This document details my proposed decisions regarding the new management arrangements for the West Coast and Gascoyne commercial “wetline” fisheries. Before finalising my position on the new management arrangements for these fisheries I invite any final comments on the proposed arrangements set out in this document. Although specific issues have been identified, your views are sought on any or all of the matters in the document of significance to you and/or your group.

Habitat enhancement is a common and effective method used to positively influence fish populations. However, there is a paucity of speciesspecific evaluations of stream habitat enhancement structures for warmwater fishes. We evaluated use of half-log, rootwad enhancement structure, and simulated undercut bank (LUNKERS) by adult and juvenile spotted bass (Micropterus punctulatus) in natural and experimental streams. Enhancement structures were installed in Otter Creek, Kansas. In Virginia, an examination of existing derelict trap data retrieved from Chesapeake Bay Multispecies Monitoring and Assessment Program (ChesMMAP) trawl surveys shows the potential effect of derelict traps on fish communities in Virginia waters (Bonzek and Latour 2005). Since 2002, ChesMMAP has attempted to sample 90 stations in the mainstem Chesapeake Bay ranging from the southern edge of the Susquehanna Flats to the Bay mouth in all depths to a minimum of 10 feet during each cruise. This report presents the results of striped bass (Morone saxatilis) tagging and monitoring activities in Virginia during the period 1 September 2005 through 31 August 2006. It includes an assessment of the biological characteristics of striped bass taken from the 2006 spring spawning run, estimates of annual survival and fishing mortality based on annual spring tagging, and the preliminary results of the fall 2005 study that documents the prevalence of mycobacterial infections of striped bass in Chesapeake Bay. The life history and ecology of the blue sucker (Cycleptus elongatus) in the lower Milk River, Montana were investigated in 2002 and 2003. A total of 253 blue sucker was captured; 248 adult fish, three larval fish, and two age-0 juveniles. The ages (n = 102) of the adult blue sucker ranged from 10 to 37 years; maximum age greatly exceeded ages reported in other studies. Blue sucker in the Milk River population grew slower, matured later, and lived longer than fish at lower latitudes. Adult females of the blue sucker were longer and weighed more than …

The Atlantic States Marine Fisheries Commission (ASMFC) adopted the Interstate Fishery Management Plan (hereafter referred to as FMP) for the American eel in November 1999. The FMP focuses on increasing coastal states’ efforts to collect American eel data through both fishery dependent and fishery independent studies. Consequently, member jurisdictions (including Virginia) agreed to implement an annual survey for YOY American eels. More normal riverflows and salinities returned in 2005 after two very wet years. Temperatures were somewhat colder than normal during the winter, and warmer during the summer. The physical environment was generally more favorable for parasite activity, and thus brought a slight increase in prevalence and intensity of the oyster diseases caused by Perkinsus marinus (Dermo) and Haplosporidium nelsoni (MSX). Among quarterly James River Survey sites, maximum annual P. marinus prevalences returned to levels typical of the mid- 1990s, before the years of drought. Growth of the shellfish aquaculture industry in Virginia has added significant value to the state’s seafood marketplace. Today, watermen continue to harvest both hard clams and oysters from the state’s public resources, albeit at diminished rates. At the same time, Virginia’s watermen-farmers are providing growing quantities of additional quality shellfish to consumers. Following the lead of the hard clam industry, there has been a significant transition to intensive aquaculture of native oysters in recent years. Fisheries management techniques are not often applied to American eels because basic biological information is not well known. Unknown biological parameters such as variation in growth rates and length at age have complicated stock assessment and management efforts. Though American eel are not usually considered a sport fish, their ubiquity and readiness to take a bait leads them to be caught by recreational fishermen (Collette and Klein-MacPhee, 2002). Young American eel are also used as a baitfish in coastal areas (Jenkins and 4 Burkhead, 1993.) Concern about the decline in landings of American shad (Alosa sapidissima) along the Atlantic coast prompted the development of an interstate fisheries management plan (FMP) under the auspices of the Atlantic States Marine Fisheries Management Program (ASMFC 1999). Legislation enables imposition of federal sanctions on fishing in those states that fail to comply with the FMP. To be in compliance, coastal states are required to implement and maintain fishery-dependent and fishery-independent monitoring programs as specified by the FMP. The populations of sea urchins and their main predators, triggerfish (Balistidae), wrasses (Labridae) and emperors (Lethrinidae), were studied in the extractive and non-extractive zones of the Misali Island Marine Conservation Area in order to (1) evaluate the applicability of a sea urchin-sea urchin predator model developed in Kenya’s fringing reefs, (2) gain baseline data on Misali’s coral reef, and (3) evaluate the recovery status of the protected zone. Quota management systems are now in place for the New Zealand, Tasmanian and South Australian rock lobster fisheries. New Zealand was the first to move to QMS (1989), followed by the Southern Zone of South Australia (1993), Tasmania (1998) and Northern Zone South Australia (2001). As part of a review of the system of management used for the West Coast Rock Lobster Fishery, a West Australian delegation visited New Zealand, Tasmania and South Australia in 2004 to learn more about the management systems in place for their respective rock lobster fisheries.

Although the Great Salt Lake is frequently treated as if it were a single body of water, the natural bays and transportation causeways have divided it into a system of four bays. The bays, however, do not function independently because water, nutrients and other contaminants flow between them. The purpose of our study was to analyze the water quality in three of the bays (Farmington, Bear River and Gilbert), to determine fluxes of nutrients between them, and to determine how this was influencing brine shrimp populations in the lake. To examine how salinity and nutrient supply interact to control phytoplankton community composition, nutrient limitation, and dinitrogen (N2) fixation rates in the Great Salt Lake (Utah, USA), we conducted a series of bioassay experiments with plankton from both Gilbert Bay, where salinities are near 160 g·L–1, and Farmington Bay, where salinities range from 10 to 90 g·L–1. Six-day nutrient addition bioassay experiments showed that the extant phyto plankton communities in both bays were limited by nitrogen (N). However, in 28- to 30-day factorial bioassay experiments in which both salinities and nutrient supply were manipulated, phosphorus stimulated chlorophyll a as much …

Field and laboratory studies indicate a strong positive association between exposure to chemical pollutants in aquatic environments and development of neoplasia in fishes. This brief communication reviews some of the more important North American and European studies that have been conducted on this relationship. We then review work conducted on a small nonmigratory estuarine cyprinodontid teleost fish, the mummichog (Fundulus heteroclitus) in the industrialized Elizabeth River, Virginia USA. Histopathological surveys of mummichogs from variously degraded habitats indicate an association between PAH exposure and development of neoplasia. We have observed non-neoplastic lesions, preneoplasms and hepatic, biliary, exocrine pancreatic and vascular neoplasms …

The Virginia Game Fish Tagging Program (VGFTP), initiated in 1995, coordinates tagging and a tag-recapture fish database generated through contributed efforts of a dedicated corps of trained marine anglers. Through 2005, the program’s database includes nearly 88,000 records of tag-released fish and approximately 8,300 recaptures.

This dissertation aims to understand the history of, and possible alternatives to, managerial responses to socio-ecological issues by examining one of the largest natural resource management failures of the twentieth century—the collapse of the Northern cod fisheries off Newfoundland and Labrador, Canada. In 1992, the Northern cod fishery off Newfoundland and Labrador (the world's largest ground fishery) was shut down. The Northern cod had been reduced to 1% of their historic spawning biomass and cod fishing as a way of life had come to an end after a 500 year history.
