In the springtime, fifth grade students at the Williamsburg Elementary School in rural Western Massachusetts ask to snack on sorrel and chives from the school garden, between planting potatoes and building a shade structure for their outdoor classroom. They are members of the first cohort of the curriculum-integrated program initiated by Fertile Ground, a grassroots organization in western Massachusetts. The children’s delight in the fresh greens they have grown marks a national phenomenon: the farm-to-school movement. With limited resources, parents, teachers, students, administrators, and community activists are developing inroads to better school food and food education, by constructing school teaching …

To meet the dire need for housing created by the devastation of Hurricane Katrina in August 2005, Mayor Ray Nagin of New Orleans and the staff of the Federal Emergency Management Agency (FEMA) worked to create lists of potential sites for trailer parks. This procedure took place within an environment of Not In My Back Yard-ism, or NIMBYism, where a number of communities and individuals expressed their opposition to hosting such trailer sites both publicly and privately. We analyze the final list of city-approved sites to track which factors were correlated with larger (or smaller) numbers of trailers and trailer …

Of the Clean Development Mechanism projects that exist in Mexico, methane destruction projects from hog farms dominate the landscape with 56% of the projects developed and 49% of the Certified Emission Reductions (CERs) that will be generated within the country by 2012. These biodigesters, however, have experienced many technical difficulties that place their future viability for the production of CERs and continued development in question. Because of these challenges, future methane capture in the country may focus around other agro industries or landfills.

In recent years, both compliance and voluntary markets have emerged to help support the development of renewable energy resources. Compliance markets are primarily driven by state renewable portfolio standards (RPS), which require utilities or other load serving entities to procure renewable energy for part of their electricity supplies. Voluntary markets differ in that they provide consumers with the option to purchase or support renewable energy for a portion or all of their electricity needs. We refer to this as the voluntary market or the “green power market” because these renewable energy purchases are made on a voluntary basis, driven largely …

This article analyses the interface between political globalization, citizenship and security threats in Africa. Political globalization is assumed to be capable of engendering inclusive citizenship; in the same way, citizenship is considered to be central to the national question in Africa. It is around citizenship that most issues of human rights revolve, both at individual and group levels. The article argues that political globalization in Africa tends to limit the meaning, essence and substance of citizenship, even if the latter is defined from a minimalist perspective of duties-rights relationships. This paper addresses the energy technologies and policies that the next US president should immediately implement to slow global warming. Increased reliance on renewable energy through deployment of a National Renewable Portfolio Standard will help meet increased electrical demand in a sustainable way. Carbon regulation through an internationally fungible cap and trade system will help make renewables more cost competitive with conventional energy. Mandating National Energy Efficiency Portfolio Standards will also help decrease electrical demand and reduce the need for large investments in new generation. Within the transportation sector, plug-in hybrid and electric vehicles should be rapidly deployed to shift …

The inclusion or exclusion of renewable energy generators in emerging U.S. carbon markets could a have profound impact on the whether these markets have the intended effect of reducing overall carbon emissions and whether the voluntary market for green energy will remain or dissolve. This paper explores the allowance distribution schemes for cap-and-trade markets and their impact on renewable energy. The current input-based allocation system proposed for the Regional Greenhouse Gas Initiative in the Northeastern U.S. prevents renewable energy from contributing to emissions reductions within the market and will preclude green power marketers from advertising carbon offset claims for this …

A host of research has been produced in the decade since Baumgartner and Jones' theory of punctuated equilibrium first drew attention to the dynamics of policy change over time. Much of this research follows a topic across time, highlighting the shift from negative to positive feedback as challengers push an issue from subsystem to institutional level. On 22 June 2005 the Senate of the Commonwealth of Australia voted to establish an inquiry into workplace harm related to toxic dust and emerging technologies (including nanoparticles). The inquiry became known as the "White" Inquiry after Mr Richard White, a financially uncompensated sufferer of industrial sandblasting-induced lung disease who was instrumental in its establishment. The "White" Inquiry delivered its final report and recommendations on 31 May 2006. What You Should Know To Survive In Knowledge Societies. On A Semiotic Understanding Of 'Knowledge', Michael H.G. Hoffmann

Different situations - like school and workplace - demand different forms of knowledge. Even more important, in particular for lifelong learning, are forms of knowledge we need for managing movements between those situations. To develop a better understanding of how to 'navigate' knowledge boundaries, this paper analyzes, firstly, interviews with scientists interpreting familiar and unfamiliar graphs. Our goal is to identify those forms of knowledge that should receive special attention in education. Secondly, the article elaborates - based on Peirce's semiotic - an epistemologically reflected semiotic model to describe the role and conditions of knowledge.

Organizations may view outsourcing as a way to manage risk. We developed a decision-analytic approach to determine which risks the buyer can share or shift to vendors and which ones it should bear. We found that allocating risks incorrectly could increase costs dramatically. Between 1995 and 1998, we used this approach to develop the request for proposals (RFP) for the US Department of Energy’s (DOE’s) privatization initiative for the Hanford tank waste remediation system (TWRS). General Equilibrium Of A Regional Economy With A Financial Sector - Part Ii: A Simple Behavioral Model, Merritt R. Hughes

Simple behavioral assumptions are incorporated into an accounting framework that provides linked budget and balance sheets for sectors of a regional economy. A short-run Keynesian-type model is developed where quantities rather than prices adjust, and where regional prices and interest rates are equal to national levels. The analysis highlight the importance of the financial services sector as an active factor in regional growth. Consumer deposits and debt preferences, and limitations imposed on credit extension by the financial services sector can have important effects on the regional economy as evidenced by changes in the export multiplier.
