Business leaders reported stronger local results in the last St. Cloud Quarterly Business Survey. 31% said their business activity expanded over the summer, while 24% said it had declined. Hiring improved, with continuing strength in wages paid, capital spending and prices received for products. The future outlook is much murkier, with 41% saying their business activity would expand over the next six months while 28% it would decline. Four of the six elements of the St. Cloud Index of Leading Economic Indicators rose in the May-July 2023 period while two others declined. St. Cloud Area Quarterly Business Report

This report found confirmation from area business leaders that a recession is at hand. 68% of our respondents thought a recession was coming when surveyed in December 2022 and still believe so six months later. Survey respondents were concerned about financial tightening resulting from disruptions in the banking industry, but very few have changed banks, and most did not see those disruptions as a significant factor in bringing about a recession.

This dissertation consists of three essays which focus on the intersection of political economy and behavioral economics. I am interested in understanding how people behave in politically adjacent areas so that we can find the policy interventions that can best address the issues that arise from these areas. To do so, I utilize incentivized survey instruments and laboratory experiments to study how people behave in these settings. The pervasiveness of gambling advertising and its relationship with football have been identified as areas of concern in the UK. Following the liberalisation of advertising laws in the 2005 Gambling Act, there has been increasing recognition of its public health impact. The relationship between heat and harmful outcomes is well documented, with research connecting various adverse economic outcomes to the climate. In the presence of increasing global warming and climate change, understanding why the climate leads to negative economic outcomes is essential for forming peaceful institutions of the future. We study how behavioral economic outcomes change in the presence of heat through a lab experiment involving 1,110 observations conducted in five different countries. In chapter 1, I assess the long-term education and labor market effects of missed ADHD diagnoses. Doing so is challenging for two reasons. First, a person's true ADHD status is unobserved; only their diagnosed status is known. Second, even if diagnostic errors are observed, they are likely akin to non-classical misclassification errors and therefore endogenous. To overcome these empirical challenges, I use and extend on a partial observability model with genetic data from Add Health. Through the lens of the partial observability model. I use a multinomial logistic regression to estimate the probability of having a business in a particular industry. This paper examines the impact of an Indonesian conditional cash transfer program, named Program Keluarga Harapan (PKH), on households’ use of institutional delivery facilities at childbirth. Difference-in-differences and fixed effects regressions were conducted to examine the relationship between receipt of PKH cash transfers, use of institutional delivery facilities, and accessibility to institutional and traditional delivery facilities. The accessibility to institutional and traditional delivery facilities was demonstrated through a longer one-way trip time to these facilities. In 2015, the National Collegiate Athletic Association (NCAA) allowed “Cost of Attendance” (COA) stipends to be offered to athletic recruits for Division I schools. These stipends are intended to allow schools to grant aid to student-athletes beyond a full-ride scholarship to cover additional costs imposed on student-athletes. These stipends created an opportunity for the “Autonomy” Power 5 programs to utilize a competitive tactic to try to win over the top recruits. The St. Cloud Area recession that we predicted in last quarter’s review had not started in the first quarter of 2023. The St. Cloud Area Quarterly Business Survey showed fewer respondents reporting a decrease in their own business activity over the last three months, and more were positive about the next six months, than had responded in November 2022. The St. Cloud Index of Leading Economic Indicators ticked up slightly in the last quarter, with only 3 of 6 indicators contributing positively to the index. "Dual Taxation" in Indian Country happens when a state assesses taxes on private, non-tribal activities or transactions on tribal land in addition to taxes assessed by a tribe. Some analysts suggest that dual (or double) taxation puts tribal governments and citizens at a disadvantage, but the situation may be more nuanced. While dual taxation has been analyzed in depth from a legal perspective, this paper analyzes its economic consequences. With taxation, the stakes can be high. State tax revenues generated on tribal lands are revenues that tribes forgo collecting, limiting the tribal resources available for economic development and social programs. …

This year, the survey questionnaire was sent to 358 organizations. Questionnaires were returned by 146 organizations (39.6 percent). Of this year’s responses, 86 (59 percent) were from those who responded to the last survey conducted for the 2022-23 academic year. Among the academic institutions responding, the distribution of highest degrees offered was as follows: Ph.D.—49.3 percent; Master’s—10.3 percent and Bachelor’s—39 percent.

The responses are reported for all respondents, and separately for Ph.D. Degree granting institutions and for schools whose highest degree offered is the Bachelor’s or Master’s Degree. Data for the top 30 institutions in the revised National Research Council’s …

Rising water temperatures along the northeastern U.S. continental shelf have resulted in an offshore range shift of the Atlantic surfclam Spisula solidissima to waters still occupied by ocean quahogs Arctica islandica. Fishers presently are prohibited from landing both Atlantic surfclams and ocean quahogs in the same catch, thus limiting fishing to locations where the target species can be sorted on deck. Wind energy development on and around the fishing grounds will further restrict the fishery.
