This thesis will examine the personality and policy of Albert J. Beveridge, of Indiana, in his role as Chairman of the Senate Committee on Territories from 1901 to 1911. Particular emphasis is placed upon his attitude toward the admission into the Union of three territories, New Mexico, Arizona, and Oklahoma. This, therefore, is an effort to disclose the motives, methods, and theories which determined and characterized Beveridge's statehood policy.

The Northwestern Shoshone Indians is the tribe of Indians that inhabited the territory north of the Great Salt Lake comprising the northern part of Utah and the Southern part of Idaho. The Indians have loose boundary lines, yet we can definitely state that this tribe occupied the territory from the Weber river on the South to the Snake river on the North; from Bear Lake and Bear river on the East to Raft river and Goose creek on the West. During the Lewis and Clark expedition in 1804, the liquor problem first entered Kansas, when two men were punished for drunkenness while on duty. From 1804 to 1848 little is to be found in records that gives any information on this question but from 1848 to 1861 it was a live issue. Laws were enacted prohibiting the sale of intoxicating beverages to the Indians, the Dram-shop Law of 1855 was passed, the Wyandotte Constitutional Convention was held, and Kansas was admitted as a state January 29, 1861, without a liquor control law in her Constitution.
