America's livestock industries currently are facing a harsh climate. I refer not just to the weather problems that lowered feedstuffs production this year -- though the weather has certainly been bad enough. We started the year with drought in the Southwest that hit grain sorghum production and a good bit of feed wheat. Then the heavy rains delayed corn planting -- and the long, hot dry spell struck those late-planted crops and nearly finished some of them. Now we have had problems with early frost.

It gives me great pleasure to be here this morning, and to congratulate you in person for the outstanding work that your Committees have done in the past 5 years. You have helped American farmers achieve remarkable economic progress. You have helped make a resounding success of the shift to a market-oriented farm policy. That success is bringing major benefits to American farmers, to American rural life, to consumers and taxpayers across the country and to people all over the world who are seeking better diets and a more rewarding existence.

The whole basis for U.S. agricultural policy is changing.
Agricultural policy in the years just behind us has been dominated by the technological revolution in agriculture. Beginning with the late 1920's, new technology that had a tremendous impact on productivity and employment began to enter farming. The gasoline tractor and hybrid corn were just a couple of the new developments that helped move farming out of the horsepowered era and into the nuclear ago.

The last study on tractor power and cost of operation on Nebraska farms was published in 1939. Since then so many changes have been made in size of farms, farm machinery, and tractor design and efficiency that current information is needed to bring cost estimates up to date for farmers, county agents, research workers, and many agencies indirectly interested in agriculture. This study was to obtain information on cost and performance of the kinds and sizes of tractors in most general use in Nebraska. The problems and policy choices in state and local government finance were the main topics discussed in the major public affairs extension program of the University of Nebraska in 1961-62. The program was entitled: "Let's Talk About Nebraska Taxes." This educational activity for the citizens of the state was planned, prepared, and presented by the extension staff in agricultural economics under the leadership of the public affairs specialist. The general purpose of the program was to meet the need and desire for objective information on this important public issue as expressed by farm and nonfarm people throughout the state.

Following the extreme drought of 1934, the Nebraska Pasture Contest was organized to collect information, improve grasslands, and disseminate information on pasture management. Elvin Frolik and A. W. Peterson devised questionnaires administered by county agents. Data was entered on IBM punch cards, mechanically sorted, tabulated, and printed. This study deals with the farm management phase.

The land transfers in twelve counties in Nebraska for the period 1928 to 1933 have been studied and the findings are submitted in this bulletin. The data on which the study is based were obtained from records in the office of the Register of Deeds in each county and from other sources and include transfers which occurred during the period indicated. The counties included in the study are Boone, Cass, Cuming, Dakota, Dawes, Frontier, Gage, Hamilton, Harlan, Lancaster, Nuckolls, and Valley.
