The social and political role of Black college presidents in the 1930s and 1940s via annual radio addresses is a relevant example of how the medium of the day was used as an apparatus for individual and institutional agency. The nationalist agenda of the United States federal government indirectly led to the opportunity for Black college leadership to address the rhetoric of democracy, patriotism, and unified citizenship. The purpose of this ethnographic study was to explore how youth consumption of rap music informed their ideas of gender, race, sexuality, and education at a local community center in Atlanta, Georgia. The participants in the study were comprised of three male and six female Black students from working class families, ranging in age from 13–17 years old. The data collection process included 60 formal interviews, 55 informal interviews, 27 focus group interviews, 103 participant observations, and document analyses of media materials. This study investigates principals’ perceptions about the importance and degree of building relationships with Hispanic/Latino families in highly diverse schools in an Atlanta area school district. Over the past ten years, the school district’s Hispanic/Latino student population increased by more than 12,000 students. The school district’s current Hispanic/Latino enrollment is almost 15,000 students, which is 14.4% of the total student body. Six principals from different elementary and middle schools with growing Hispanic/Latino student populations participated in this qualitative study involving in-depth, one-on-one interviews, informal observations, and artifact collection. Minority enrollments at selective colleges and universities have historically been low. Affirmative action programs have been a primary driver for increasing enrollments. These programs were called into question in the Grutter and Gratz US Supreme Court cases (2003). The Court’s opinions in these cases provide direction for institutions in setting admissions policy. Using a qualitative methodology, this study examined the University of Georgia’s response to the Grutter and Gratz Supreme Court decisions. Diversity in the population along with the diversity of testing usage has resulted in smaller identified groups of test takers. In addition, computer adaptive testing sometimes results in a relatively small number of items being used for a particular assessment. Community college enrollment doubled during the 1940s and 1950s, but during the 1940s and 1950s, it was not common to compare male and female enrollment patterns. For this study, I disaggregated male and female enrollment information from four editions of American Junior Colleges (1940, 1948, 1952, and 1956) in order to explore the gendered meaning of access in regard to two-year colleges during the 1940s and 1950s. In response to public concern over fairness in testing, conducting a differential item functioning (DIF) analysis is now standard practice for many large-scale testing programs (e.g., Scholastic Aptitude Test, intelligence tests, licensing exams). Although community colleges have soared in enrollment in the last forty years, the rate at which students persist and graduate has remained low compared to four-year institutions. This paper discusses the challenges faced and the lessons learned in bringing forth mystory (Ulmer, 1989). The ‘Author’ a self identified native anthropologist having had an experience of the ‘peacock stories’ 3 years after her dissertation field work, finds herself caught in the third space. Improving the teaching of English as a foreign language in public schools is a high priority for the Dominican administration elected in 2004. Consequently, the government’s plan of action includes a pilot project that integrates language teaching strategies and methods already found in the country’s private, K-12, foreign language programs. Governmentality And U.S. Congressional Discourse Regarding Abstinence-Only Sexuality Education, Wm S. Boozer

To investigate how federal discourse constructs adolescence, the author analyzed discussions of abstinence-only sexuality education from the U.S. Congressional Record from 2001 to 2007. He used grounded theory methodology to identify theoretical codes and construct a model from the data. The grounded theory developed focused on Congress’s maintenance of its role in mediating concern over the sexual behavior of adolescents as opposed to finding a solution to the problem it had identified. The author relates this theory to Foucault’s (1974/1991) concept of governmentality. He discusses Congress’s discourse about adolescence using Lesko’s (2001) confident characteristics of adolescence as a framework.

Using a quasi-experimental design, the author examined the effects of the Professional Development School Partnerships Deliver Success educational model on student academic achievement in science and mathematics in 12 high-needs, urban elementary, middle, and high schools in the southeastern United States. Student achievement was measured for first to eighth grade students by the State Criterion-Referenced Competency Test and for 11th-grade students by the State High School Graduation Test. 6 ANOVAs were used to compare baseline and year 1 performance data. A historical analysis of the confluence of gender and teacher education curriculum at specific normal schools in Texas between 1890 and 1930 is provided. Comparing these stories reveals the influence of the expansion of public education on teacher education curricula, the influence of gender on the development of teacher education, and how the nature of the curriculum offered reflected the impact of gender.
