The question of whether to grant all citizens a basic income that would starts with adulthood is the source of much controversy today among people who believe that government should do something to address income inequality (including but not limited to addressing increasingly widespread poverty and homelessness). Philippe Van Parijs famously advocated such a policy, but his proposal was rejected by John Rawls, who demurred at subsidizing Malibu surfers with public support for their leisure and instead emphasized the need for a full employment policy. Access to safe drinking water is among the most important determinants of public health outcomes. We pair household-level data from Iraq together with data on armed conflict and adopt a generalized difference-in-differences approach to study the relationship between household drinking water sources and armed conflict intensity. We find that households located in conflict-affected areas are more likely to use piped water accessed at their homes or bottled water as their primary source of drinking water, but are less likely to use public water sources or tanked water delivered on trucks and carts. Administrative burdens are the psychological, compliance, and learning costs experienced by individuals interacting with public entities that may shape and reshape their relationship to citizenship and/or access to benefits and rights. It has long been hypothesized that third-party entities, designated as navigators, could be leveraged to mitigate the impact of administrative burden costs on citizens. For effective delivery of service, easing administrative burden costs in application processes may increase applicant likelihood of successfully navigating the bureaucratic process towards a desired end.

State and local governments occasionally receive positive exogenous payments or windfalls that have a significant impact on their budgets. However, few works examine how budget-makers allocate such payments or if they are consumed in a manner consistent with other revenue streams. Prior research suggests that multiple factors, including the size of a windfall payment, impact how much of the funds are saved and spent. Using data from the Act 13 Unconventional Natural Gas Impact Fee in Pennsylvania, this study examines the relationship between windfall payment size and savings rates between 2011 and 2019. In the Commonwealth of Pennsylvania, the Department of Community and Economic Development administers a Municipal Financial Recovery program to improve outcomes in fiscally and socio-economically distressed cities. The program operates under the auspices of the Pennsylvania Municipal Recovery Act 47 of 1987.

It is designed to provide state and municipal governments the resources necessary to combat fiscal distress and economic decline, where municipalities lack the political or financial wherewithal to do so autonomously. The HOPE VI initiative aimed to reshape neighborhoods in terms of their resident socioeconomic characteristics, business activity, levels of community collaboration, and economic growth. The goal of this research was to examine the relationship between education and employment while controlling for the type of housing received at relocation. This paper is part of a larger quasi-experimental research evaluation. Data sources included administrative records, baseline and follow-up surveys. The survey data was collected from the main adult in the family during face-to-face interviews two years apart. Better Lucky Than Good: The Role Of Information In Other-Regarding Preferences, Matthew J. Mcmahon

There is anecdotal evidence that people often treat income earned by effort differently than that gained by luck, yet economists often overlook this distinction. Furthermore, others’ income sources may often be (at least partially) obfuscated. I adapt a common inequality aversion model to allow for income distinction by source, both for own income and others’, and for uncertainty over others’ sources. I empirically test resulting hypotheses in a dictator game experiment wherein subjects gain income via both effort and luck. Dictators know recipients’ income by source in control, but only total income in treatment. I find that partially informed dictators …
