Lincy Institute Reports and Briefs
As Katz and Bradley (2013) document, the confluence of partisan politics and budget cuts have left the federal government and to a lesser extent, state governments impotent to address the countless economic and education challenges facing the United States. Out of necessity, metros and regions are taking the lead in collaborating, innovating, and governing in Post-Recession America. Instead of waiting for federal or state governments to impose prescriptive, one-size fits all “solutions,” localities are seizing opportunities to strengthen their economies by working with stakeholders to develop policies tailored to their unique and complicated needs.

School District Performance Under The Mcas, Jie Chen, Thomas Ferguson
New England Journal of Public Policy
Education reform has spawned efforts to test learning across the nation. This paper analyzes the determinants of Massachusetts’ school district test scores under the state’s high stakes testing program, MCAS. The study is the first to demonstrate direct links between improvements in MCAS scores and state aid to school districts. The authors estimate “value added” for each school district in the state. The list of schools with high value added produces real surprises — while some affluent districts do well, others rank at the very bottom. New England Journal of Public Policy
The authors present a comparative analysis of the processes and strategies by which public organizations implement retrenchment in the face of continued budget shortfalls. The focus is on the governments of the fifty United States and public institutions of higher education in the nine states of the Northeast. Special consideration is given to the programs that have been tried, sources of ideas for the strategies adopted, and constraints that institutions face when dealing with financial crises. While similarities were found for state governments and colleges and universities in use of past strategies and short-term fixes, differences were found in the …

The enrollment of the Sunnyside School District for the 1979-80 school year was estimated. This enrollment figure determined the potential staff allocation size, which in turn determined the 3010 apportionment revenues from the state. Revenues, likewise, determined the district's 00, 30 and 97 programs' staff expenditures. Those predictions were made for the general fund budget only. In addition, other revenues received from the state by Sunnyside School District, which effected the 3010 apportionment account, were explained. Actual historical enrollment data of Sunnyside School District No. 201 were utilized to make all projections as meaningful as possible.
