An institutional dilemma exists between the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA). US surface waters are protected from point-source pollution by the CWA. Community Water Systems (CWSs) that draw from these surface waters for potable purposes are required to treat that water to a level that meets SDWA health standards. Therefore, decreases in CWA regulations could lead to surface water quality declines and, thus, higher SDWA compliance costs for CWSs. This study examined land use and crime against persons and crime against property in Las Vegas, Nevada at varying spatial levels of analysis. Using crime data provided by the Las Vegas Metropolitan Police Department and the Clark County Assessor’s office, results at the macro-level of analysis reveal that property crime rates concentrated on commercial, transportation, communication and utilities, and industrial land use, whereas violent crime concentrated at commercial, multi-residential, and civic, institutional, and recreational land use. The problem of nuclear waste disposal has existed since the time of the Manhattan Project in World War II. Although there exist a number of technological hurdles, the main cause that has consistently plagued a solution to nuclear waste has been the politics behind it. This thesis attempts to add to the political literature behind nuclear waste disposal by examining the nuclear waste disposal preferences of members of the United States House and Senate. Landscape level wildfire prediction can be used to allocate wildfire resources and guide land management practices. Wildfire prediction in arid habitats in the Southwestern United States is of specific concern because of the negative ecological impacts of fire on desert habitats and the current lack of accurate fire prediction tools for such areas. The purpose of this study was to identify current issues in water allocation in the Lower Colorado River Basin and to locate existing areas of consensus among its stakeholders. Surveys, both paper and web-based provided the data required to measure overwhelming agreement on issues. The data analysis served to locate the areas of agreement within and between interest groups. While overwhelming agreement between all groups proved to be a relatively rare occurrence, the existence of issue specific agreement between two or more groups was more common than expected. However, the slow moving and sometimes stagnant water created by the vegetation in the wetland creates an ideal environment for the proliferation of mosquitoes. Many of today's challenging environmental problems, to the point of manifesting themselves on a scale that has global, political consequences, likely result from long-term evolutionary developmental processes. The degree to which humans can manage the evolution of these problems remains an open question. Faced with such challenges, since the mid 1980s, an increasing number of scholars have developed other forms of management, in particular, adaptive management. Though Americans tend to view wilderness as separate from nature, environmental historians have argued that wilderness is a cultural construct more than a quantifiable geographic category. Red Rock Canyon National Conservation Area (NCA), a 195,000-acre tract located west of Las Vegas, Nevada, is one such cultural construction. Since 1960, this BLM-managed parcel has served as a local and regional expression of broader, national trends in outdoor recreation, interpretation, and development and thereby forced visitors to engage (often unknowingly) in a cultural dialogue about consumerism, technology, and identity. Better management of highway operations can be achieved, in part, by controlling vehicular access to adjacent properties and cross streets. This tactic, referred to as access management, has proven safety and operational benefits. However, doubts remain regarding its environmental and economic benefits.

I hypothesize that one environmental indicator, carbon emissions, will decrease with proper access management. Controlling access increases the speed at which vehicles travel, improving fuel efficiency and reducing carbon emissions. Rock climbing affects public lands through erosion, destruction of vegetation, and disturbance to historical sites. Minimum impact messages can help reduce impacts but requires understanding characteristics of the message recipient. The purpose of this study was to understand the motivations of rock climbers to help land managers design more effective minimum impact messages. This study assesses the motivations of rock climbers using a social worlds approach, focusing on the sub-worlds of. traditional climbers, sport climbers, and boulderers. Ground level ozone is an air pollutant that affects people of all ages and origins in many urban areas including the Las Vegas Valley. The purpose of this study is to examine the best strategy to minimize tropospheric ozone generation through using a system dynamics approach via LUTAQ is used to formulate a solution to the reduction of ozone in the Clark County non-attainment area. By increasing housing density, decreasing average distance per trip, and decrease average number of trips per person per day is the most effective strategies to improving ozone levels in Las Vegas Valley.

The U.S. Forest Service (USFS) has implemented the Healthy Forests Initiative (HFI) (2002), which streamlines the NEPA process for proposed forest fuel reduction projects. A key question is whether the USFS’s streamlined NEPA process produces an adequate environmental document and fulfills regulatory requirements. This thesis evaluates whether the streamlined approach practiced by the USFS under the HFI satisfies the NEPA requirements. A review of four streamlined documents assesses whether these requirements are met. The Clean Air Act of 1970 (CAA) made the Environmental Protection Agency (EPA) responsible for establishing and maintaining federal programs that control air quality. In turn, each state was delegated responsibility for air quality within its borders, although this responsibility may be shared with Native Americans or tribal lands. In many states, jurisdiction has been delegated to regional or local agencies that are then responsible for air quality in their respective air basins. Transportation of high-level nuclear waste poses a potential risk of exposure from radiation to people of Las Vegas and the surrounding environment. 77,000 metric tons of waste is scheduled to start arriving at Yucca Mountain in 2010. For 24 years legal weight trucks will transport high-level nuclear waste through 109 cities with populations over 100,000. The population of Las Vegas is over 400,000 people. For unknown reasons horses went extinct on the North American continent approximately ten thousand years ago and were subsequently reintroduced by Spanish settlers in the 1400's. As European settlers moved westward, horses were perceived as competition for grasslands and their numbers were curtailed. Wild horses were granted Federal protection in 1959 with the passage of the 'Wild Horse Annie' law and further protected with the passage of the Wild, Free-Roaming Horse and Burro Act of 1971. This thesis is a case study of the redevelopment project of the former Armory site in Las Vegas, Nevada, a United States Environmental Protection Agency Brownfield Pilot Project. This investigation uses benefit-cost analysis to determine whether the project is economically feasible. This examination includes a description of the Brownfield program, a description of the site, selection criteria, and the proposed future use of it. The results show that the benefits exceed the costs.

As the number of people continually move to the Las Vegas Valley and take up residence, the possibility of "running out of water" can become a reality. Having large water users (i.e. golf courses) irrigate their turf with recycled water, they will significantly impact the water management efforts in the Las Vegas Valley. When each course is irrigating their turf with recycled water, this will help ease the drinking water demand in the valley, especially during the peak demand season (summer).
