Last spring I announced that we would take time this year to focus some of our thinking and conversation on the topic of diversity, equity, and inclusion. There are many reasons for us to direct our efforts to this topic: the changing demographics in our society and the need to provide a welcoming environment to a diverse student body, faculty and staff; our responsibility to prepare students for living in diverse communities and working in diverse workplaces; and our desire to prepare citizens who will be sensitive to social injustices and motivated to right them. As a nation, Turkey sees education as an essential component in building its economy to world class levels. Yet school equity and teacher quality issues are preventing Turkey from fully developing its human capital. Authors discuss the concept of education as an investment in human capital, Turkey’s human capital challenges, equity practices which undermine the widespread development of Turkey’s human capital, how improving teacher quality could help remedy the situation, and recommendations to strengthen Turkey’s education as an investment in human capital.

A Connection Between Moral Imperative And Women’S Leadership?, Sarah W. Nelson, Patricia L. Guerra, B. Genise Henry

Administrative Issues Journal

This paper describes a qualitative study of two school districts’ efforts to support school leaders in developing the knowledge and skills to analyze, understand, and transform system inequities. The results suggest that, despite being armed with knowledge and skills, leaders may be reluctant to act even when doing so is within the scope of their authority. This work draws from Fullan’s (2003) concept of moral imperative and examines the connection between moral imperative and women’s ways of leading. The findings have implications for educational leadership programs that seek to prepare school leaders capable of challenging and changing inequitable systems.

Examining The Protective Effects Of Brand Equity In The Keepin' It Real Substance Use Prevention Curriculum, Jeong Kyu Lee, Michael L. Hecht

While branding appears to be an effective health prevention strategy, it is less clear how successful brands have protective effects. To better understand the role of branding in health prevention and promotion, it is necessary to examine how the persuasive mechanisms of branding function in health campaigns (e.g., modeling socially desirable behaviors). Using a cross-sectional data (N = 709), the current study uncovered the mechanisms explaining branding's effects on adolescent substance use in a school-based substance use intervention, keepin' it REAL (kiR) curriculum. Consistent with our predictions, a confirmatory factor analysis suggested that kiR brand equity had a higher-order, multidimensional …

Although ambiguity exists regarding how states must respond to the mandates of Fordice to dismantle dual systems of education in previously segregated states, several scholars note Fordice should manifest itself in the enhancement of public Black colleges. Responding to Fordice, the state of Maryland entered into an agreement with the Office of Civil Rights (OCR) to make its Black colleges comparable with their White counterparts. While Maryland claims that it has satisfied its agreement with OCR, findings of this study challenge this assertion. Facilitating Identity Formation, Group Membership, And Learning In Science Classrooms: What Can Be Learned From Out Of Field Teaching In An Urban School, Stacy Olitsky

This paper explores both the obstacles and the possibilities for students developing identities associated with science by engaging in solidarity-building classroom interactions. Data come from ethnographic research conducted in a diverse eighth-grade urban magnet school classroom in which the teacher taught out of field for part of the year. Contrary to expectations, more students participated and reported enjoying science when the teacher was out of field. Analysis of classroom interactions indicated that while in field, the teacher primarily engaged in “front stage” performances that hid her struggles with the material and accentuated students’ views of science as an elite status …

Accountability and evidence-based decision-making have become the mantra of government polilcymakers, and even private foundations. Yet most attempts to foster cultures of evidence have not brought about change in Practices, notably because they are treated as management tools rather than learning processes. Equity for All is an approach to accountability that is grounded on the principles of practice theory and sociocultural theories of learning. The authors provide empirical evidence to illustrate practitioner learning.

In November 2002, the Arkansas Supreme Court found the Arkansas school funding system to be unconstitutional. The decade long court battle, Lake View v Huckabee, concluded when the Supreme Court determined that the state needed to develop a new system to provide a “general, suitable and efficient system of free public schools equally available to all" as called for by the Arkansas Constitution (Article 14, § 1). Arkansas, however, is not alone in being taken to court over the equity and adequacy of its school funding system. Since 1960, over 40 states’ educational funding systems have been legally challenged. Since …

This paper examines the current position of mature students in the Technological University Dublin, the largest third-level institute in Ireland. It also deals with the treatment of mature applicants, and the position of mature students in the Republic of Ireland in general. The focus of the paper is on equity issues, and in all discussions of equity the underpinning principle is equality of opportunity. Leadership And Nonverbal Behaviors Of Hispanic Females Across School Equity Environments, Helen A. Moore, Natalie K. Porter

Nonverbal behaviors of Hispanic elementary school students and their peers were examined in a small-group cooperative task with a total of 202 subjects. Thirty-five randomly selected groups were videotaped in ten desegregated schools, each group was gender-homogeneous, with three Hispanic and three Anglo students. Analysis of the videotapes revealed that Hispanic females used less vertical and horizontal space than Anglo females, and were also less likely to verbally interrupt or physically intrude on other group members They had similar rates of handling the group resource cards and were given similar leadership scores by multi-ethnic trained observers. A Demographic Study Of Emotionally Disturbed Hispanic Students Enrolled In The Public Schools Of Texas, Luis Manuel Mancha

A demographic study was made of the public schools in Texas and it was found that the majority of the emotionally disturbed students are White, non-Hispanic. At the same time, the results of the study indicated that the majority of the public schools in Texas are serving less than two percent of the total student enrollment with programs for the emotionally disturbed. Further examination indicated that overall, the public schools in Texas are failing to serve 12% of the student population with special education services. Further results indicated that not only are the emotionally disturbed students primarily White, non-Hispanic, but …
