Economic- air pollution models have been developed using an econometrics regression approach for the ambient air concentration levels of total particulate matter (TPM) ,, I960- 1990, sulfur oxide (SOx), 1962-1992, and carbon monoxide (CO), 1970-1992. There are some difficulties in determining the explanatory variables because many variables which affect ambient air levels may also be related to others explanatory variables. Furthermore, the lack of available ambient air concentration level data is another constraint in developing the models. Yet, this study suggests that while gross domestic product per capita has increased over time, ambient air levels of TPM and SOx pollutants …

This paper examines the employment conditions of research assistants in universities in the context of the stated intention of the Australian government to transfonn Australia into the 'clever country'. Research assistants have played an important role in Australia's research efforts. The growing teaching and administrative workloads of academic staff. and the increasing sophistication and complexity of research methodologies. have increased the demands on research assistants and the importance of their contribution. Summarizes information on wildlife viewing in Montana by residents and nonresidents, drawing from three studies conducted by the ITRR as well as the 1991 National Survey of Fishing, Hunting, and Wildlife-Associated Recreation. The report displays national trends in wildlife viewing, resident and nonresident viewer characteristics and participation patterns in Montana, and resident preferences for viewing area enhancements and for program funding sources.

Towards An Understanding Of Chinese Business Networks In Asia-Pacific: The Singapore Case, Thomas Menkhoff, Chalmers Labig

The embeddedness of entrepreneurs in local, regional or global business networks based on kinship, clanship, territorial or ethnic ties and solidarities has often been cited as characteristic of the Chinese business community in Southeast Asia. Qualitative interviews with Singaporean Chinese merchant-exporters were conducted in order to examine this thesis and shed light on the various "guanxi bases" of their international trading networks. The findings suggest that there is a strong tendency among these Singaporean entrepreneurs towards external commercial transactions with "outsiders" and "friends" rather than with "kin" whether by blood, marriage, or ascription. An Economic Analysis Of Trade Measures To Protect The Global Environment, Howard F. Chang

In this article, Professor Howard Chang addresses the role of trade restrictions in supporting policies to protect the global environment and proposes a more liberal treatment of these environmental trade measures than that adopted by dispute-settlement panels of the General Agreement on Tariffs and Trade (GATT). The GATT Secretariat has recommended that countries like the United States rely on "carrots" rather than "sticks" in order to induce the participation of other countries in multilateral environmental agreements. Professor Chang defends the use of sticks on the ground that they encourage more restrained exploitation of the environment pending a multilateral agreement. First, …

Capital Structure And Product-Market Rivalry: How Do We Reconcile Theory And Evidence?, Dan Kovenock, Gordon Phillips

This paper presents empirical evidence on the interaction of capital structure decisions and product market behavior. We examine when firms recapitalize and increase the proportion of debt in their capital structure. The evidence in this paper shows that firms with low productivity plants in highly concentrated industries are more likely to recapitalize and increase debt financing. This finding suggests that debt plays a role in highly concentrated industries where agency costs are not significantly reduced by product market competition. Following the empirical evidence we introduce the "strategic investment" effects of debt and argue that this effect, in conjunction with agency …

Research Assistants In The Clever Country, Michael K. Organ, S. Svensen

In this paper, we outline some of the problems facing research workers in Australian universities, with an emphasis on research assistants, the lowest classification of paid research worker. It is concluded that, while conditions have improved slightly since 1978, research assistants are still among the most marginalised public sector employees, and subjected to employment conditions which should be considered unacceptable in a society which values the benefits accruing from research activities.

Escaping The Tragedy Of The Commons, Roger A. Lohmann

Is tragedy due to over harvesting an inevitable consequence of the voluntary action of cooperation in a commons? No. Actually, commons theory resolved this question several decades ago. Such common goods are those pursued jointly by pluralities less than the dominant majority controlling the state and its unique ability to define public goods. In an era when the state has proven relatively powerless to define unambiguous public goods and public policy making is largely circumscribed in terms of a competition among interest groups, the state itself has become a major producer of common, rather than genuinely public, goods.
