Behavioral Economics: Origins, Methodology And “Work Tools”, Daniel A. Monroy

This paper has two main objectives: (i) The main objective is to propose a theoretical and methodological delimitation of the Behavioral Economics approach. In this point, the paper argues that such delimitation involves a permanent tension with the hypotheses of rational choice theory of human behavior. (ii) The secondary objective of the paper focuses on the methodology submitted, for this, we present a couple of case studies in order to explain and test such methodology. Furthermore, the case studies will allow us to determinate some work tools of the Behavioral Economics approach.

Public Health Services And Systems Research: Building The Science Of Public Health Delivery, Glen Mays
Glen Mays
The extreme heterogeneity in how public health activities are organized, financed, and implemented across U.S. states and communities provides compelling opportunities for research on the comparative effectiveness and efficiency of public health delivery. This talk highlights some of the most compelling and policy-relevant opportunities for research on public health organization and financing issues, and examines some of the ongoing studies in the field.

Changing Revealed Comparative Advantage Of Textile And Clothing Sector Of Pakistan: Pre And Post Quota Analysis, Nawaz Ahmad
Changing Revealed Comparative Advantage Of Textile And Clothing Sector Of Pakistan: Pre And Post Quota Analysis, Nawaz Ahmad
Nawaz Ahmad
Abstract Many Asian countries have been beneficiaries of quota abolition for textile and clothing sector since 2005. After the implementation of the Agreement on Textile and Clothing (ATC) in December 2004, member countries of World Trade Organization (WTO) have quota-free trade except People’s Republic of China (PRC). It was expected that Pakistan will be beneficiaries in textile and clothing due to expected superior export performance in this sector. Therefore, this study aims estimating revealed comparative advantage (RCA) of textile and clothing sector of Pakistan at HS-2digit level and SITC-3 digit level. It reveals Pakistan has comparative advantage in textile sector …

We examine the potential for communication via cheap talk between an expert and a decision maker whose type (or preferences) is uncertain. The expert privately observes multiple aspects of an issue and persuades the decision maker to choose an action in his favour by informing the decision maker about the issue. The decision maker privately observes her type and chooses an action. The optimal action for the decision maker depends upon her type and the state of the issue. We find that, in one-way cheap talk games where only the expert talks, the expert can always inform the decision maker …

Regulation Of Recruitment Process And Reduction Of Migration Costs: A Comparative Analysis Of South Asia, Piyasiri Wickramasekara
PIYASIRI WICKRAMASEKARA
The study undertakes a comprehensive review of issues relating to recruitment processes and high migration costs in South Asia with special focus on Bangladesh, Nepal and Sri Lanka.
The paper first highlights migration trends in South Asia, and main features of South Asian migration. Next the paper reviews the international normative framework of recruitment covering the Private Employment Agencies Convention, 1997 (No. 181), the Domestic Workers Convention, 2011 (No. 189), and the ILO Multilateral Framework on Migration (2006).
The paper reviews the main features and practices of private recruitment agencies and the legislative and regulatory framework covering their operations.

A Smooth Transition Sem Approach To Measure Contagion In International Markets\, Anjeza Kadilli, Jaya Krishnakumar
Anjeza Kadilli
There is extensive empirical evidence that market linkages strengthen during crises. Understanding market contagion can be of great importance for policy and portfolio diversification decisions, especially during the recent turmoil periods. The aim of this paper is to investigate in an asset-pricing perspective the cross-asset and the cross-country contagion in the sovereign Credit Default Swap market and in the banking sector for the euro area, U.S., U.K. and Switzerland. Based on the nonlinear Simultaneous Equation Model of Pesaran and Pick (2007) we formulate a more flexible setting in which the contagion effect is transmitted in a smooth manner. Our model …

Measuring Hdi: The Old, The New And The Elegant, Srijit Mishra, Hippu Salk Kristle Nathan
Srijit Mishra
The Human Development Index (HDI) is calculated using normalized indicators from three dimensions- health, education, and standard of living (or income). This paper evaluates three aggregation methods of computing HDI using a set of axioms. The old measure of HDI taking a linear average of the three dimensions satisfies monotonicity, anonymity, and normalization (or MAN) axioms. The current geometric mean approach additionally satisfies the axioms of uniformity, which penalizes unbalanced or skewed development across dimensions. We propose an alternative measure, where HDI is the additive inverse of the distance from the ideal. This measure, in addition to the above-mentioned axioms, …

Cost Estimation Methods And Foundational Public Health Capabilities, Glen Mays
Glen Mays
The National Academy of Sciences Institute of Medine recently recommended that the federal government identify the components and costs of a "minimum package of public health services" and "foundational public health capabilities" that should be universally available across the U.S. This presentation reviews costing methods that can be used for identifying the costs required to establish "foundational public health capabilities" at state and local levels within the U.S. public health system.

Privateers & Paes: Economic Harms To Competition And Innovation, Robert G. Harris
Robert G Harris
This paper addresses the problems of aggressive rent-seeking activities by patent assertion entities (PAEs), especially those involving patent thickets. It analyzes the fundamental differences in the strategic interests of practicing entities and PAEs and explains why those differences affect the conduct of PAEs and increase the opportunities for, and economic harm caused by PAEs’ rent-seeking and patent holdup. It also addresses the anticompetitive harms caused when practicing entities transfer patents to PAEs, especially those that incentivize assertion of the transferred patents against their competitors, i.e. “patent privateering.”

Lessons From Metaethics, Cognitive Neuroscience, Moral Psychology, And Behavioral Economics: The Use Of Ethical Intuition In Legal Compliance For Business Entities, Eric C. Chaffee
Eric C. Chaffee
This article challenges the widely held view in legal education and in practice that what lawyers should be doing in providing legal advice consists solely of engaging in legal research and analytic reasoning. This article suggests that ethical intuition—i.e., the unconscious recognition that a specific action is good, evil, or morally neutral—may have a useful role to play in making legal compliance decisions for business entities.
Although largely ignored by the legal academy, scholars in numerous disciplines have acknowledged the role that intuition plays in decision making. Philosophers and religious scholars initially recognized role of intuition in moral decision making …

A Spatial Analysis Of The Second Republic, Riccardo Pelizzo
A Spatial Analysis Of The Second Republic, Riccardo Pelizzo
riccardo pelizzo
The Optimal Classification method is applied to a newly created data set to provide a spatial map of the Italian Second Republic (1996–2008). A bi-dimensional political space was found in the XIII Legislature and virtually a one-dimensional political space in the XIV and XV Legislatures. In addition, the main dimension is explained along the government–opposition dimension rather than on the traditional left–right dimension. During the Second Republic, Italy experienced changes in the electoral system and in the format of parties. The data are used to discuss the implications of either change on the dimensionality space. It was found that the …

A Note On Dummies For Policies In Gravity Models: A Montecarlo Experiment, Claudio Vicarelli, Maria Pina Cipollina, Luca Salvatici, Luca De Benedictis
Claudio Vicarelli
The use of the gravity model to evaluate the effect of policies in a cross-country framework is largely predominant in the international economics empirical literature. This literature usually implements importer and exporter fixed effects to account for the theoretical Multilateral Trade Resistances, while preferential trade policies are approximated through the use of dummy variables. Results from a Monte Carlo experiment confirms that the identification of trade policy impact using a gravity equation including fixed effects is severely limited. Moreover, the consequences of the error in measurement of the policy variable are magnified by the fixed effects control for unobserved heterogeneity.
