[Scholarcy Abstract] The rates of sea level rise in coastal Virginia and the Chesapeake Bay significantly exceed the global rate and weakening of the Atlantic Meridional Overturning Circulation adds to the annual rates.

The original vision was to enhance future resilience of Low-Elevation Coastal Zone communities by advancing understandings and approaches to better anticipate and mitigate hazards to human health, safety and welfare and reduce deleterious impacts to coastal residents and industries. The UN COP26 2021 conference on climate change offers the chance for world leaders to take action and make urgent and meaningful commitments to reducing emissions and limit global temperatures to 1.5 °C above pre-industrial levels by 2050. Communities in coastal Virginia, particularly in the urban region of Hampton Roads and the rural Eastern Shore peninsula, are experiencing the impacts of climate change as part of everyday life. Among the most apparent impacts are sea level rise and associated flooding, but increasingly residents of the region are observing changing ecosystems, health impacts and complex social challenges are made more difficult. Over the past few decades, the Hampton Roads region, with its extensive coastline, has been experiencing more frequent flooding from surges and precipitation caused by tropical storms, nor’easters and heavy thunderstorms (Figure 1). Recurrent flooding is “flooding that occurs repeatedly in the same area over time due to precipitation events, high tides or storm surge.”¹ The recurrence of tidal/surge flooding in Hampton Roads has increased from 1.7 days of “nuisance” flooding per year in 1960 to 7.3 days per year in 2014.² Although there is no definitive region-wide data to document the increases in precipitation-induced flooding, there …

In support of the development of the Mitigation and Adaptation Research Institute, MARI, the proposal writing team developed a survey to elicit stakeholder comment. The survey was conducted using the internet-­‐based survey tool, Qualtrics, hosted by Old Dominion University and was available from February 26 to March 21, 2014

The survey was distributed to approximately 550 stakeholders who were identified through their participation in previous climate change adaptation events, local government contacts and email lists. Recipients were asked to invite interested colleagues or other contacts to participate in the survey by forwarding the solicitation email. One hundred and eleven responses …
