Standard research papers and five-paragraph essays can train students to blend quotations and organize paragraphs, but advanced writing in the disciplines and the workplace requires much more robust and nuanced thinking. To this end, the Multiple Genre Argument (MGA) pushes students into new writing situations where they create fictional genres to supplement traditional research—a challenging and often confusing task. Thacker Pass in Northern Nevada is a rich desert ecosystem with spiritual significance to local Indigenous peoples, and it is also the site for what will be, for now, the United States’ largest open-pit lithium mine. Lithium is one mineral constituent of electric batteries which are essential to current U.S. electric energy transition policy, a transition which policymakers and other public groups have called on to be done in a way which is just. Climate change summons more extreme and frequent weather events that threaten communities’ access to power. Without power, businesses lose revenue, essential services are limited, people are exposed to extreme temperatures, and lives are lost. California has adopted microgrids as a solution to costly power outages, electrification needs, and renewable energy goals. Renewable sources of energy remove dependence on fossil fuels. When renewable sources are adopted, they reduce damage to the environment from burning fossil fuels. Currently, fossil fuels are cheaper to produce, causing renewable energy to be used less. In the United States, fossil fuels receive heavy subsidies, keeping renewable energy in the periphery. This research explores the environmental and economic effects of subsidizing fossil fuels. Findings include that governments and citizens lose money when fossil fuels are subsidized. While subsidization initially makes them cheaper, they create expenses that are not factored into original costs, such as damage to human health …

The use of hydraulic fracturing (HF) technologies to extract oil and gas in the United States has sparked contentious policy debates, producing inconsistent and inefficient policies that have done little to address the impacts of HF in any comprehensive way. Debates are accompanied by competing policy narratives that position HF as either an environmental threat or an economic opportunity, but little is known about how policy narratives around HF are used by individuals. This dissertation systematically examines how individuals cognitively internalize elements of competing HF policy narratives. In the absence of national leadership on climate policy, municipalities are adopting resolutions to reduce their carbon footprint and transition to clean energy. However, what leads to successful adoption of these resolutions and how to effectively implement climate goals at the community level needs further exploration. To investigate these questions, this thesis examines the resolutions adopted in Salt Lake City, Park City, and Moab, Utah to transition to 100% renewable electricity by 2032. Data was collected through documents, such as city reports and newspapers, and interviews with government officials, city staff, and community members involved with the resolution process. A …

Capital-labour-energy Constant Elasticity of Substitution (CES) production functions and their estimated parameters now form a key part of energy-economy models which inform energy and emissions policy. However, the collation and guidance as to the specification and estimation choices involved with such energy-extended CES functions is disparate. This risks poorly specified and estimated CES functions, with knock-on implications for downstream energy-economic models and climate policy. In response, as a first step, this paper assembles in one place the major considerations involved in the empirical estimation of these CES functions. 150 years ago, Stanley Jevons introduced the concept of energy rebound: that anticipated energy efficiency savings may be "taken back" by behavioural responses. This is an important issue today because, if energy rebound is significant, this would hamper the effectiveness of energy efficiency policies aimed at reducing energy use and associated carbon emissions. However, empirical studies which estimate national energy rebound are rare and, perhaps as a result, rebound is largely ignored in energy-economy models and associated policy. The local policy arena is ripe for research on policy elite decisionmaking because where policy diffusion is concerned, previous studies focus on state-to-state and city-to-city dynamics. Therefore, there is a significant opportunity to expand understanding about the adoption of policies and policy diffusion at the local level. Following a proposal for the installation of high voltage power lines in northwest Arkansas, a controversial policy debate emerged. Proponents of the transmission line argue that such an installation is inevitable and necessary to efficiently and reliably support the identified electric load in the region. Opponents claim that the lines will degrade the natural environment and hamper the tourism-based local economy in affected regions, notably in Ozark Mountain areas. This dissertation is an ethnographic case study of climate change Doubtfuls and Dismissives with the purpose of understanding their perceptions of water use and renewable energy in the context of a changing climate. I also investigate the information sources and messages they use to understand climate change and climate change solutions. The Global Warming's Six Americas project identifies climate change Doubtfuls and Dismissives as one third of the American public, and an active voice in US climate change policy (Maibach et al, 2009; Leiserowitz et al., 2014). The assumption that the economic growth seen in recent decades will continue has dominated the discussion of future greenhouse gas emissions and the mitigation of and adaptation to climate change. Given that long-term economic growth is uncertain, the impacts of a wide range of growth trajectories should be considered. In particular, slower economic growth would imply that future generations will be relatively less able to invest in emissions controls or adapt to the detrimental impacts of climate change. Historically, equal illuminance across the whole working plane was the goal of lighting designers, however this is now considered wasteful of energy. For example, in an office setting the working plane was interpreted as the whole plan area of the room at desk height; 300 to 500 lux was specified, depending on whether work was mainly PC based or paper based. While the utilization of energy efficiency has grown in recent years, it has not been distributed evenly across the country. In some states, over 2% of a utility’s budget is spent on energy efficiency; in other states that number is 0. Much of the growth in energy efficiency has been due to state policies and the development utility-level energy efficiency programs. Yet, all utility programs are not created equal. Because they are often exempt from state regulation (and therefore state energy efficiency policy), publicly-owned utilities have traditionally lagged behind IOUs when it comes to EE programs.

Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.

This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.

At present, nearly all of the U.S. states have deployed or have begun to deploy infrastructure that derives energy from renewable resources.
