In Massachusetts, the share of Latinas in the overall population has been rapidly increasing. From 2000 to 2019, the number of Latinas increased by 81.5%1 even as the number of Non-Latina women declined by about 5.8% during that same period. The share of Non-Latina White women in the Massachusetts female population dropped from approximately 82% in 2000 to 71% in 2019.

Massachusetts is among the wealthiest states in the country, yet Latino communities here have struggled economically relative to Latinos nationwide. There have been some bright spots—poverty rates have decreased and Latinos now have higher rates of entrepreneurship, education and labor force participation than in years past. Still, a disproportionate share of the more than 800,000 Latinos in Massachusetts today contend with food insecurity and have low rates of intergenerational economic mobility.

In the US, 16% of people with cognitive disabilities self-report to be of Hispanic ethnicity (US Census Bureau, FY 2020). However, among people with intellectual disabilities who received vocational rehabilitation services, only 11% (-5%) are Hispanic (N = 32,823, RSA911, FY2020).

In July 2016, Colorado State University (CSU) joined seven other land-grant institutions in the Accelerating Adoption of Adaptive Courseware grant sponsored by the Personalized Learning Consortium (PLC) of the Association of Public and Land-grant Universities (APLU). A primary objective of the grant was to scale the adoption of adaptive courseware in general education courses at each of the grant institutions. CSU targeted high-enrollment, general education courses and took a three-pronged, transformative approach to the integration of adaptive courseware. New estimates from the 2019 Elder Index^TM highlight the risk of economic insecurity experienced by older adults, a risk that is especially high for persons of color. The Gerontology Institute compares the household incomes for adults age 65 and above living in one- and two-person households to the 2019 Elder Index for each state and Washington, DC to calculate Elder Economic Insecurity Rates (EEIRs), the percentage of independent older adults age 65 or older living in households with annual incomes that do not support economic security. In 2018 a financial news and commentary website, 24/7 Wall St., ranked Massachusetts as the state with the largest economic and social disparities between Latinos and non-Latino whites. For example, median household income was shown to be slightly above $80,000 for whites and just under $40,000 for Latinos. Even more starkly, the rates of homeownership were shown as 69.3% and 26.0%, respectively.

In Nicaragua, poverty disproportionately affects the rural population. Over the last two decades, rural inhabitants have increased their participation in the Rural Non-Farm (RNF) sector. This study uses four waves of data from the Living Standard Measurement Survey (LSMS) between 2001 and 2014 to test whether the transition to the RNF sector decreases poverty rates and increases consumption. To account for the endogeneity of RNF participation and measures of well-being like consumption, I use an instrumental variables approach. I use a policy enacted in 2006 that induced plausibly exogenous variation in electrification rates over the same period to instrument for …

Adaptive courseware has the potential to increase content mastery through assessment and personalized remediation. In this study, content mastery is determined by assessment items developed in alignment to learning outcomes using Bloom’s Taxonomy. This study tracks freshmen and sophomore students enrolled in the foundations course, Principles of Microeconomics at Colorado State University. The researcher finds that students who complete adaptive assignments show higher mastery on formative assessments.

This policy brief explores the costs and coverage of three proposed paid family and medical leave programs for Massachusetts. These are House Bill 2172, Senate Bill 1048, and 2018 Initiative Petition C. Each of these proposed programs establishes a contributory fund paid by employers and employees, to be used for eligible workers when they are out of work for their own serious health condition or that of a family member, for pregnancy, or to bond with a new child. The basic strategy behind our approach to estimating the cost of a paid leave program was to, as much as possible, base estimates of program costs on actual known leave-taking behavior, and where this was not possible, to estimate a range of program costs reflecting a range of reasonable assumptions about unknown aspects of behavior in the presence of a paid leave program. As a latecomer economy, Africa faces persistent difficulties with catching up in global markets. This study examines the strategic potential of community-based hybrid models, which balance market profitability with social impact in local communities. Focusing on the global business services industry in Kenya and South Africa, and the practice of ‘impact sourcing’ – hiring and training of disadvantaged staff servicing business clients – we find that while regular providers struggle to compete with global peers, hybrid model adopters manage to access underutilized labor pools through community organizations, and target less competitive niche client markets. The 34 fellows in the 2014 Emerging Leaders Program worked with community partners to generate the theme, “Learning from Lived Experience: From fresh insights to effective action." Each year, the projects draw upon a theme or lesson from the prior year. Last year and this year, fellows saw how the lived experiences of both their stakeholders and themselves generated nuanced and appropriate approaches to problem-solving. The fellows worked with six community partners, giving their time and professional skills to understand how to frame complex social challenges, engage new partners and resources, and sharpen strategic plans. This paper examined patterns of decumulation and the role that health events and marital disruption play in forming those patterns. Study data were drawn from six biennial waves of the HRS (1998 - 2008), and merged RAND HRS data files for the period 1998 - 2008. The a priori expectation was that there will be variation in drawdown strategies households employ.

Findings suggest that patterns of dissaving are heterogeneous. The five most prevalent patterns were discussed. Households predominantly transitioned between oversaving and overspending. Households are expected to have a goal of on target spending therefore the observed cycle's dissaving will …
