The relationship between social media use among young people and the increasing concerns of mental health problems in the U.S. and globally is on systemic agendas. Furthermore, research on social media use and mental health indicate reasons to suspect a causal relationship, but more work needs to be done. Social media brings opportunities for local governments to innovatively engage the public to enhance service delivery. Using the City of Austin, Texas as a backdrop, we assess the Austin Police Department’s utilization of social media in its communication efforts around community policing. This assessment develops a practical model to evaluate its community policing communication policies and practices by way of social media. Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

States have relied on lottery-scholarship policies to support public goals, such as higher education. In this paper, I utilize the narrative paradigm to examine how stories from the Hope for Arkansas lottery campaign became embedded in the policy-design process. Through in-depth interviews with 19 participants and a document analysis of 86 documents, the findings suggest that the Hope for Arkansas campaign’s narratives were tied to the policy-design process of the lottery legislation.

This content analysis of multiple mass shooting cases examines a crisis genre that is not as frequently studied as other crises such as natural disasters or organizational exigencies. Though just as rich with stakeholders’ communicative exchanges and neatly traversing the three crisis stages, mass shootings have yet to be fully elaborated. This study examines the impact that the non-profit organization Farm Aid has had on the farming industry, policy, and the concert realm known as charity rock. This study also examines how the organization has maintained its longevity. By conducting an evaluation on Farm Aid and its history, the organization’s messaging and means to communicate, a detailed analysis of the past media coverage on Farm Aid from 1985-2010, and a phone interview with Executive Director Carolyn Mugar, I have determined that Farm Aid’s impact is complex and not clear. In this rhetorical analysis, I analyze pro-caregiving advocates, individuals and organizations who are attempting to energize policy change for unpaid family caregiving. I piece together an expansive text that includes online advocacy discourse, public policy statements, and hard copies of organizational promotional materials. Pro-caregiving advocates are attempting to expand shared responsibility for an issue that is traditionally assumed to be private--unpaid family caregiving.

Throughout this dissertation, I argue that pro-caregiving advocates are standing in the way of their own goals by rhetorically constructing inherent barriers to policy change. Each analysis chapter analyzes a dominant frame that is commonplace in pro-caregiving …
