Competing interests for state government funding have affected the status of public higher education as a budget priority. State legislators and executive officeholders are increasing appropriations to areas such as public K-12 education, health care, infrastructure, and social services programs at the expense of state colleges and universities. As such the higher education community must effectively utilize its government relations organizations to communicate with elected officials the importance of state funding. Despite the fact that both learning styles and cross-cultural differences have been important research topics for decades, surprisingly little work has been done on comparisons of learning behaviour across cultures and its impact for teachers working in culturally mixed settings. This chapter is based on a research project funded by the European Union seeking to provide fresh knowledge on cross-national differences in attitudes towards learning of students from selected countries. It reports on the results from Austria, Germany, Singapore and Thailand and outlines some of the implications for teaching in higher education.

The Culturally Responsive Special Education/English as a Second Language (ESL) program was designed to assist students from diverse backgrounds in being academically successful in a large western private university. Utilizing the Cultural Congruity Scale (CCS) and University Environment Scale (UES), this study analyzed the perceptions of 28 students who are ethnically diverse and enrolled in the Culturally Responsive Special Education/ESL Program. The data will be used to evaluate the program's success in addressing the barriers that have historically kept students who are ethnically diverse from succeeding in higher education. In two recent cases involving the University of Michigan, the Supreme Court examined whether race should be allowed to play an explicit role in the admission decisions of schools. The primary argument in these court cases and others has been that racial diversity strengthens the quality of education offered to all students. Underlying this argument is the notion that educational benefits arise if interactions between students of different races improve preparation for life after college by, among other things, fostering mutual understanding and correcting misperceptions. In Fall 2004, the Chair of the Department of Communication and Fine Arts was charged with customizing the TROY University Orientation course (TROY 1101) curriculum and activities for the Montgomery Campus student population. After talking with the Montgomery Campus library director about the need for including a comprehensive library component, the Chair began working with two librarians to create a library orientation component for TROY 1101, a one-semester hour course that would be required for all new and transfer students effective Fall Semester 2005.

A broadly diverse faculty is critical to MIT’s educational mission, and significant efforts have been made to achieve a faculty whose diversity reflects that of the students we train. To assess the success of some of these efforts, I examined the percentage of women faculty in the Schools of Science and Engineering over time. Women are now the majority of students in institutions of higher education in the United States, and in many ways women as students and faculty have seen significant progress. But numbers do not tell the whole story. Subtle forms of discrimination continue to exist, and the higher up the pyramid you go, the fewer women are to be found, whether among tenured faculty, as presidents and provosts or as board members and board chairs. Many steps can be taken to improve the situation. Some institutions are recognizing that. We note some positive changes and discuss areas where improvement is needed. …

This qualitative study investigated the roles students play in institutional decision-making, and in particular how the students perceive both what their roles should be and what their roles actually are. Five Student Government Association (SGA) presidents, serving sequential one-year terms from 1999 to 2004 at one campus of a multi-campus two-year public college located in a large metropolitan area in the southeast, were interviewed. The qualitative research methodology employed thematic analysis to describe the students' perceptions in the context of both the letter and spirit of policy implementation regarding institutional decision-making. In 1994, during a tour of the then-new natural sciences building- a $43 million teaching and research complex fully equipped with the latest in technology and instrumentation for chemistry and geology courses-a member of the Buffalo Public Schools Board of Education asked, "How can the community [that paid for it] have access to this teaching and research equipment?" That question triggered the effort reported here - a program to better link teaching and research to community service.

This paper examines the effects of expansions in higher educational institutions and the medical service industry on the economic development of a metropolitan area. This examination pulls together previous research and provides some new empirical evidence. We provide quantitative evidence of the magnitude of economic effects of higher education and medical service industries that occur through the mechanism of providing some export-base demand stimulus to a metropolitan economy. We also provide quantitative evidence on how much higher education institutions can boost a metropolitan economy through increasing the educational attainment of local residence. Some students enter higher education as veterans of the information seeking process, armed with strong school library media preparation and ready to conquer any research assignment. Far more first-year students are over-reliant on Internet resources, confused about distinctions between scholarly and popular sources, daunted by scores of article databases, and mystified by the LC classification system. Together our two essays move between scenes of teaching and researching with women and men who are or have been in prison. Having written on ethnography, autoethnography, and participatory research, we both have sought a method that would allow us to abandon superficial identifications, mistaken for deep connection, with those who are or have been incarcerated. While we are conscious of the failures and successes of our attempts, we nonetheless write because what we have learned about the state's support for mass incarceration and the state's retreat from public higher education—particularly for persons of color—more than warrants it.
