Ecological Functions Of Constructed Oyster Reefs Along An Environmental Gradient In Chesapeake Bay: Final Report, Fx O'Beirn, Mark Luckenbach, Roger L. Mann, J Harding, J Nestlerode

Oyster reef habitat restoration within the Chesapeake Bay has as its objectives not only the enhancement of the commercially important oyster stocks, but also the restoration of associated assemblages of organisms and, most importantly, the restoration of ecological functions associated with natural reef communities. Despite our efforts to date, many uncertainties still exist with respect to achieving these restoration goals. These include long-term information on the temporal sequence of community development on new reef substrate, evaluating oyster recruitment patterns (a) across restored reef systems and (b) in relation to resident brood stocks.

This volume has its origin in a symposium held in Williamsburg, VA in April 1995, though most of the chapters have been significantly revised in the interim. The primary purpose of the symposium was to bring together state fisheries managers involved in fisheries-directed oyster enhancement and research scientists to refine approaches for enhancing oyster populations and to better develop the rationale for restoring reef habitats. We could hardly have anticipated the degree to which this been successful. The Virginia Game Fish Tagging Program (VGFfP), a cooperative project of the Virginia Marine Resources Commission and the Virginia Institute of Marine Science (VIMS), enjoyed its second full year of operation in 1996. Participation in the project, which is funded with revenues generated by Virginia's saltwater recreational fishing license, nearly doubled with 127 anglers volunteering as taggers compared to 64 in 1995.

This is a critical period for the future of the east coast oyster industry. This report documents the dramatic decline in industry output which has been the impetus for a publicly funded program to "revtalize" the industry. Oyster biologists argue over the severityy of the decline and the cause, and also the potential remedies. Should non-native oysters, specifically Crassostrea gigas, be introduced into the region to replace the native oyster production? Baylor Grounds were defined by a survey of the natural oyster beds in Virginia conducted by Lt. J.B. Baylor, USN, and completed in 1894. The original purpose of the survey was to set aside naturally productive oyster beds for protection from private leasing, which was a controversial concept at the time. Hence the commonly used term 'Baylor Grounds' is synonymous with Virginia's public oystering grounds in the present day. Other surveys, conducted later, have added to the original Baylor acreage, resulting in an estimated 243, 000 acres of public oyster grounds in Virginia. EXECUTIVE SUMMARY
1. In the Spring 1988, 2,145 striped bass were tagged in the James River.
2. The mean size of striped bass tagged in 1988 (351.6 mm) was 117.9 mm smaller than mean size in 1987. The difference may be due to different locations and times of tagging.
3. The dominant age group in 1987 was the 1982 year class but in 1988 the dominant age group was the 1984 year class. This difference may also be accounted for by different locations and times of tagging.

Oysters and mussels of varying sizes and sediment samples were collected from oyster beds with different salinity regimes of three Virginian coastal plain rivers: Rappahannock River. James River. and Piankatank River. Zinc concentrations of 1) soft tissues. gut contents. and shells of the oysters. 2) soft tissues of the mussels. 3) pea crabs. and 4) sediment samples were measured with a flame atomic absorption (Flame AA) spectrophotometer. Three sets of twelve oysters from the ,James River were placed in three recirculating aquaria dosed with the radioactive tracer zinc-65. All aquaria had the same amount of river bottom sediment which was kept in suspension by the water movement caused by aeration; one aquarium had twice as much tracer as the other two. The salinity of one of the low dose aquaria and. the high dose aquarium was maintained at 18 0/00: the other low dose aquarium was maintained at 1:2 0/00. All other factors were kept constant. During the months of June and September 1988, gear experiments were conducted aboard the F/V Carolina Dawn and Carolina Capes. The primary objective of the experiments was to assess the technical efficiency and size selectivity of 3.5-inch ring dredges relative to the current commercially-used 3.0-inch ring dredges. Secondary objectives were to analyze the economic and regulatory ramifications of using 3.5-inch ring dredges to control the age-at-capture and enhance the yield-per- recruit.

Internal anchor tags with external tubes were used to tag 1,986 striped bass in the James River in the Spring of 1987. The total number tagged was adjusted (at this time) to 823 because of observed and suspected tagging mortality. The available stock of striped bass in the Spring contained both young resident fish and mature nonresident fish which left the area of capture after spawning, presumably to migrate north in coastal waters. The exodus of the mature fish after spawning and the absence of a commercial fishery resulted in only 42 tag returns as of Spring 1988. This proportion …
