Fiscal Incentives For Green Growth: A Mixed-Methods Study Of The State Of Agroforestry And Tree Cover In India, Spriha Pandey

Agroforestry is a crucial strategy for diversifying farmer livelihoods and achieving India's climate goals, but its adoption has been hindered by institutional and fiscal obstacles. This mixed-methods study investigates the impact of national government schemes on tree cover increase and expert perceptions of incentives and barriers to agroforestry adoption. Our analysis of national schemes from 2013-2017 reveals that effective fiscal mechanisms and policy cohesion are critical drivers of agroforestry growth. Specifically, we find that increased funding for the Rural Employment Guarantee Scheme (MGNREGS) is associated with significant increases in tree cover area while funding for the Horticultural Scheme (NHM) is …

The agricultural sectors in many low-and middle-income countries remain highly vulnerable to weather risk, a vulnerability that will only intensify under climate change. The globally trending public works programmes have the potential to impact weather-related agricultural risk. I explore the impact of India's National Rural Employment Guarantee Act (NREGA) on weather-related agricultural risk. My empirical strategy explores the staggered roll-out of NREGA and random weather fluctuations. Using a nationwide panel of data, I find that NREGA makes crop yields more sensitive to low rainfall shocks. I posit that these results are consistent with a labour market channel, by which NREGA …

The Palghar region (north Maharashtra, India), located in the northwestern part of the stable continental region of India, experienced a low magnitude earthquake swarm, which was initiated in September 2018 and is continuing to date (as of October 2021). From December 2018 to December 2020, ~5000 earthquakes with magnitudes from M1.2 to M3.8 occurred in a small region of 20 × 10 km². These earthquakes were probably triggered by fluid migration during seasonal rainfall. We suggest the use of historical documents and primary sources, as well as data and articles from recent events, to teach students about mathematical epidemiology. We propose a project suitable -- in different versions -- as part of a class syllabus, as an undergraduate research project, and as an extra credit assignment. Throughout this project, students explore mathematical, historical, and sociological aspects of the SIR model and approach data analysis and interpretation. Based on their work, students form opinions on public health decisions and related consequences. Feedback from students has been encouraging.

Himalayan communities that depend on rain-fed agriculture are disproportionately vulnerable to climate change. In this study, we compare local perceptions of climate change from a household survey (n = 251) to climate data obtained from the Global Land Data Assimilation System (GLDAS 2.1) and MODIS Terra Snow Cover data product datasets. The study is situated in and around the Kedarnath Wildlife Sanctuary, which is located within the Garhwal Himalayas in the Indian state of Uttarakhand. Atmospheric aerosols directly affect the Earth’s radiative budget by absorbing and scattering solar radiation. Carbonaceous aerosols constitute 20-90% of the global aerosol mass burden and are recognized by the Intergovernmental Panel on Climate Change as important drivers of direct radiative forcing (DRF). Aerosol radiative impacts have been implicated in regional atmospheric warming in South Asia: changing Indian monsoon patterns, and accelerating melting of the Himalayan glaciers. There are systematic global discrepancies between estimates of aerosol absorption optical depths derived from observations and those from climate models. Projections suggest that the damages from climate change will be substantial for developing countries. Understanding the ability of households in these countries to adapt to climate change is critical in order to determine the magnitude of the potential damages. In this paper, I investigate the ability of farmers in India to adapt to higher temperatures. I use a methodology that exploits short-term weather fluctuations as well as spatial variation in long-run climate.
