Assisted by a Mellon planning grant and led by principal investigator Sarah Thomas, a Cornell University project team investigated the potential of significant structural reorganization that would increase the value of the Library’s services to the University. The study revealed that the proposed benefits of restructuring are better support for scholarly creativity and communication; use of library space that privileges library users; more cost-effective allocation of resources; and the development of a new infrastructure to permit new relationships between libraries to flourish, enabling improved services at lower cost. Partnerships between traditionally non-profit social services (the theme of the conference), funded by various donative arrangements and subsidized by government contracts, and any type of commercial business ventures are still relative rare in the mainstream of U.S. social work today. We can identify three distinct positions on the question among scholars in the U.S. today: A general management perspective found in business schools, a public affairs perspective found in schools of public administration, and two perspectives among social workers. A Meta-Analysis Of Government-Sponsored Training Programs, David H. Greenberg, Charles Michalopoulos, Philip K. Robins

This study uses meta-analysis to synthesize findings from 31 evaluations of 15 voluntary government-funded training programs for the disadvantaged that operated between 1964 and 1998. On average, the earnings effects of the evaluated programs seem to have been largest for women, quite modest for men, and negligible for youths. For men and women, the earnings effects of training appear to have persisted for at least several years after the training was complete. Classroom skills training was apparently effective in increasing earnings, but basic education was not. There is no evidence that more expensive training programs performed better than less expensive …

The objectives of this paper are to investigate the reasons for the slow pace of investment under the scheme and proffer measures that would address the identified problems. The paper is organized into seven sections to achieve these objectives. Following this introduction, an overview of SMIEIS is done in section 2, while section 3 contains the operations of the Scheme to date. The empirical investigation is discussed in section 4 and the constraints on the implementation of SMIEIS are highlighted in section 5. Political Barriers And The Transmission Of Monetary Policy Across States: The New England Antebellum Banking Market, Andrew J. Economopoulos

The New England antebellum banking market was examined to understand the interaction of political ideology and economic forces. With each state controlling bank entry, hence the money supply, political ideology could impede the supply of money within a state. However, the monetary forces from neighboring states may have influenced the degree to which parties held true to their political ideology. The results indicate that political ideology was an effective barrier in two of the six states, while three states were responsive to neighbor states' monetary policy regardless of political ideology. In this Article, we argue that current debates on the legitimacy of punitive damages would benefit from a comparison with jury nullification in criminal trials. We discuss critiques of punitive damages and of jury nullification, noting the surprising similarities in the arguments scholars use to attack these (superficially) distinct outcomes of the jury guarantee. Not only are the criticisms alike, the institutions of punitive damages and jury nullification also turn out to have many similarities: both are, we suggest, examples of what we call "nullificatory juries." We discuss the features of such juries, and consider recent behavioral data relating to …

ECHO housing was introduced in the United States in the 1980s based on a program started in Australia in 1975. An ECHO unit is a small house in which an elderly person resides and which is placed near the home of a host (either relatives or close friends of the elderly person). The purpose of this arrangement is to make it convenient and efficient for the occupants of the host family dwelling to provide assistance to the elderly person residing in the smaller ECHO house.

The purpose of this article is to investigate the rationality of two survey forecasts of selective U. S. macroeconomic performance measures that were widely followed in the financial markets during the 1990-2000 period. The research compares the rationality of survey forecast data from Money Market Services, Inc., and Thomson Financial. This article extends prior research that has evaluated the rationality of Money Market Services data for earlier time periods while also evaluating similar consensus forecast data from Thomson Financial that were widely reported in both Barron's and the Wall Street Journal during the 1990s.

Alternative staffing is a key form of labor market intermediation worthy of consideration alongside that provided by other community-based job placement programs. Furthermore, an examination of alternative staffing services underscores the essential role that supports to employment play in job-brokering for workers who are disadvantaged in the labor market because these are businesses that tend simultaneously and daily to the two sides of the work relationship (worker-client and customer business). The Economic Impact Of The Yucca Mountain Nuclear Waste Repository On The Economy Of Nevada, Mary Riddel, Martin Boyett, R. Keith Schwer

Current Yucca Mountain Project (YMP) operations provide relatively high-wage employment to the Nevada economy and constitute an economically stable proportion of the total gross state product (GSP). If the YMP were discontinued, economic losses, relative to the current economy, would be substantial. In 2000, the YMP contributed $195.7 million to the Nevada economy and an additional $188.6 million in 2001. The YMP was responsible for 3,650 jobs in 2000. This translates into a real disposable income of roughly $131 million earned each year in the state of Nevada.

Company change stories are often constructed around a linear series of ‘successful’ events which serve to show the company in a positive light to any interested external party. These stories of company success sanitise this process and offer data for change experts to formulate neat linear prescriptions on how to best manage change. This position is criticised in this paper which draws on processual case study data to argue that change is a far more complex muddied political process consisting of competing histories and ongoing multiple change narratives which may vie for dominance in seeking to be the change story. …

Over the last several years there have been a number of calls for the development of a new theoretical doctrine to govern the force structure of the United States military. The last big change in doctrine occurred in the post-Vietnam era. It involved not simply the change to the all-volunteer force, but an abandonment of escalation brinkmanship and open-ended missions. The subsequent Powell Doctrine demanded the use of overwhelming force and clear objectives and boundaries for military intervention. Managers require measures spanning multiple enterprises to increase supply chain competitiveness and to increase the value delivered to the end-customer. Despite the need for supply chain metrics, there is little evidence that any firms are successfully measuring and evaluating interfirm performance. Existing measures continue to capture intrafirm performance and focus on traditional measures. The lack of a framework to simultaneously measure and translate interfirm performance into value creation has largely contributed to this situation. This article presents a framework that overcomes these shortcomings by measuring performance across multiple firms and translating supply chain performance into shareholder value.
