The promotion and support of urban agriculture (UA) has the potential to contribute to efforts to address pressing challenges of poverty, under nutrition and sustainability among vulnerable populations in the growing cities of sub-Saharan Africa (SSA). This may be especially relevant for HIV/AIDS-affected individuals in SSA whose agricultural livelihoods are severely disrupted by the devastating effects of the disease on physical productivity and nutritional well-being. This paper outlines the process involved in the conception, design and implementation of a project to strengthen technical, environmental, financial and social capacity for UA among HIV-affected households in Nakuru, Kenya. Key lessons learned are …

"The Story Of Good Citizenship: Framing Recycling In The Context Of Duty-Based And Engaged Citizenship", Donna Lybecker, Mark Mcbeth, Kacee Garner
Donna L. Lybecker
Recent studies have explored the dimensions of duty-based versus engaged citizenship. These studies assert that individuals differ on the question of "what is a good citizen." Young individuals, in particular, are more likely to follow an engaged citizen view of citizenship. Engaged citizens are more participatory, global, and committed to social justice more than their duty-based counterparts. In this article we examine, with an innovative methodology and merging of citizenship and framing literature, the potential effects of increased engaged citizenship on policy issues. Our questions examine the characteristics of duty-based or engaged citizens and explore whether duty-based and engaged citizens …

Symposium: Perspectives On Fundamental Rights In South Asia, Anil Kalhan
Anil Kalhan
This symposium issue of the Drexel Law Review marks the anticipated launch of a proposed new section on Law and South Asian Studies of the Association of American Law Schools, including several contributions that were initially presented during a session of the proposed section at AALS Annual Meeting for 2010. The proposed AALS section comes at a moment of heightened interest in the region among lawyers, policymakers, and the public at large in the United States, and is part of a rapidly growing constellation of scholarly initiatives on law in South Asia that have emerged internationally in recent years. In …
Central Bank Independence In Words And In Deeds: Lessons From Brazil And Chile, Taeko Hiroi, Douglas Block
Central Bank Independence In Words And In Deeds: Lessons From Brazil And Chile, Taeko Hiroi, Douglas Block
Taeko Hiroi
Political independence of the central bank is considered to bring financial stability to a nation and therefore to foster economic growth by providing safe investment environments. However, granting a central bank autonomy is politically contentious because of the implications such independence will entail for politicians in terms of their ability to influence monetary policy. This chapter analyzes central bank independence in words and in deeds. The first part discusses the existing literature on central bank independence and problems associated with its measurement. The implications of this debate are analyzed with two Latin American countries, Brazil and Chile. In Brazil, the …

The Limits And Opportunities Of Networks: Municipalities And Canadian Climate Change Policy, Christopher D. Gore
Christopher D Gore
Research on climate change policy and politics has become increasingly focused on the actions and influence of subnational governments. In North America, this attention has been particularly focused on why subnational governments have taken action in the absence of national leadership, what effect action might have on future national climate policy, and whether the collective action of networks of municipal governments are reshaping and challenging the character of national and global climate governance. This paper examines Canadian municipal climate in light of the absence of a comprehensive and effective climate national strategy. The paper considers various reasons why local governments …

The Small N Methodological Challenges Of Analyzing Regional Integration, Gaspare M. Genna, Philippe Delombaerde
Gaspare M Genna
As the number of regional integration organizations increases, the attention to case selection in small-N qualitative analysis becomes more necessary in order to avoid selection biases that could produce results with doubtful generalizations. This paper addresses the problem of selecting cases and offers solutions to potential pitfalls in research. First we examine various research designs in qualitative methods and discuss the problems of selecting observations on the dependent variable. We next discuss the operational definition of regions. In order to select from a population of observations, it is important to understand what is and what is not included. Finally, a …
Justicia Constitucional Y Derechos Humanos En América Latina, Julio Ríos-Figueroa
Justicia Constitucional Y Derechos Humanos En América Latina, Julio Ríos-Figueroa
Julio Ríos-Figueroa
State, Youth And Electoral Violence In Nigeria’S Fourth Republic: The Imperative Of A Nationally Cordinated Youth Empowerment Program, David O. Moveh Mr
State, Youth And Electoral Violence In Nigeria’S Fourth Republic: The Imperative Of A Nationally Cordinated Youth Empowerment Program, David O. Moveh Mr
David O Moveh PhD.
One manifestation of Nigeria’s crisis of governance since the advent of civil rule in 1999 is the spate of youth violence that has characterized the electoral process. From the plains up north to the creeks in the south, Nigeria’s electoral process within the past decade has been mired in violence so much as to make mockery of the democratization process. A lot of works (Bangura: 1997, Momoh: 2000, Yau: 2000) have studied how Nigeria’s economic crisis and the attendant structural adjustment programme of the 1980s resulted in the alienation and marginalization of the youth, thereby exacerbating the whole phenomenon of …

A Comparative Study Of Globalization And Democratic Consolidation In Ghana And Nigeria (1990-2008), David O. Moveh Mr
David O Moveh PhD.
The implications of globalization for the developing world continue to attract the attention of scholars across the globe; yet, scant attention is paid to the dynamics of its political consequences. This paper is a comparative study of the external linkages and regime trajectories of Ghana and Nigeria; within the period 1990-2008. Evidence gathered on both countries substantiates the propositions that: the more a peripheral state derives huge revenues from commodity export, the more it will be able to exercise a significant degree of independence by resisting external pressure to imbibe liberal democratic values and vice versa. Similarly, the higher a …
The Relationship Between Immigration And Nativism In Europe And North America, Cas Mudde
The Relationship Between Immigration And Nativism In Europe And North America, Cas Mudde
Cas Mudde
Mass migration is thought to be a major factor behind the rise of the radical right. But while there clearly is a relationship (particularly in Western Europe), the connection is not as straightforward as is often assumed. Higher levels of immigration in the three regions examined in this report —North America, Western Europe, and Central and Eastern Europe — do not automatically correlate to more votes for radical-right parties.
The success of radical-right parties has been uneven in Europe. Since 1980, there have only been a handful of radical-right parties in Western Europe and in Central and Eastern Europe which …

The Populist Radical Right: A Pathological Normalcy, Cas Mudde
Cas Mudde
In recent years more and more studies have pointed to the limitations of demand-side explanations of the electoral success of populist radical right parties. They argue that supply-side factors need to be included as well. While previous authors have made these claims on the basis of purely empirical arguments, this article provides a (meta)theoretical argumentation for the importance of supply-side explanations. It takes issue with the dominant view on the populist radical right, which considers it to be alien to mainstream values in contemporary western democracies – the ‘normal pathology thesis’. Instead, it argues that the populist radical right should …

Is The European Union Ready For Fdi From Emerging Markets?, Judith Clifton, Daniel Díaz-Fuentes
Judith Clifton
This chapter asks whether the European Union Member States are ready for inward Foreign Direct Investment from the Emerging Markets. It concludes that European Union Member States have relatively open Foreign Direct Investment regimes in the international context, and yet instances of protectionism have been apparent in the recent period. However, protectionism has occurred both vis-a-vis Foreign Direct Investment from the Global South as well as from within the European Union, particularly in the so-called 'strategic' industries.

The State Of Nature: Chinese Sage Kings, Hobbes, And Challenge Of Comparative Political Thought, Jon D. Carlson
Jon D. Carlson
This paper contributes to the growing interest in comparative political theory by examining hypothetical antecedents in both Chinese and Western political thought and how these thought experiments impact conceptions of ‘good government’ and political behavior. A fundamental starting point in Western thought is the ‘state of nature’, commonly characterized by competing visions provided by Hobbes and Rousseau. From each, one derives assumptions about the purpose of politics, society, and appropriate behavior with regard to government. Similarly, reference to the “Sage Kings” of Chinese antiquity plays a comparable role in classical Chinese political philosophy. The reference invokes an idealized hypothetical past, …
Separate And Unequal: Post-Tsunami Aid Distribution In Southern India, Daniel P. Aldrich
Separate And Unequal: Post-Tsunami Aid Distribution In Southern India, Daniel P. Aldrich
Daniel P Aldrich
Objective. Disasters are a regular occurrence throughout the world. Whether all eligible victims of a catastrophe receive similar amounts of aid from governments and donors following a crisis remains an open question. Methods. I use data on 62 similarly damaged inland fishing villages in five districts of southeastern India following the 2004 Indian Ocean tsunami to measure the causal influence of caste, location, wealth, and bridging social capital on the receipt of aid. Using two-limit tobit and negative binomial models, I investigate the factors that influence the time spent in refugee camps, receipt of an initial aid packet, and receipt …
