Climate change is resulting in rising sea levels and increased rainfall, posing new challenges to stormwater management, particularly along coastlines. The airfield stormwater systems of Tyndall Air Force Base discharge directly into an interior bay of the Gulf of Mexico through tidal canals and ditches, creating a risk of system inundation from high tidewater conditions from sea-level rise (SLR). This study explores the performance and consequences of an inundated stormwater system from SLR during rainfall events using the EPA’s Stormwater Management Model (SWMM). Probability-based intensity-duration-frequency IDF curves are needed but currently lacking for Department of Defense DoD to construct and manage its infrastructure in changing climate. The objectives of this project were to 1 develop an innovative approach for considering rainfall non-stationarity in developing such IDF curves and 2 apply this approach to the state of Virginia. In this regard, the observed data on 15-min rainfall at 57 gauges and the precipitations projected by twelve pairs of Regional Climate Model RCM and Global Circulation Model GCM were used. Closed form analytical expressions have been developed to solve several basic problems related to the hydrologic design of storm water management facilities. The collection of these analytical expressions is referred to as the Analytical Probabilistic Storm Water Models (APSWM). APSWM can be used as an alternative to the design storm simulation models in the design and analysis of storm water management facilities. In this paper, a comparison is made between APSWM and design storm simulation models as applied to an actual design case.
