Four experimental filter fields were constructed with built-in monitoring equipment in Nixa soils. These soils contain many chert fragments and a fragipan about 60 cm below the soil surface. The fragipan restricts downward movement of water and is the designlimitingfeature. The four filter fields were: 1. A "standard" filter field, 76 cm deep. The bottom of the trench was in the fragipan. 2. A "modified standard" filter field, 30 cm deep. The bottom of the trench was above the fragipan. 3. A "modified pressure" filter field, 40 cm deep. The amount of water required for coal slurry transportation is a function of the coal properties and the magnitude of coal movement. The pipeline system characteristics and the method of slurry preparation also affects the overall water requirement of the system. In the present study methodologies are developed based on reported and modified coal slurry flow correlation equations to determine the quantity of water needed under various coal transport and flow conditions. A laboratory system was fabricated to measure infiltration and runoff from spoil and soil profiles constructed in rectangular bins. Construction, calibration and operation of a rainfall simulator is discussed and instrumentation used to measure transient infiltration and transmittance of water through experimental profiles is described.
Spoil and soil materials from surface mines in Eastern and Western Kentucky were transported to the laboratory and used in constructing experimental profiles in rectangular bins (0.91 x 1.83 x 1.07 m). Information on fluorescent dyes used for water tracing and the results of six studies are reported. Optical brightener, direct yellow, fluorescein, rhodamine (WT), and other dyes are described and the procedures employed in their use ·in the field and in equilibration experiments are discussed. Three of the six studies consisted of investigations of the equilibration with passive detectors of three of the dyes. The absorption of optical brightener on fabric detectors was apparently linear with concentration and with immersion time, while detectors became rapidly saturated with direct yellow. Effects of soil type, flow rate, antecedent soil moisture and other factors on transport of E. coli through soils was measured on disturbed and intact columns 20 cm in diameter by 25 to 30 cm in depth. Added E. coli were distinguished from indigenous microbes using an antibiotic resistance marker. Transport of Cl- and 3H2O was also measured. Up to 96 percent of the bacteria irrigated onto the surface of intact columns were recovered in the effluent. Soil structure appeared to be related to the extent of transport. Two experimental septic tank filter fields were constructed with built-in monitoring equipment in Nixa soils. These soils contain many chert fragments and a fragipan about 60 cm deep which restricts downward water movement and is the design-limiting feature. The standard filter field (76 cm deep) was built into the fragipan and the modified standard filter field (30 cm deep) was placed above it. During 30 months' observation, the modified standard performed better than the standard filter field. The concentrations of coprostanol and hydrocarbons were measured in the effluent from the Chesapeake-Elizabeth sewage treatment plant and surface sediments from the area surrounding the effluent discharge site. Most of the coprostanol (>84%) and hydrocarbons (>91%) were associated with particulates in the effluent. Some of these particles were incorporated into the sedimentary column within the study area, while some may have escaped from the area.
The study area is found to be a dynamic area where changes in the percentage and distribution of fine-grained sediments occur over periods of months. The movement of fine-grained sediments is an important …

As a result of an extended period of abnormally high precipitation, prolonged snow melt, and subsequent high water tales, Utahns, in 1983 suffered from landslides, debris flows, flooding, and a dam failure. On April 30, 1983, the President determined the Spanish Fork slide-dam and Thistle flood covering Utah, Carbon, and Emery Counties was of sufficient seventy and magnitude to issue a Major Disaster Declaration under Public Law 93-288. The incident period was not closed until July 1, 1983. By the time all flooding had ceased, nineteen additional counties (over 75% of Utah) had been included in the Declaration.

Charleston, Illinois, a city located in east-central Illinois, recently implemented a new concept in a raw water system. Due to storage capacity-sedimentation problems in the old Lake Charleston-Embarras River raw water supply, the Charleston Pump Storage Reservoir was constructed. The new system involved building a dike separating the Lake Charleston impoundment from the Embarras River. Water to increase the storage capacity of the reservoir can now be selectively pumped into the impoundment from the river.

Investigations involved examination of near-surface indurated layers to investigate their role in saltland formation. It was found that groundwater could move readily through this layer due to the presence of macro-pores. Close examination of apparently impermeable pallid zone clays, shows that decayed tree roots and large diameter voids provide a continuous pathway for the veritical transport of saline water from deeper aquifers.

Drought Mitigation Center: Faculty Publications
Drought relief has become an expected response of the federal government to periods of widespread drought in the United States. A wide range of emergency, short-term and long-term drought programs were formulated to deal with the extreme drought of the 1930's. By 1977 there were 40 separate programs administered by 16 different federal agencies. This paper traces the development of federal drought relief bureaucracy, including drought designation criteria and procedures.
Two obvious deficiencies of past drought relief efforts in the United States are noted. First, drought relief organizations and programs have been hastily assembled during periods of crisis. This has …
