Abstract

My Master’s Project focuses on local fusion centers and the need for improved information sharing practices among law enforcement partners. After the tragic event of September 11^th in 2001, the Department of Homeland Security and the Department of Justice recognized a communication gap between law enforcement agencies and a lack of effective information sharing efforts. Fusion centers play a significant role in supporting both criminal and terrorist investigations due to their ability to act as a conduit between various law enforcement partners. Constructing And Destructing The Peace: Models Of International Engagement In Post-Conflict States, Colin Churchill

Political Science Honors Projects

Variance in the stability of post-conflict states presents an interesting predicament. What causes this variance in states two or three decades removed from civil conflict? In this paper, I argue that the type of engagement that international actors take towards post-conflict states explains differences in stability. I draw out four distinct models of international engagement from three case studies of Lebanon, Bosnia and Herzegovina, and Northern Ireland that present the different ways that international actors have constructively and destructively engaged in these states. Furthering this analysis is an examination of the transition or possible transition between models in the cases.

In September 2016, militants who were allegedly backed by Pakistan attacked an Indian Army camp in Uri. The government in New Delhi was facing important regional elections. It faced intense public pressure to muster a military response. Such a response, however, ran the risk of triggering a nuclear exchange. Ten days after the Uri attack, India reported that it had carried out ‘surgical strikes’ on terrorist training camps in Pakistan-controlled territory. Although a relatively simple form of hacking, website defacement can have severe consequences both for the websites that are attacked and the reputation of their owners. However, criminological research has yet to fully explore the causes and correlates of website defacement. We consider whether variables derived from routine activity theory can be applied to understanding website defacement. Specifically, using a sample of websites that were targeted by hackers in 2017 across the world, we examine the relationship between a country’s structural characteristics and the frequency of website defacement reported for the country. The classical view of an information system is that it represents and reflects physical reality. We suggest this classical view is increasingly obsolete: digital technologies are now creating and shaping physical reality. We call this phenomenon the ontological reversal. The ontological reversal is where the digital version is created first, and the physical version second (if needed). This ontological reversal challenges us to think about the role of humans and technology in society. It also challenges us to think about our role as IS scholars in this digital world and what it means for our research agendas.

Adopting the criminal event perspective, we explore how online fraudsters make use of urgency cues in their interactions with potential victims throughout the progression of an online nonpayment fraud attempt. Integrating claims from the ‘Interpersonal-Deception Theory’ with situational explanations of crime, we investigate whether fraudsters’ presentations of verbal cues of urgency during the early stages of a criminal event are followed by a consistent presentation of verbal and non-verbal urgency cues. A simple Attacker-Defender interaction is analyzed, in which a single terrorist (denoted T) will potentially attack a single target in the homeland of a government/state (denoted G). This interaction is modeled as a one-shot sequential move game in which G first chooses how heavily to defend the target, after which T chooses whether or not to stage an attack. T's benefit from a successful attack is allowed to be increasing in the amount of resources that G allocates to defense. In the context of terrorism, this has multiple reasonable interpretations, including situations in which: (i) citizens of the target country …

Motivated by the war in Syria and the ascension of ISIS, this paper models a proxy war with three sponsors and three combatants as a dynamic game. Sponsors are leaders that provide resources for combatants to fight each other. Sponsors 1 and 2 have strong aversion to sponsor 3's proxy, but not against each other. Three pure strategy equilibria exist in the game. When the ex post value of winning is small, all players fight in equilibrium. However, when the ex post value of winning is large, in equilibrium either sponsors 1 and 2 coordinate their actions, with one of …
