Strong-willed individuals sought change in the late 1960s and 1970s to prevent gender discrimination in education, thus beginning the creation of the law and making it a powerful tool for women’s rights. Postsecondary access and degree completion are increasingly important concerns for individuals and policymakers. This dissertation presents evidence on three distinct strategies for increasing students’ level of preparedness for higher education, rates of postsecondary enrollment, and rates of postsecondary degree completion. The first is an intervention aimed at increasing eighth-grade students’ familiarity with college life. Results from an experimental study indicate that students assigned to participate in campus visits demonstrate higher levels of knowledge about college, are more likely to have conversations with school personnel about college, put forth higher levels of effort while completing a college-related survey, and express a …

Education policy debates over the last twenty years have focused on the need to increase students’ test scores. The federal government and states have implemented and expanded a variety of test-based, school accountability policies. Accountability pressures have incentivized schools to narrow their curriculum, decrease time allocated to extracurricular activities, and focus on short-term student outcomes. Private choice programs provide government resources to qualified families to enable them to enroll their children in private schools of their choosing. “Gold standard” experimental studies have found overall mixed impacts of voucher programs, one form of private school choice arrangements, on student academic achievement. Yet, these results face external validity challenges, as both states, schools, and students can choose to participate in private choice programs, generating selection issues.

In the U.S., there are claims of a widespread national shortage while research indicates teacher shortages are specific to certain subjects and schools. Using survey data collected from 893 public school teachers in Pulaski County, Arkansas, this study looks for differences in traditional public school teachers and charter school teachers on their (1) backgrounds and teacher characteristics; (2) motivations for entering the teaching profession; and (3) attitudes towards school and teaching. A multivariate analysis of the data revealed that few differences exist between the two groups of teachers on their backgrounds, teacher characteristics, and motivations to enter the teaching field. However, charter school teachers were found to be more likely to have positive attitudes towards school policy changes, a stronger professional commitment to …

In the United States, exclusionary discipline, including out-of-school suspension (OSS) and expulsion, is disproportionately administered to students of color and special education students. Exclusionary discipline is associated with lower academic achievement and higher risk of dropout, grade retention, and involvement in the juvenile justice system, but there is little causal evidence on this topic.

This dissertation reports on three analyses on school discipline, using administrative data from Arkansas public schools. The first study estimates racial disproportionalities in the use of exclusionary discipline. The US has a critical need to produce more STEM graduates and that need is exponentially more critical in Arkansas. Arkansas currently ranks last in the percent of STEM degrees conferred compared to overall degrees awarded. Students intending to pursue a STEM four-year college degree who start at a two-year college are significantly less likely to succeed in earning that degree. Arkansas passed Acts 672 and 182 aimed at strengthening the success of students who transfer from two-year colleges into four-year institutions. This dissertation is an evaluation of the impacts of assignment to and enrollment in postsecondary remedial coursework in the state of Arkansas. In this study, I evaluate the impacts of the policy on students’ academic achievement and attainment as measured by graduation rates and persistence. I include subgroup analyses of these outcomes to determine whether there are heterogeneous effects for students enrolling at two-year or four-year institutions, institutions with the highest remediation rates, and students of different races, genders, and baseline achievement. A study was conducted to investigate the perceived relevance of using a teacher evaluation rubric with performance indicators specific to special education services in place of the standard rubric for teachers used in the State of Arkansas Teacher Excellence Support System (TESS). I propose a new approach to measuring character skills. In the following three essays, my co-‎authors and I measure the effort that adolescent students appear to put forward on surveys ‎and tests. First, I examine the extent to which students simply skip questions or plead ‎ignorance on surveys. Second, I develop new methods for detecting careless answers, those ‎instances in which students appear to be "just filling in the bubbles." To perform a random assignment evaluation, at-risk students were targeted to apply to the program, and applicant students were randomly assigned to the program.
