Improving Information Sharing: Local Fusion Centers And Their Role In The Intelligence Cycle, Alexis Spall
Improving Information Sharing: Local Fusion Centers And Their Role In The Intelligence Cycle, Alexis Spall
Master in Management for Public Safety and Homeland Security Professionals Master's Projects
Abstract
My Master’s Project focuses on local fusion centers and the need for improved information sharing practices among law enforcement partners. After the tragic event of September 11th in 2001, the Department of Homeland Security and the Department of Justice recognized a communication gap between law enforcement agencies and a lack of effective information sharing efforts. Fusion centers play a significant role in supporting both criminal and terrorist investigations due to their ability to act as a conduit between various law enforcement partners. Due to their important responsibilities as information sharing hubs that provide valuable analysis and dissemination of …

Constructing And Destructing The Peace: Models Of International Engagement In Post-Conflict States, Colin Churchill
Constructing And Destructing The Peace: Models Of International Engagement In Post-Conflict States, Colin Churchill
Political Science Honors Projects
Variance in the stability of post-conflict states presents an interesting predicament. What causes this variance in states two or three decades removed from civil conflict? In this paper, I argue that the type of engagement that international actors take towards post-conflict states explains differences in stability. I draw out four distinct models of international engagement from three case studies of Lebanon, Bosnia and Herzegovina, and Northern Ireland that present the different ways that international actors have constructively and destructively engaged in these states. Furthering this analysis is an examination of the transition or possible transition between models in the cases.

Iraq Programme Report 2018, Unmas
Global CWD Repository
Upon request from the Government of Iraq and the United Nations, the United Nations Mine Action Service (UNMAS) was formally established in June 2015 to lead the efforts, in close collaboration with the Iraqi government, to mitigate explosive hazards in country. Our mission is to facilitate the safe, dignified, and voluntary return of internally displaced persons to their homes. UNMAS achieves this mandate through three different response modalities: » First, we provide explosive hazard management in support of humanitarian and stabilization efforts. » Second, we deliver risk education at the community, national and regional level to protect the local population …

Whistleblowing In The Irish Military: The Cost Of Exposing Bullying And Sexual Harassment, John Hogan, Sharon Feeney, Grace Flynn
Articles
Whistleblowing has gained increasing media attention over the past 40 years, as incidents of abuse and wrongdoing associated with businesses, religious institutions, the media and politics have come to light. In this article, we investigate the consequences of a military whistleblower’s actions for both himself and the military institution that he was a part of. The case concerns former army officer Dr. Tom Clonan and his findings concerning the bullying and sexual harassment of female personnel in the Irish Defence Forces at the turn of the century. As these revelations came to light over 17 years ago we are able …

India’S Surgical Strikes: Response To Strategic Imperatives, Karthika Sasikumar
India’S Surgical Strikes: Response To Strategic Imperatives, Karthika Sasikumar

In September 2016, militants who were allegedly backed by Pakistan attacked an Indian Army camp in Uri. The government in New Delhi was facing important regional elections. It faced intense public pressure to muster a military response. Such a response, however, ran the risk of triggering a nuclear exchange. Ten days after the Uri attack, India reported that it had carried out ‘surgical strikes’ on terrorist training camps in Pakistan-controlled territory. The paper examines this specific episode in India–Pakistan deterrence dynamics, focusing on the nomenclature ‘surgical strikes’. The paper argues that the choice of the term itself is new and …

To Walk The Earth In Safety 18th Edition (Cy 2018), Us Dos Pm/Wra
Global CWD Repository
This 18th Edition of To Walk the Earth In Safety summarizes the United States’ Conventional Weapons Destruction (CWD) programs in 2018. CWD assistance provides the United States with a powerful and flexible tool to help partner countries manage their stockpiles of munitions, destroy excess small arms and light weapons (SA/LW) and clear explosive hazards such as landmines, improvised explosive devices (IEDs), and unexploded ordnance (UXO). Our assistance also helps countries destroy illicitly-held or poorly-secured man-portable air defense systems (MANPADS) and mitigate their threat to civilian aviation and public safety.
In today’s dynamic world, threats to U.S. national security abound. The …
Approaching Contemporary Terrorism, Jonathan Marcus
Approaching Contemporary Terrorism, Jonathan Marcus
Independent Study Project (ISP) Collection
This paper aims to analyze how governments of the modern era can better engage with contemporary terrorist organizations. It argues that nations and governments must alter their strategy on terrorism in light of its increasing prevalence and lethality in the modern era. Proclamations of non-negotiation, made with false perceptions that terrorists are simply irrational radical actors, are no longer viable if governments truly seek to reduce terrorist violence. In fact, it’s the ambiguity of terrorism and the major differentiation in the practices of various organizations which necessitate a more flexible strategy. Simply, the one-size-fits all solution of unequivocal no-negotiation is …

It appears that the explosive hazard was a small IED concealed or wrapped in plastic (which is common with IEDs). The only recorded injury was a severe foot injury that resulted in surgical amputation, from which it is reasonable to infer that the Victim stepped on a pressure initiated explosive device that he had missed during his search.

A bomb explosion killed two of three “unlicensed” men who were hired to carry out mine clearance in O’Svay commune, in Oddar Meanchey province’s Trapaing Prasat district.
The primary cause of this accident is listed as ‘Inadequate training’ because the deminers were working without applying basic safety rules. This is apparent because Victim No.2 was brewing tea alongside the excavation being conducted by Victim No.1. The secondary cause is listed as a ‘Field control inadequacy’ because the mature team member (who may have been experienced) was not paying attention to the work of the young men as he went to …

In his August 22, 2018 message to supporters of the Islamic State of Iraq and [greater] Syria (ISIS), Abu Bakr al-Baghdadi implored ISIS fighters in Syria and Iraq as well as those on various jihadist fronts in Africa, the Middle East, and Asia not to be dismayed by military setbacks suffered by the Islamic State, but to continue fighting, confident that Allah would ultimately reward those who remained steadfast with victory. In the same message, he exhorted homegrown jihadists abroad— “the fierce lions in the lands of the Cross—Canada, Europe, and elsewhere” to carry out simple attacks within their limited …

The primary cause of this accident is listed as a ‘Field control inadequacy’ because the person in charge at the site had decided to move fuzed explosive hazards and did not enforce safety distances that would have reduced the casualty toll in the event of an accident.
The secondary cause is listed as ‘Inadequate training’, because, while all of the victims had extensive experience, it seems that their training had not prepared them to conduct this task safely.
It is surprising that five ex-pat specialists who had been supervising the teams of national deminers who found the mines should have …

The UN General Assembly requires all parts of the UN system to promote gender equality and the empowerment of women within their mandates and ensure that commitments on paper lead to progress on the ground. In response to this call and to facilitate gender mainstreaming, strengthen the quality of mine action interventions, and promote gender equality, these guidelines were first produced in 2005 and subsequently updated in 2010, prior to this revision published in 2019. In that time the mine action sector has made progress towards mainstreaming gender in several areas, particularly in risk education, victim assistance, and community liaison. …

Website Defacement And Routine Activities: Considering The Importance Of Hackers’ Valuations Of Potential Targets, C. Jordan Howell, George W. Burruss, David Maimon, Shradha Sahani

Although a relatively simple form of hacking, website defacement can have severe consequences both for the websites that are attacked and the reputation of their owners. However, criminological research has yet to fully explore the causes and correlates of website defacement. We consider whether variables derived from routine activity theory can be applied to understanding website defacement. Specifically, using a sample of websites that were targeted by hackers in 2017 across the world, we examine the relationship between a country’s structural characteristics and the frequency of website defacement reported for the country. We find that website defacements are less likely …

Digital First: The Ontological Reversal And New Challenges For Is Research, Richard L. Baskerville, Michael D. Myers, Youngjin Yoo
EBCS Articles
The classical view of an information system is that it represents and reflects physical reality. We suggest this classical view is increasingly obsolete: digital technologies are now creating and shaping physical reality. We call this phenomenon the ontological reversal. The ontological reversal is where the digital version is created first, and the physical version second (if needed). This ontological reversal challenges us to think about the role of humans and technology in society. It also challenges us to think about our role as IS scholars in this digital world and what it means for our research agendas.

Online Deception And Situations Conducive To The Progression Of Non-Payment Fraud, David Maimon, Mateus Rennó Santos, Youngsam Park

Adopting the criminal event perspective, we explore how online fraudsters make use of urgency cues in their interactions with potential victims throughout the progression of an online nonpayment fraud attempt. Integrating claims from the ‘Interpersonal-Deception Theory’ with situational explanations of crime, we investigate whether fraudsters’ presentations of verbal cues of urgency during the early stages of a criminal event are followed by a consistent presentation of verbal and non-verbal urgency cues. To answer this question, we posted a large number of ‘for-sale’ advertisements over a classified-ad website and interacted with online fraudsters and legitimate users who responded to our ads …

Simple Analytics Of The Impact Of Terror Generation On Attacker-Defender Interactions, Timothy Mathews, Aniruddha Bagchi, Joao Faria
Faculty and Research Publications
A simple Attacker-Defender interaction is analyzed, in which a single terrorist (denoted T) will potentially attack a single target in the homeland of a government/state (denoted G). This interaction is modeled as a one-shot sequential move game in which G first chooses how heavily to defend the target, after which T chooses whether or not to stage an attack. T's benefit from a successful attack is allowed to be increasing in the amount of resources that G allocates to defense. In the context of terrorism, this has multiple reasonable interpretations, including situations in which: (i) citizens of the target country …

A Model Of A Multilateral Proxy War With Spillovers, Aniruddha Bagchi, Joao Faria, Timothy Mathews
Faculty and Research Publications
Motivated by the war in Syria and the ascension of ISIS, this paper models a proxy war with three sponsors and three combatants as a dynamic game. Sponsors are leaders that provide resources for combatants to fight each other. Sponsors 1 and 2 have strong aversion to sponsor 3's proxy, but not against each other. Three pure strategy equilibria exist in the game. When the ex post value of winning is small, all players fight in equilibrium. However, when the ex post value of winning is large, in equilibrium either sponsors 1 and 2 coordinate their actions, with one of …
