A Taxonomy Framework For Maritime Cybersecurity: A Demonstration Using The Automatic Identification System, G. C. Kessler, J. P. Craiger, J. C. Haass

The maritime transportation system is increasingly a target of cyber attacks. This paper describes a taxonomy that supports the creation of adversarial cyber models, risk mitigation, and resiliency plans as applied to the maritime industry, using the Automatic Identification System as a specific illustration of the approach. This method has already been applied to the aviation sector; retooling it for a maritime example demonstrates its broad applicability to the transportation sector, in general.

In a commentary, SMU Associate Professor of Law Eugene Tan believed that the recent national service (NS) deferment issue regarding 17-year-old footballer Benjamin James Davis is all about equity and that the Ministry of Defence is right in ensuring that enlistment criteria are fair and applicable to all male citizens. University of Nebraska's National Strategic Research Institute: Publications

Development of an effective vaccine became a worldwide priority after the devastating 2013–2016 Ebola disease outbreak. To qualitatively profile the humoral response against advanced filovirus vaccine candidates, we developed Domain Programmable Arrays (DPA), a systems serology platform to identify epitopes targeted after vaccination or filovirus infection. We optimized the assay using a panel of well-characterized monoclonal antibodies. After optimization, we utilized the system to longitudinally characterize the immunoglobulin (Ig) isotype-specific responses in non-human primates vaccinated with rVSV-ΔG-EBOV-glycoprotein (GP). This study examines the various community policing initiatives, or lack of community policing initiatives, within the New York City Police Department (NYPD) from 1984 to present. Community policing is a policing model that is currently in the forefront of the criminal justice field due to strained relationships between many communities and the police. A National Pragmatic Safety Limit For Nuclear Weapon Quantities, Joshua M. Pearce, David C. Denkenberger

This study determines the nuclear pragmatic limit where the direct physical negative consequences of nuclear weapons use are counter to national interests, by assuming all unknowns are conservatively optimistic. The only effect considered is nuclear winter (“nuclear autumn” in the low weapons limits) and the resultant effects on the aggressor nation. First, the ability of low nuclear weapon limits is probed for maintaining deterrence in the worst-case scenario of attacking the most-populous nation. Second, the ability of aggressor nations to feed themselves is assessed without trade and industry resultant from a nuclear attack causing “nuclear autumn” (10% global agricultural shortfall). …

This working paper presents a personality-based analysis of the likely leadership style of Chairman Kim Jong-un, supreme leader of the Democratic People’s Republic of Korea, in negotiations with U.S. president Donald Trump, inferred from the results of indirect personality assessments conducted 2013–2018 from the conceptual perspective of personologist Theodore Millon.

Kim’s primary personality patterns were found to be Outgoing/gregarious and Dominant/controlling, supplemented by secondary Accommodating/cooperative, Ambitious/confident, and Dauntless/adventurous features.

The 2013 Noble Peace Prize was awarded to the Organization for the Prohibition of Chemical Weapons, the same year that events in the Syrian Civil War made clear the difficulties of implementing global disarmament and the imperative for doing so. In relation to this situation, my thesis asks if arms control and disarmament reduce conflict and tensions between states. Attempts at chemical weapons disarmament have been relatively successful but global disarmament faces major obstacles that will be difficult to overcome. We analyzed whole-genome sequences of 8 enterovirus A71 isolates (EV-A71). We confirm the circulation of genogroup C and the new genogroup E in West Africa. Our analysis demonstrates wide geographic circulation and describes genetic exchanges between EV-A71 and autochthonous EV-A that might contribute to the emergence of pathogenic lineages.

Genogroup E was previously identified and characterized only on the basis of VP1 analysis (3). This study confirms the circulation in West and Central Africa of EV-A71 isolates belonging to the new genogroup E on the basis of the characterization of whole genomes. This paper presents the results of an indirect assessment of the personality of Kim Jong-un, supreme leader of the Democratic People’s Republic of Korea, conducted 2013–2018 from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data about Kim was collected from open-source media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM–III–R, DSM–IV, and DSM–5.

The personality profile yielded by the MIDC was analyzed in accordance with interpretive guidelines provided in the MIDC and Millon Index of Personality Styles …

Mine explodes when Australian military trainers were working with Cambodian colleagues 50km from Phnom Penh. An Australian and a Cambodian were killed and a second Australian injured when a landmine was accidentally detonated during a military training exercise west of Phnom Penh, Cambodia.

As the United States northern neighbor, Canada serves as a NATO ally and a strategic partner with Washington through the North American Aerospace Defense Command (NORAD). Canadian forces have fought honorably and bravely in concert with American forces in many wars. Canada's government, however, has been less consistent in promoting a credible vision of Canadian national security policy and geopolitical interests in its defense white papers.
