Law requires federal agencies to develop long-term strategic plans. Strategic plans define goals, objectives, and performance measures defining how the agencies and programs will reach their stated goals. U.S. Fish and Wildlife Service’s Partners for Fish and Wildlife (PFW) develops strategic plans every five years. Each individual state develops a plan for their respective state. Those state plans are compiled for the region and become part of Regional Comprehensive Strategic Plan. The current strategic plan expires in 2021. States will begin the strategic planning process in 2020. In Utah, PFW staff will also begin developing a strategic plan for the …

Emerging "Structure-from-Motion" (SfM) photogrammetry techniques encourage faster, cheaper, and more accessible field methods for accurately reconstructing 3D topography. The SfM method consists of collecting sets of overlapping images of the ground surface with a point and shoot camera, and reconstructing surface topography from the images with developed software programs. This research develops and implements a SfM image acquisition method and post-processing workflow as a supplemental technique to the traditional total-station method to aid in monitoring sandbar change in Marble and Grand Canyons along the Colorado River in Arizona. In the past 100 years, coyotes (Canis latrans) have expanded their range eastward. During their expansion, coyotes hybridized with gray wolves (Canis lupus) in the north and red wolves (Canis rufus) in the south. Coyotes were historically occupants of the plains, but now may be found in environments as varied as the sagebrush steppe, deserts, swamps, and inner cities. St. Mary’s County, MD, home to Naval Air Station Patuxent River (Pax River), was one of the last counties in the country to be colonized by coyotes. PRELUDE

On June 26, 2012 a lightning strike ignited a wildfire in the Manti-La Sal National Forest of central Utah’s Carbon and Emery counties (Figure P.1). By the time the Seeley wildfire was contained three weeks later, some 48,000 acres of federal, state, and private land had been burned and $8.7 million in suppression costs expended (Styler 2012). According to the Monitoring Trends in Burn Severity (MTBS.gov) project, nearly one-third of the acreage was severely burned, damaging vegetation and soils for years to come. The Utah Wind Working Group (UWWG) believes there are currently opportunities to encourage wind power development in the state by seeking changes to the avoided cost tariff paid to qualifying facilities (QFs). These opportunities have arisen as a result of a recent re-negotiation of Pacificorp’s Schedule 37 tariff for wind QFs under 3 MW, as well as an ongoing examination of Pacificorp’s Schedule 38 tariff for wind QFs larger than 3 MW.
