initiatives undertaken by corporations can change corporate behavior to make businesses more environmentally responsible, i.e. not only comply with the law, but to do more than the law actually requires of them. These initiatives, loosely gathered under the umbrella of a movement called corporate social responsibility (CSR), are often proposed by the government as a way to fill regulatory and enforcement gaps or by industry, often as an alternative to regulatory requirements. In the absence of federal requirements, how do state- and municipal-level characteristics impact the probability of local policy innovation? This article provides insight by examining the adoption of sub-national climate change mitigation initiatives in the United States. Drawing from literature on policy innovation, a multilevel model is developed to examine the factors influencing over 900 U.S. cities to eschew free-rider tendencies and formally commit to greenhouse gas reduction. Multilevel analysis recognizes the nested structure of cities within states and accounts for the shared economic, political, and policy environments experienced by cities within the same state. Before and subsequently to the AUSFTA being concluded, controversy surrounded the debate over its impact on Australia ’ s health policy, specifically on regulation of pharmaceutical patents and Australia ’ s cost-effectiveness system relating to prescription medicine prices known as the Pharmaceutical Benefits Scheme (PBS).
