The main goal of this survey is to identify as many U.S. Stormwater Utilities (SWUs) as possible. Because many stormwater professionals do not have the time to respond to questionnaires, our primary method of identification was Internet searches. We searched key terms such as “stormwater utility,” “stormwater fee,” and “drainage fee.” We scoured online municipal codes such as Municode, AmLegal, Sterling, LexisNexis, General Code, and others. We searched through many city web websites to find utilities. We have also had many people contact me to update fees and identify new utilities. The uncertainty in model projections of future precipitation across the Sahel has persisted across many generations of Earth System Models (ESMs), with some models predicting drying and others moistening across this region. These discrepancies in future projections pose a challenge for stakeholders and decision makers. Many projections of Sahel precipitation found in the ESMs participating in the sixth phase of Coupled Model Intercomparison Project (CMIP6) show a zonal dipole in precipitation trend, with moistening across the Central and Eastern Sahel and drying projected for the Western Sahel. The precise measurement of soil water content (SWC) is crucial for effective water resource management. This study utilizes the Cosmic Ray Neutron Sensor (CRNS) for area-averaged SWC measurements, emphasizing the need to consider all hydrogen sources, including the time-variable ones like plant biomass and water content. Chapter 1 presents a background on soil moisture estimation, CRNS technology, and an overview of the study. It discusses various soil moisture measurement techniques, highlights the gap in knowledge addressed by CRNS technology, explains CRNS functionality and advancements, and outlines the study's motivations and methods.

Piping plovers (Charadrius melodus; hereafter, plovers) and interior least terns (Sternula antillarum athalassos; hereafter, terns) are two avian species that nest along the Lower Platte River system (LPRS) in Nebraska. In the LPRS, river sandbars provide natural nesting habitat, but off-river sites provide substantial nesting habitat especially when sandbar habitat is scarce. Although presumed to be important for the persistence of plovers and terns, off-river habitat is not self-sustaining and predicted to decline. Understanding the vital rates of plovers and terns in the LPRS will inform the role of off- river sites in the future conservation …

Delayed Coastal Inundations Caused By Ocean Dynamics Post-Hurricane Matthew, Kyungmin Park, Emanuele Di Lorenzo, Yinglong J. Zhang, Tal Ezer, Fei Yi

Post Hurricane Abnormal Water Level (PHAWL) poses a persistent inundation threat to coastal communities, yet unresolved knowledge gaps exist regarding its spatiotemporal impacts and causal mechanisms. Using a high-resolution coastal model with a set of observations, we find that the PHAWLs are up to 50 cm higher than the normal water levels for several weeks and cause delayed inundations around residential areas of the U.S. Southeast Coast (USSC). Numerical experiments reveal that while atmospheric forcing modulates the coastal PHAWLs, ocean dynamics primarily driven by the Gulf Stream control the mean component and duration of the shelf-scale PHAWLs. The High Plains aquifer underlies 111.8 million acres (about 175,000 square miles) in parts of eight States: Colorado, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, and Wyoming. Water-level declines began in parts of the High Plains aquifer soon after the beginning of substantial groundwater irrigation (about 1950). This report presents water-level changes and change in recoverable water in storage in the High Plains aquifer from predevelopment (about 1950) to 2019 and from 2017 to 2019.

In Kentucky, historic and paleo-climate data are limited, and current understanding of long-term climate change in the state relies on instrumental data spanning only 1895-present. Proxy data are necessary to extend the temporal and spatial span of climate information. One potential proxy source for Kentucky is tree ring data, but currently, only four such datasets are publicly available on the International Tree Ring Data Bank (ITRDB). Archaeological and archival timber sources may help to fill in this gap. Imagery from fixed, ground-based cameras is rich in qualitative and quantitative information that can improve stream discharge monitoring. For instance, time-lapse imagery may be valuable for filling data gaps when sensors fail and/or during lapses in funding for monitoring programs. In this study, we used a large image archive (> 40,000 images from 2012 to 2019) from a fixed, ground-based camera that is part of a documentary watershed imaging project (https://plattebasintimelapse.com/). Northern Pearl Dace Margariscus nachtriebi are a small-bodied glacial-relict fish species of greatest conservation need (SGCN) found throughout Canada and the northern United Sates. Their distribution within the Nebraska Sandhills Ecoregion is isolated from the northern core distribution of the species following the last glaciation period approximately 18,000 years ago. Headwater streams within the Nebraska Sandhills Ecoregion are predominately groundwater fed and provide the cool water temperatures needed to support Northern Pearl Dace and other glacial-relict SGCN. Headwater streams within the Nebraska Sandhills Ecoregion have been geomorphically altered through anthropogenic processes such as channelization whereby habitat homogenization has occurred. Multiscale environmental processes determine in-stream habitat conditions which drive species distributions. Habitat constitutes the physical template upon which ecological processes occur and species conduct life stage activities. Habitat heterogeneity promotes biodiversity of aquatic systems. Stream classification informs freshwater conservation by providing a useful framework to account for habitat heterogeneity, often based on landscape regions of similar environmental processes. A greater understanding of landscape-based classification frameworks as means to classify stream systems may improve understanding of drivers of biodiversity. The Nebraska Water Quality Index, under development by the Nebraska Department of Environment and Energy, summarizes in a single value eight environmental parameters that have been monitored in Nebraska for nearly 20 years. Water quality parameters including those used in the Nebraska Water Quality Index have been shown in previous studies to impact bacterial growth. As such, this index has the potential to correlate with the freshwater microbial community. This report focuses on groundwater system characterisation in the region north of Newman, based on analysis of pre-existing data and data newly acquired during project activities. Groundwater system characterisation was an important research component supporting the assessment of managed aquifer recharge opportunities, using mine dewatering surplus generated (due to mining below the watertable) at large BHP Billiton Iron Ore operations in the eastern Pilbara mining zone, and aiming to support irrigated agriculture. In Nebraska, average nitrate concentrations in groundwater have doubled since 1974, making water quality management more important than ever. As droughts, heat waves, and floods become more common climate events, understanding their impacts will be necessary to make informed management decisions. Corn seedling emergence is a critical factor affecting crop yields. Accurately predicting emergence is crucial for precise crop growth and development simulation in process-based crop models. Background: Substance use disorder and associated deaths have increased in the United States, but methods for detecting and monitoring substance use using rapid and unbiased techniques are lacking. Wastewater-based surveillance is a cost-effective method for monitoring community drug use. However, the examination of the results often focuses on descriptive analysis.

Exposure to neonicotinoid insecticides is associated with adverse human health outcomes. There is environmental contamination in Saunders County, Nebraska, due to the accumulation of fungicides and insecticides from a now-closed ethanol plant using seed corn as stock. A pilot study quantified environmental contamination in nearby houses from residual pesticides by measuring dust and air (indoor/outdoor) concentrations of neonicotinoids and fungicides at the study site (households within two miles of the plant) and control towns (20–30 miles away). Crop simulation models are indispensable tools that facilitate studies to assess climate impacts and adaptation responses, but have not been adequately tested in terms of accurately predicting crop growth and water stress responses to high carbon dioxide concentrations [CO2]. For arsenic decontamination from groundwater, arsenic crystallization is becoming adopted due to its sustainability and economic benefits. However, arsenic crystallization technology is a two-step process, which makes it complex and generates hazardous waste. Successful efforts toward making it a single-step process are presented here. Karakoram Himalayas are vulnerable to glacial lake outburst floods (GLOFs), which cause catastrophic floods in the surrounding areas. The increasing natural and anthropogenic activities, especially in the Indo-Gangetic Plains at the southern flank of the towering Himalayas, could be the cause of climate change affecting the frequency of the natural hazards in the Himalayas. Single activation of peroxymonosulfate (PMS) in a homogeneous system is sometimes insufficient for producing reactive oxygen species (ROS) for water treatment applications. In this work, manganese spinel ferrite and graphitic carbon nitride (MnFe2O4/g-C3N4; MnF) were successfully used as an activator for PMS under visible light irradiation to remove the four-mostdetected- hormone-contaminated water under different environmental conditions. Water, energy, and food are linked in intricate ways in irrigated agriculture and understanding the interplay of these components is crucial for sustainable and profitable crop production, particularly in smallholder setting such as in sub-Saharan Africa. A review of the current literature shows there is no clear consensus regarding the reaction mechanisms of air-borne aromatic compounds such as toluene by photocatalytic oxidation. Potential oxidation reactions over TiO2 or TiO2-based catalysts under ultraviolet and visible (UV/VIS) illumination are most commonly considered for removal of these pollutants. Along the pathways from a model pollutant, toluene, to final mineralization products (CO2 and H2O), the formation of several intermediates via specific reactions include parallel oxidation reactions and formation of less-reactive intermediates on the TiO2 surface. Because flash drought is a relatively new phenomenon in drought research, defining the concept is critical for scientists and decision-makers. Having detrimental impacts on many sectors, it is important to have a consistent definition and understanding of flash drought, between experts and stakeholders, to provide early warning to the community. This study focuses on onset and progression of conditions and demonstrates the difference in flash drought identification for 15 events across six quantitative definitions of flash drought that use the U.S. Drought Monitor (USDM). Agricultural irrigation practices have changed through time as technology has enabled more efficient conveyance and application. In some agricultural regions, irrigation can contribute to incidental aquifer recharge important for groundwater return flows to streams. The Henrys Fork Snake River, Idaho (United States) overlies a portion of the Eastern Snake Plain Aquifer, where irrigated agriculture has occurred for over a century. Using irrigator interviews, aerial and satellite imagery, and statistical streamflow analysis, we document the impact of farm-scale decisions on basin-scale hydrology. Institutional authority and responsibility for allocating water to ecosystems (“ecologically available water” [EAW]) is spread across local, state, and federal agencies, which operate under a range of statutes, mandates, and planning processes. We use a case study of the Upper Missouri Headwaters Basin in southwestern Montana, United States, to illustrate this fragmented institutional landscape. Much of Earth’s nutrient cycling takes place in soils. Characteristics of soils control physical, chemical, and biological processes that determine rates of nutrient fluxes, storage, or transformation. As remediation of excess nutrients in stormwater runoff is one function of stormwater Best Management Practices (BMPs), the soil profile constitutes one of the most important factors of BMP design.
