The history of the development of the American West is full of countless examples of promoters seeking to encourage outside investors to buy land, invest in mines, and build railroads. The history of water projects in the region is no different. Residents of communities such as Grand Junction, Colorado, recognized early on the two-fold dilemma that they faced: irrigation and reclamation projects would be critical to the economic growth of the area, and the funding for these projects would have to be obtained from sources outside the region. This document records the decision made by the Bureau of Land Management (BLM) for managing the public land surface and federal mineral estate in the Jonah II Area Natural Gas Development project (hereafter referred to as the Jonah II Project). The Jonah II Project area comprises approximately 59,600 acres of Federal, State, and private land ownership. Of this total, approximately 56,400 acres are BLM administered or 95 percent; 2,560 acres are State of Wyoming or 4 percent; and 640 acres are private surface/federal minerals, or 1 percent. See Map 1.1 for the location of the Jonah II Project.

Hill Air Force Base (AFB), UT, is responsible for the operation and maintenance of the Utah Test and Training Range (UTTR). The range contains waste-water treatment and disposal facilities that consist of two infiltration ponds operated in parallel, followed by an emergency overflow basin that safeguards against unexpectedly high flow rates. A previous evaluation concluded that the existing facilities should be replaced, at a relatively high cost and with no possibility for beneficial water reuse. The U.S. Army Construction Engineering Research Laboratories (USACERL) was requested to further evaluate the system and to identify cost-effective, feasible alternatives. The plan will implement a mandatory shuttle bus system in Zion Canyon during the peak visitor use season. A transit/information center, located in a portion of the Watchman Campground, will function as the shuttle bus staging area. It will include a 575 vehicle parking and bus loading area, information center, visitor comfort facilities, amphitheater, and a picnic area. The Watchman Campground (partially displaced by the shuttle facilities) and South Campground will be rehabilitated to improve circulation and the quality of the campsites. The existing visitor center would be converted to an education center.

The relation of some physical and chemical soil characteristics to cryptogamic crust development was determined from sites in semidesert regions of southern Utah. The effects of grazing on cryptogamic crust development also was examined. Electrical conductivity, percentage silt, and soil phosphorus were found to be correlated with well-developed cryptogamic crusts. Both total cryptogamic cover and the number of cryptogamic species decreased under grazing pressure. The management of rangelands, especially in arid regions, would be strengthened by understanding the role of cryptogamic crusts and considering them in range management decisions.

Analytical water data obtained from a 9-month test program at the LVS (LaVerkin Springs) site, which is located in Washington County, Southwestern Utah, were evaluated. Fresh water and the water after processing through various pretreatment steps and after ED (electrodialysis) desalting and by desalting processes was demonstrated by the LVS site test program. The relative merit of different methods of treatment, disposal, and reuse of LVS water were studied. Hydro-meteorological instrumentation concepts are discussed. The necessity for an economic and reliable telemetering system is recognized and ways are shown how to achieve this objective. Particular discussion is given on total-precipitation and water-content-of-snow sensing. A method is also presented showing how to make isohyetal plots of telemetered precipitation information on an x-y plotter by use of a resistance paper method in conjunction with an analog computer.
