Sales Of Livestock Insurance Scheduled To Resume, Darrell R. Mark

USDAs Risk Management Agency (RMA) offered livestock producers in selected pilot states, including Nebraska, a new insurance product in 2003 called Livestock Risk Protection (LRP). It provided down-side price risk protection while allowing producers to take advantage of higher prices, similar to creating a floor price by purchasing put options. Premiums for LRP insurance changed daily and depended on current market prices and market volatility. Unlike put option premiums that change based on the current day’s futures trade, LRP premiums were determined using the previous days futures and options prices. Retail trade activity is a significant sector in the state’s economy. Per capita net taxable sales (not including motor vehicle sales) exceed $10,000 annually; and nearly one quarter (24 percent) of Nebraska’s non-farm workforce is employed in the wholesale/retail sector. Therefore, the patterns and trends of retailing over time are important economic indicators. We have followed Nebraska’s retailing activity for many years, and have compiled a comprehensive web page of tables and charts (accessible through the Departmental web site at http://agecon.unl.edu). The following are some highlights of the retail trade data and analysis.

Early work in agricultural land appraisal emphasized several factors contributing to the value of agricultural land. These included productivity, building quality, location, adjoining road quality and other factors. Irrigation potential also came to be important and more recently, recreational factors and urban development have become important in explaining land values. Productivity gained in importance over time as the underlying force, although the remaining factors still are considered in explaining value differences among tracts. A recent research report from the Woods Hole Research Laboratory shows that the burning of fossil fuels is substantively raising the carbon dioxide content of both the oceans and the atmosphere, as shown in the chart from the Boston Globe on the next page. The concern is that both the atmosphere and the ocean will eventually become overburdened with this greenhouse gas, leading to unpredictable climate and environmental changes. Over the past few decades, U.S. meat consumption patterns have changed. Figure 1 shows the U.S. per-capita meat consumption from 1970-1999. Consumers have increased their total meat consumption by 9.3% from 1970 to 1999, however, the composition of the meat consumption changed as well. While beef consumption has consistently decreased since 1985 - that of poultry and fish have increased. Per capita pork consumption has not changed on average from the 1970’s to the 1990’s.

Farm Income Variability And The Supply Of Off-Farm Labor By Limited-Resource Farmers, Oscar Vergara, Keith H. Coble, George F. Patrick, Thomas O. Knight, Alan Baquet

We study the relationship between the off-farm labor decision and the limited-resource farmers' and spouses' off-farm wages, experience, education, and sources of income. We found that farmers' and spouses' off-farm experience and wages are significant factors in explaining the off-farm labor supply decision. Contrary to expectations, farm income variability is not significant in the farmers' and spouses' decision to seek off-farm work. The off-farm labor supply of farmers and their spouses is negatively correlated with income transfers from the government. It was also found that the spouse is a residual supplier of on-farm and off-farm labor.

Over the past few decades, U.S. meat consumption patterns have changed. Changes in food consumption patterns can be the result of changing demographic characteristics, changing lifestyles, increasing health awareness, and nutritional concerns. Prior research suggests that these factors have significant influence on the demand for meat (Capps and Schmitz; Kinnucan, Hsia, and Jackson). The recent interest in low carbohydrate diets and the association with increased red meat consumption is an anecdotal example of this phenomenon.

Farmland values, cash rental rates, and federal farm program payments steadily increased in the Northern Plains from 1991 - 2001. Econometric models are used to examine the impacts of Federal farm payments on cropland values and rental rates, statewide and regional, in South Dakota during this time period.

Response surface methodology (with central composite rotatable design for k=3 was used to investigate the product properties of extruded rice-cowpea-groundnut blends in a single screw extruder. The combined effect of cowpea (0-20%), groundnut (0-10%), and feed moisture (14-48%) levels were used for formulation of the products. The product moisture, expansion ratio, bulk density and total colour change were studied using standard analytical methods. Well-expanded rice-legume blend extrudates of less bulk density and lower moisture content were produced at low feed moisture. Increasing legume addition affected the various shades of colour in the product. Models developed for the indices gave R2 …

Nixtamalization is a traditional process that improves the nutritional quality of corn. To provide a means of utilizing the nutritional benefits of nixtamalized corn and improve product acceptability, lactic acid fermentation was applied. The objective of the study was to study the microbial profile and establish the important lactobacilli of fermenting nixtamalized corn dough. Two batches of cleaned whole corn were subjected to the process of nixtamalization, using two concentrations of lime (0.5 or 1.0%), milled, made into a dough (50% moisture) and fermented spontaneously for 72 h. On December 16, 2002 Nebraska, Kansas and Colorado settled the Republican River Compact lawsuit. The settlement allowed each state to use the same amount of water as was originally established in the 1943 compact. However, the settlement requires Nebraska to treat “tributary” wells, i.e. wells the pumping of which affects the river’s flow, as part of Nebraska’s compact water use. Further, regulation of these tributary wells will be required in dry years to insure that Kansas receives the water to which it is entitled. This study uses heteroskedastic Tobit and Censored Least Absolute Deviations models to examine the impacts of dairy cow ownership on selected outcomes for a sample of 184 households in coastal Kenya. The outcomes examined include gross household cash income, gross non-agricultural income, consumption of dairy products, time allocated to cattlerelated tasks, number of labourers hired and total wage payments to hired labourers. The number of dairy cows owned has a large and statistically significant impact on household cash income; each cow owned increased income by at least 53% of the mean total income of households without dairy cows. The objective of this study was to determine the effect of Escherichia coli 0157:H7 on feedlot profits. Fecal samples from 711 feedlot pens in 73 feedlots in Nebraska, Kansas, Oklahoma, and Texas were tested for E. coli 0157:H7. Average daily gain and feed-to-gain ratios were computed for each feedlot pen, and managers from each feedlot provided information on various feedlot management practices. Cattle performance and E. coli 0157:H7 prevalence are both affected by feedlot management practices. California had a market value of agricultural products sold of $25.7 billion in the year 2002 ranking it as the top agricultural producing state in the country. Approximately 74% of this market value was attributed to crop sales. California producers spent nearly $20.5 billion on total farm expenses. The largest single expense for agricultural producers in the state was labor at $4.3 billion. Another $1.6 billion was spent on contract labor. Hired and contract labor expenses accounted for nearly 29% of total farm expense. Approximately 34,000 California farms hired over 535,000 laborers. A recent survey of cow-calf producers in thirtyseven Western Nebraska counties inquired about cowcalf management practices and demographic characteristics of the respondents. Usable questionnaires were returned by 315 producers. Respondents categorized themselves as living either in the Panhandle (PH), Southwest (SW), Sandhills (SH) or ‘CKB’ areas of Western Nebraska. The ‘CKB’ area included producers who lived in Custer, Keya Paha or Boyd counties. For some questions the responses from some areas were too few to report separately, so areas were aggregated for reporting purposes. With the June 2, 2004 release of final numbers of the 2002 Agricultural Census, we gain a new benchmark of production agriculture and the trends underway.1 While there are many interesting aspects to observe, one of the most striking features is the magnitude of the production concentrated among the larger production units, and the momentum of this trend over time. Nebraska is not a state of some 49,000 farms of similar size and function, but rather one of farm size extremes.

On April 13, 2004 the Nebraska Legislature adopted LB962, one of the most far-reaching water laws in the state’s history. Governor Johanns signed LB962 into law on April 15, 2004. LB962 is based upon the December 2003 recommendations of the Nebraska Water Policy Task Force, and builds upon 1996 integrated water management legislation (LB108). This newsletter traces the development of integrated water management policies in Nebraska and how they are affected by LB962.
