Land-use planning for modern societies requires technical competence as well as social competence. We therefore propose an integrative solution enabling better land-use planning and management through better-informed decision-making. We adapt a method developed for cross-disciplinary team building to identify the stakeholders and their various objectives and value systems. We use these results to populate artificial societies embedded into a dynamic data analytics framework as a tool to identify, explore, and visualize the challenges resulting from the different objectives and value systems in land-use planning and management. This research draws upon expertise across multiple disciplines and fields. Leveraged are natural systems data and social-behavioral data. The high-level objective is to advance our understanding of how very recent recurrent flooding has impacted residents within the City of Portsmouth, and then forecast these impacts under projections of sea level rise. While this research draws upon data for the City of Portsmouth, the findings may be generalized to the broader Hampton Roads region.

Environmental nonprofit organizations have emerged to attend to the environmental needs of individuals and communities. Some of these needs are usually those that have been neglected, given insufficient attention, or cannot be singularly handled by the government. In advocating for coastal resilience, environmental nonprofits have been identified as actors who address coastal issues like sea-level rise, flooding, and shoreline management.
Shoreline management involves building setbacks and formulating short and long-term defense strategies such as building living shorelines, ripraps, bulkheads, and tree plantings. These strategies formed the basis of coastal defense in coastal zones. Shoreline management is a significant area of …

House Bill 2187i, introduced by Delegate Keith Hodges in the 2021 session of the Virginia General Assembly, directed the Commonwealth Center for Recurrent Flooding Resiliency (CCRFR), a partnership between Old Dominion University, the Virginia Institute of Marine Science (VIMS) and the William & Mary Law School’s Virginia Coastal Policy Center (VCPC) established by Virginia Chapter 440 of the 2016 Acts of Assembly (HB 903), to evaluate the development of a Flood Resiliency Clearinghouse Program (henceforth Clearinghouse). This study examines the global diffusion of renewable energy policies: feed-in tariffs (FIT) and renewable portfolio standards (RPS). Existing studies of policy diffusion have failed to differentiate between four possible mechanisms of policy diffusion: emulation, suasion, learning and competition. To test these competing explanations, the study uses a mixed-method research design that combines statistical analysis of time-series cross-sectional data with an agent-based model of diffusion processes. The findings of the statistical analysis show strong support for the suasion (European Union Membership, Clean Development Mechanisms) and emulation mechanisms (cultural similarity or common language) in the diffusion of FIT. The adverse impacts of greenhouse gasses (GHG) and the imperative for reducing the existing rate of GHG production are well established. In the United States, the largest source of GHG emissions from human activities is from burning fossil fuels, primarily for the generation of electricity and transportation. The transportation sector accounts for 28% of all U.S. GHG production. Heavy-duty vehicles, such as large freight trucks, account for nearly one-fifth of the U.S. total, and this fraction is expected to grow rapidly. Consequently, many efforts are being used to reduce the total emissions of freight trucks. Most efforts emphasize one of …

As part of its Millennium Development Goals, the United Nations acknowledges that solving the world's water woes requires giving one billion additional people access to safe and affordable drinking water, while also noting that this is a difficult goal to achieve considering present environmental challenges. Amidst this atmosphere of vanishing freshwater, the legislative policy community has begun to encourage diverse discourse on the topic of efficient resource management, but the form and function of such a solution present unique political and theoretical challenges for policymakers and scholars alike. The once-renowned waterfowl populations and bass fishery of Back Bay, Virginia have declined dramatically in recent years. Lands surrounding Back Bay are increasingly threatened by on-going and potential land development. These lands serve as an important filter for pollutant and sediment-laden runoff from adjacent areas. The boundary of the Back Bay National Wildlife Refuge was expanded in 1989 to include an additional 6,340 acres of brackish marsh, forested swamp, and "critical edge" upland habitat, important to a variety of wildlife species and for its natural filtering effect.
