Livestock Risk Protection: An Analysis Of Coverage Length And Level To Determine Optimal Contract Selection, Logan B. Haviland

We evaluate the historically optimal producer-selected coverage options comprised of coverage length and level for each marketing month for various types of livestock insured with Livestock Risk Protection insurance. We begin with feeder cattle steers (600-900lbs) and then analyze the other types of feeder cattle, followed by fed cattle and swine. The optimal contracts are identified as those that have historically provided the highest probability of a positive net return and the highest average net return. We find that regardless of marketing month, the optimal contracts consist of relatively high coverage levels whereas the optimal length of the contracts varies …

Like gamblers, retail investors seeking excess returns in financial markets are prone to miscalculation and their models are often misspeciffied. Forecasting asset prices is extremely difficult in the long run and nearly infeasible in the short run. Additionally, retail investors are likely to be at a disadvantage both technologically and informationally—rarely will they be ahead of the curve. This paper investigates the relationship between extreme weather events linked to climate change and partisan voting behavior. Looking at House of Representative and Senate elections in the US between 2000-2018 and comparing them to extreme damages from droughts, flooding, tropical cyclones, and fire. Ultimately, we do not find a stable relationship between weather damages and partisan voting behavior.

Mexico imposed retaliatory tariffs on U.S. cheeses ranging from 20 to 25 percent in July 2018. In order to provide valuable information for the government and farmers, my research estimated the implicit cost of retaliatory tariffs by Mexico on U.S. cheese exports. In particular, I estimate the difference between the forecasted value of cheese exported to Mexico and the actual value of cheese exported to Mexico using four different models. The total impact to the U.S. economy from the losses due to retaliatory tariffs was assessed by IMPLAN, an input/output model. The results showed that Mexican tariffs decreased U.S. industry …

This paper examines the effect of high elevation weather stations on the rainfall index used by the Pasture, Rangeland, and Forage insurance program. Weather station data for the state of Utah is used to identify high elevation weather stations and their location. Utilizing the corresponding rainfall index data, the effect of the high elevation weather stations is determined. This paper finds when high elevation weather stations begin reporting there is a jump up of 19.01–27.88 percentage points on average in the rainfall index for the corresponding grid locations. This may have a significant impact on rural school districts with a limited tax base, as most funding for public education comes from property tax revenue. My analysis seeks to determine the full impact of certain federal revenue sharing payments (paid out by the U.S. Forest Service) on school districts in counties that contain U.S. Forest Service land. The Renewable Fuel Standard requires US oil refineries to blend biofuels into domestic transportation fuels. To ensure that compliance costs under this mandate don’t disproportionately affect any subset of refiners, the regulation includes a compliance credit program, whereby refiners blending excess biofuels can sell their excess compliance to refiners that do not blend enough. The price of these credits can be interpreted as the marginal cost of compliance with the mandate. Ideas developed by regional economists have potential applications within the urban planning field. One potential application is toward conserving farmland, and within this thesis this topic is examined for the study area of Utah County, Utah. Using assessor data, a land value map is created and further used to develop a regional economic model and spatial models that were analyzed for patterns of land use change.

Findings show that representing land value as continuous surface maps is a useful approach. The maps reveal that Utah County has densified as its population increased while farmland loss still occurred in agriculturally-important areas. …

A review of how water institutions in the American West have changed in response to arid conditions as a means of examining the possibility of further change as an adaptation to climate change induced water scarcity. Two institutions are examined, prior appropriation and shares.

While much of the American West operates under prior appropriation formally, irrigators have found Coasian methods of lowering transaction costs by forming irrigation companies. Irrigation companies own appropriative rights and redefine them, typically as shares. Lower transaction costs allow irrigators to trade more freely within companies, though trades between companies still face high transaction costs.

This paper demonstrates that the distribution of county level agricultural land size in the United States is best described by a power-law distribution, a distribution that displays extremely heavy tails. This indicates that the majority of farmland exists in the upper tail. Our analysis indicates that the top 5% of agricultural counties account for about 25% of agricultural land between 1997-2012. The power-law distribution of farm size has important implications for the design of more efficient regional and national agricultural policies as counties close to the mean account for little of the cumulative distribution of total agricultural land. Elevated PM2.5 concentrations during wintertime “red air day” episodes frequently exceed the National Ambient Air Quality Standards (NAAQS). We investigate the possible effects of two different economic policies in controlling these regional problems.
