The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.

From consuming energy alone in 2009, the United States ranked second as a carbon emitter at 5,425 million metric tons annually; China was the leader at 7,706 million metric tons and India placed third at 1,591 million metric tons (EIA, 2010). Yet in 2009, the U.S. consumed more electricity than both China and India and was the leading importer of electricity (EIA, 2010). Incorporating more domestic sources of renewable energy can simultaneously alleviate two issues: mitigating climate change catastrophes and significantly reduce our dependence on foreign markets for electricity and other forms of energy. A Model To Relate Environmental Variation To Npdes Permit Violations At Thermoelectric Facilities On The Taunton River, Seth Delevan Sheldon

Large thermoelectric facilities are issued permits to discharge high volume, high temperature effluents as part of the National Pollutant Discharge Elimination System (NPDES). Once-through cooled power plants are especially dependent on large quantities of cool water to operate. When ambient temperatures are high or streamflow is very low, power plant managers must reduce (i.e., "dial back") energy generation in order to avoid violating their NPDES permit limitations. Sudden dial-back can have human health impacts when electricity is no longer available to provide cooling or other vital services. A superior system of electricity and environmental management would reduce the probability of …

Numerous references found in the academic and trade literature discuss the availability and applicability of certain technologies and policies to allow the U.S. electrical grid to address the future challenges of continued growth and aging infrastructure. However, the existing utility companies seem reluctant to adopt these new measures. This thesis will describe some of these strategies and develop a model using Stella system dynamics software that will explore the potential financial impact to the utilities from using these strategies in combination.
