Burning And Burying In Connecticut: Are Regional Solutions To Solid Waste Disposal Equitable?, Timothy Black, John A. Stewart
New England Journal of Public Policy
To comply with federal legislation, states throughout the country are replacing old town dumps with a regional system for municipal solid waste disposal.This system includes trash-to-energy incinerators and ash landfills as well as recycling and reduction facilities. While these new types of facilities are expected to be environmentally safer, they have concentrated the disposal process of waste generated throughout the state in fewer locations. State leaders champion the use of newer, cleaner disposal methods, while local community groups complain that they have become the dumping grounds for the state. This is the first environmental equity study to examine whether these …

There has always been an inexplicable wonder associated with the beauty of Maine lakes. In addition to their aesthetic value, lakes and ponds provide important habitats for aquatic and terrestrial wildlife. The attraction of the lake's natural beauty, however, can increase recreational pressures that may lead to human induced eutrophication. Lake George and Oaks Pond were chosen as the Colby Environmental Assessment Team's (CEAT) study sites due to the concern about potential human induced eutrophication of both water bodies. Lake George and Oaks Pond are situated in southern Somerset County, Maine, and experience heavy recreational and developmental uses. Neither water …

This report represents the vegetation component of a project designed to provide ongoing monitoring of wetland salinity and biological resources in wetlands of the agricultural zone of south-west Western Australia. Maintenance of wetland biological diversity in the agricultural zone is one of the major objectives of the Salinity Action Plan. Due to their low position in the landscape, wetlands are the habitat most affected by salinisation.

The New England Environmental Finance Center (NE/EFC) has been conceived as a knowledge-based clearinghouse, training, and change-agent program aimed at helping EPA's constituencies find financially successful approaches to environmental improvements. The NE/EFC will develop approaches to needs of particular priority in New England and potentially useful throughout the nation; share such approaches through the EFC national network; and help make tools from that network accessible throughout New England. The Colby Environmental Assessment Team (CEAT) engaged in an extensive data collection and analysis effort from September to December of 2000 to produce a comprehensive evaluation of the ecological health of the Lake Wesserunsett ecosystem. CEAT examined several factors related to lake water quality, including land use within the watershed, the impacts of residential and commercial development, and physical and chemical measurements of the lake itself. Lake water quality was the primary focus of the study due to its predictive value regarding overall watershed function and viability. A newly discovered approach to extending General Systems Theory as defined by George Klir through a set of Special Systems is described. General Systems Theory is distinguished from the theory of Meta-systems. Then, a hinge of three special systems is identified between systems and meta-systems. These special systems are defined by algebraic analogies. Anomalous physical phenomena are specified that exemplify the structures defined by the algebraic analogies. The extraordinary efficacious properties of these special systems are explained. These include ultra-efficiency and ultra-effectiveness.
